I THE OMAHA DAILY BEE: SUNDAY, MARCH 25, 1000. 19 LIVELY DYKING IN LUZON Lieutenant Morrow' Experience In Chasing the Fleet-Footed Filipino. FIGHTING NATIVES DIFFICULT TO FIND I'oncofiil ClflKK Mtiltl1 liitf llniilill) Hunt i) Ml nil J of the lliirdcn Taken I'll by L-ii I'll- .Hm hi A llnliel of . . Tolltf IIP. Tho progress of the war against the ob trepcroiiB Filipinos In Luzon, or bo much of It (is an army ofllccr in tho Held can ob-nerve-, Is clearly sketched In tho following letter from Henry V. Morrow, first lieu tenant, Thirty-eccond Infantry, U. S. V., ' 10 juugc irving K. Ilaxter of Omaha. Tho loiter is dated Oranl, Hataan province, Luzon, February 3, 100O: Yours of tho 29th of Novcmbor at hand everal days ago, somowhero about tho mid dle of thu month, I believe. I have been Jumping about so much slnco December 1 nnd It ha been bo dllllcult to reach us, al though closo to Manlln, tnat letters have been slow to reach mo. Well, I whs awful glad to hear from you nnd tho letter told wo lots of things that I wanted to know. I havo been In nil kinds of placm and havo all -kinds of things to write that would be Interesting, but I suppose I will do as pco plo usually do undor such circumstances, mako tho letter resemblo men In this respect as tho prayer book says, that It will "leave undone those things that ought to have been done." Mnrplo hns been ntatloncd vcTy near Ma nila nnd Doano In tho city, but both have been ordered away, I henr. Marple, I under stand, has gono to tho Island of Mindanao and Doano In somewhcTo south or Manila. I am ovor hero on tho west sido of Manila bay. About December 2 General Orant com manded nn expedition to Sublg bay. Tho general plan was to go south from Angeles, skirting tho mountains and then turn cast to Manila bay, following down a chain ot clth along tho coaot, then return to a mountain pass and cross tho mountains to Sublg. It was all carried out per program. Tho expedition was a most Interesting ouo because ot tho variety of country wo marched through and becauso It wnH almost an un. known country to us. Wo had mops, but they omitted eo much as to bo worth hut little. I wan acting as topographical officer of tho expedition and as such had nn op portunity to look up tho interest ing feature. Contrary to expectations wo met but few Insurgents, but tho expectation ot meeting ihera kept things lively. Tho trip over tho mountains where vo expected to meet insurgents and mado clnbornto preparations for doing so was a trip I will uot forget. Tho marching was scvcto nnd tho wholo thing, scenery and circumstances, was novel nnd full of Interest. Wo began with a march over ' rlccflclds, theu up tho foothills, through groves and heavy underbrush, nnd then camo tho steep mountain sides, whero tho road dwindled Into n moro trnll. On either sldo tho undergrowth grow so closo as to bo absolutely Impenetrable. It takes a bamboo forest to meet absolutely tho dcflnl- ' lion of Impenetrable. Tho term might bo an exaggeration applied elsewhere, but It Is Just tho proper phrase In this case. In many places tho road was as steep as It could bo possible to make a trail, and permit it to bo traveled by a horso. Thoro was considerable question beforo wo left for tho mountains whether nn American horso could go over tho trail. I lost all Interest In tho discussion, as my tiorse bad been taken from mo. nut tho horses were taken and, although soma wcro made lamo by tho trip, they did go across. I bo ltovo tho natives are now thoroughly sat isfied that Americans can go through nny country that a native can. At tho summit of tho mountain -wo did not expect to meet Insurgents. Without any thought ot really meeting an enemy, but as a precaution, I made a little reconnaissance In advanco of our halting plnco on tho trail. When wo reached tho very ummlt, while admiring tho beautiful scene- boforo us, wo suddenly saw twenty or thirty of thera half a mllo ahead across. a magnlflcont rolling mountain meadow. They saw us about tho samo time and tempted probably by curiosity, one after another they camo out Into tho open to look at us. They looked llko people on n stngo with a forest for a background. Wo exchanged n few shots -without result. On-OpcrtitliiK tvlth the NitVy. At Olnngapo wo took n famous old Span Ish arsonal and naval station. There wo unexpectedly