The lines of columns form- Jng the approach from either direction will bo placed nt the Fifth avenue curbs down ns tar as Twenty-third street and up to Twenty- Aftk slrcct. The whole structure will bo visible not only from up nnd down the ave nue and the side streets , but from Broadway all the way .from Union square to Thlrty- Ihlrd street. At ono end of the colonnade subsidiary sculptural groups representing the army and the navy are to bo placed nnd at the other end similar groups representa tive of the East and West Indies. These , emphasizing the colonnade , will only en hance the effect of the nrch .Itself , at which the main sculptural adornment will be fo- cussed or concentrated. The four piers , which will -be formed by iho piercing of the great piers , are to form a series of allegorical subjects : Patriotism , which will be figured as the call to nrtnsj War , which will represent the fight ; Th Return , picturing the homecomlug of the victors , nnd Peace , -where the volunteer sol diers will be shown taking up again their civil occupations. Above these groups , on either side , the finals of the columns nre to portray eight of the famous naval heroes of the country , whose names were selected by Secretary Long nt the Sculpture society com mittee's request : John Paul Jones , for the the war of the revolution ; Decatur , Hull , Perry and McDonald of the war of 1812 , and Farragut. Porter and Gushing of the civil war. These statues , standing high In the nlr , will be cast In heroic mould nnfl will fee from ten to twelve feet In height. The spandrels over the main entrances of the arch are to 1 > e embellished with rep resentations of the .Atlantic and Pacific oceans on one side , showing the spread of the country , and on the other of the North and East rivers , typifying New York's com manding position. The keystone of the nrch will be surmounted on either side by a great eagle , above whcue wings will appear the .motto or greeting of the city to thft welcome hero. Over the apex of the arch a quadriga of eea horses will draw a ship , nt Its prow Victory with wlngfl upraised. The minor openings of the arch at the east and west sides are to "be flanked with lions recumbent , symbols of etrength nnd of courage In repose. Besldra this work of triumph the plan In cludes the erection of a rostrum abutting upon the colonnade on Ito easterly Bide In the square between Twenty-third and Twenty-fourth streets , where Admiral Dewey , President McKlnley , Governor Roosevelt and Uio mayor of the city , with such others as may properly bo there , may review the parade. For the officials It Is proposed to have on the rostrum a sedlllft , In connection - withwhich the coato of arms of the nation , state arid city shall occupy their appropriate places over the scat * of the representative officials. Also , In connection , with the rostrum , It la planned to place n sculptural composition representing the greater city , with Its flvo iMiroUgba , a oym- bollcal figure for each burough.
