Otto Holntz , lately employed as janitor In the Equitable building at St. Louis , was arrested here yesterday charged with the larceny of $42- 000 of negotiable bonds from a vault In the office of L. C. Nelson , a tenant of the Equltable building. When Janitor Helntz disappeared several weeks ago be left & letter to his wife stating that ho was tired of life's struggle , and it was supposed that he had committed suicide. Mr. Nelson had not had occasion to ex- amlno the contents of his vault and noth ing was known of the robbery until a few days ago , when W. F. Carter , another tenant of the Equitable building , received an anonymous letter from Kansas City statins that the writer hold over $40,000 of negoti able paper for the recovery of which Mr. Nelson would pay a big price. 'The writer offered to deliver the bonds for $18,000 , of which sum he promised Mr. Carter $5,000 if he would carry through the negotiations. Mr. Carter at once went to Mr. Nelson and the robbery was discovered. Through a personal notlco inserted In a Kansas City paper Mr. Carter made an appointment to meet the tblof In Kansas City , ostensibly to pay over the 418,000 and receive the bonds. He took detectives with him , how ever , and at the appointed place they met Hclntr , the supposed sulcldo. On the * culprit's person were $11,000 of the stolvn bonds. Helntz boasts that ho cannot bo made to give up the balance of the bonJi and that they cannot be found. Th securities are gilt edged , unregistered and negotiable anywhere. Komura , In an Interview , eald that ho could not commit himself In favor of such an alliance as that suggested by Senator Davis In Paris between tb United States , England and Japan. "The international alliance question is * great one , " be added , "and Is absorbing the attention of every nation on the earth. I cannot say whether I am In favor of sncb en alliance as is suggested by Mr. DavU. " The minister spoke of the vast advantage * of these understandings , and said ho had n debut that sooner or later there would be alliances between the various countries la some way or another. It would make llttl * or no difference In just what form they might be made , The Interests of England , the United States and Japan are almost identical , and the understandings between them , the minister thought , might prove of great benefit to all.