met tho Daltlmoro, Oregon and several gunboats. They had como to occupy Olongapo not knowing wo wcro there. They nrrlvcd at midnight nnd whon at dawn thoy saw our enmpflres burning they thought ivo wcro a regiment of in surgents. Wo narrowly escaped a shelling. As they day broko they recognized us, nnd after answering our cheers camo ashore- to find out who In thunder wo were that had reached Olongapo and tnken it beforo them. Tho admiral himself was aboard the flag ship and kindly offered us tho assistance of tho gunboats In getting to Sublg. This -wo accepted nnd that atternoon took Sublg after n skirmish. For a week wo devoted our time to scouting tho country, meeting email bodies of tho enemy. To my extreme disgust I was ono ot a party ordered to re turn by -way of tho trail rather than by boat. Instead of going back to Angeles we wore then ordered to this place. We reached hero tho last of December, and this has boen my station ever slnco and I will continue to bo here, I think, until wo leave tho Island. I will not complain If It Is It Is a pretty rash thing to do to mako cuch a guess, for all things nre so un certain that almost any combination of affairs might tnko place. Although I nm now engineering ofllccr and havo the duty of preparing odlclal mapi to enlargo our knowledge of the province, I don't bellovo I will nttcmpt to draw ono for youi to show Just whoro Oranl Is. Srv cral nights of work up to 3 In preparing maps has been enough for me tor a while Slnco being Btatloned hero I have been on several "hikes" Into tho mountains and elsewhere. Last week I bad tho pleasure of crossing the mountains again with the hope and expectation of getting some In surrectos with rifles, but It was all In vain. Wo went entirely ncnus as far as tho China sea, but tho lnsurreclo was not there. JubI now thero seem to be nono In this province, but in n week or two they will appear, I havo no dcubt, nnd make their presence known by their depredations. I will wrlto moro of that later. Our life h n combina tion of garrison duty nnd field work. Lit tlo expeditions nro leaving for a day or two days' scout several times n week. Thcao are composed of from ten to fifty cneu. Hero Is a brief summary ot what I havo been doing Btnco reaching Oranl. A Holiday Trout, In December two companies scouted for two days In the vicinity of Florida Illanca, the preparation of maps, The result Is 1 1 havo been very busy with office work up to ten days ago. A week ago I accompanied an expedition of fifty men across tho moun tains after somo rifles, but wo were unable to locate them. I nm likely to continue tho same kind ot lite for somo time, unless tho wily Insurgent unexpectedly abandons our province. You see things have been sorncwhnt quiet. Tho truth is thero Is not I much left In the Inwirrecto business ex- . cept In spots, and tho spots continually ' change. When we came to Oranl things were In a bad state of confusion. The city was dirty, thc-ro was no buslnecn ot nny kind, many pcoplo had been nwny for months, those who remained left on tho slightest sign of trouble; everything was In disorder. What v.as true of this place was true elsewhere. The presence of tho troops has not only lm- , prcsted the natives with our ability to tu&stcr thu situation, but has also won their respect and confidence. It would bo hard to make mo bellcvo that In this town thero aro ninny nntlvcs who nro not pleased with , cur presence. I nm one of those who does not havo tho low view of all Flllplncs that somo do. (lod knows thoro aro enough of them who are bad, but I do not bellcvo that every ono Is treacherous and ready to cut one's throat. I bolluvo there aro many who wish to have somo government established hero that will really benefit tho people. The irnjorfty of the peoplo have very few clear Ideas, If any, on tho mibjrct. Ilut thoso who do and wish to benefit their brethren can bo used to nealst In tho establishment ot n sultablo government. They havo a certain Intelligence and we find them of great as slstnnco lu entabllshlng a civil government. '.Ycetl it Sti-otisr llniiil, nut I dD not think tho peoplo capable of Belf-govornmcnt except In that senjo which supposes a powerful regulntlng hand to guide them all. (Jnder a powerful government llko our own tho Intelligence of tho Islands can bo used to assist the lower classed. It this Intelligent class Is made to bo honest and tho lower classes uro made to feel that tho United Statcii Is all powerful there will bo no trouble. It Is not a race that Is clam oring to run Itself. Uut It It did clamor thero nro two reasons that mako it impossi ble for them to govern themselves. Tho mass of pcoplo aro densely Ignorant and there Is also an Irreconcilable diversity ot raco and language. Judge, you noed not think I am drawing a long bow when I tell you I havo met na tives who did not know of the exlstenco ot tho city ot Manila. It Is n fact. Thoro nro lots of them who don't know any moro. Thoy nro about on a level with somo ot tho Mexican Indians who live in Arizona and Now Mexico. I supposo somo of thoso novcr heard of 'Washington (nor even of Omaha, think ot that). Their lives nro bounded by tho provlnco In which they llvo usually. There Is a reasou for It. Twelve languages of decidedly dlsLlmllar character aro spoken on this Island ulone, yet Luzon Is only half as largo as Ifcbruskn. Dis tances hero aro short. The word "provlnco" Is somewhat suggestive of a largo district. It Is no moro In fact than a very ordinary sized American county. This provlnco Is about thlrty-flvo by fifteen or twenty miles, suppose. Now In Parapanfca province, lnat north nf thin, where Anfeles In lo- ' catcd, n Pampangn dialect Is spokco, hero , anotner Kind. Most ot too natives Know nothing ot what transpires outsldo of their province becauso they don t knew tho lan guage of tho other provinces. Not know ing tho language they cannot travel beyond tho district whero their language Is spoken. Thero aro no newspapers for thtm to read. Tho result Is tho blackest nnd darkest Ignorance among a very largo proportion ot tho population. Tho ltttlo leaven of In telligence among tho tow cannot leaven tho whole mass. Lack of exercise of the brain of courso leads to loss of brain power and tho result Is this raco Is, I believe, a de generating race, nut Ignorance nlono does not result from this multiplicity of lan guago In such a small territory. Being unable to get beyond their provlnco lines bocnuso of this barrier of language, they llvo their whole lives in this llttlo district nnd families Intermarry at a rato that Is destructive of tho race. To llvo hero a fow days only and tako a ehort trip will mako ono rcallzo It all in a way that would convlnco my most obstlnnto democratic frlond. Self-(invcriiiueitt In Solf-Uostructlon. Tell Ed P. Smith that If ho will como over I will show htm around tho provlnco and send him nemo sntlsflcd that self-government nnd self-destruction -would be equiv alent phrases hero. Ignorance and prejudice go hand In hand, each little raco or trlbo Is Jealous ot the others, and tho prejudices aro very bitter. Any old story can get a I foothold here, becauso no ono knows enough i to question anything. When wo took Ila- I langa a very Intelligent na'tlvo asked us 1 about Uryan and whether ho had been elected In December. Ho supposed tho elec tion took place then. Yot ho really had no means of verifying tho fake, outsldo of Pulling Up Hill A store doins: business in tho old way wouldn't mako much headway. Modern methods closo to cost prices carefully selected and desirable lines. All these ideas aro essential in any store that keeps abreast of tho times. Any other way of doing business would bo simply "keeping store." Tho success of any business depends upon tho. steady selling, year after year, to keep tho trade coining. I sometimes pity Bomo ot these people, who Uavo tomo Intelligence. It is difficult and hns been Impossible to get news papers, and thoso thoy got had no news ot consequence outBlde of what happened In Mnnila. With perhaps a craving thirst for Information they could not quench tho thirst. Even now nono of tho natives Bcem to get newspapers, although they might. All news seems to travel by mouth. Hut It does travel fost. I supposo oven tho warmest admirers of Agulnaldo aro by this time satisfied there Is no longer any hope for him and his re volt, nut tho moro I hear the moro I be lieve. AEUlnaldo Is far from tho woiet of his crowd, Ho Ih much above tho bulk of them, but he's no angel. No organizes opposition oxIstB anywhere on this l-dnmi ' " Is n semblanco ot organization kept up, but It Is nil a bluff.
