Jacobs. ) The harbor won crowded with fishing 1)oata , and fresh arrivals were coining In every few minutes. Until the entrance was reached they catno scudding along with every appearance of haste , but then their nia'lnsails came tumbling down to the deck and the boats with sufficient way left on them moved easily over the still water and felt , their wny to a berth. Small boats conveyed the fish to the quay , tthoro fishermen were appraising the catch vlth a wisdom beyond their years. Thcro was a glut of whiting. So many biting and going no cheaply that it was enough to make them blto their tails from sheer annoyance. Small Hat fish , which slid away from their pile , were carefully looked nftc-r and coaxed back with the too of a sea boot , but whiting tlid away unnoticed until they vanished from mortal ken In the > rockets of predatory urchins. In the small market a short , red-faced man with a scarlet beard reached in a dis paraging fashion from heap to heap , using a favorite briar in lieu of a hammer to him a correct answer , he tried to solve It for himself , and was then caught , just in the nick of time , trying to make the enemies shako hands. "You go off to your mothers' meeting , Peter Morgan , " said an incensed voice. "It's a fight , " said the little man , raising his voice. " 0 , my frlssda " "It's nothing o * the kind , " said Larklns hotly. "I'm training 'em for a race , that's all. They're Just going to ace who's the best runner. " Morgan , disregarding the publican , looked to others for Information. ' 'It's ' " said You quite right , a bystander. can believe me , can't you ? " "When's it going to bo ? " asked Morgan. "I don't know , " said the other , turning away. "You ought to bo ashamed of yourselves , " said Morgan , warmly ; It's bad enough to make a couple of men figbA what don't want to , without telling a lot of lies about It. " "It's none o' your business , " said Lar klns , surlily. "Ask no questions and you'll ills manner wan * t > dlclatorl > l that Mr. Gubbs , remembering In tlmi his scene ni the Three Fishers , nwallowed something he was going to pay and It was nearly strong enough to choke him and set off at ft strange , weird gait toward the Indicated goal. Ho reached It at lant , and , after a very long two minutes , started back again. In response to the semaphore-like nppeali at the enthusiastic Larklns. "I've got my work cut out for me , I can sec , " fald the latter as his victim , puffing and blowing , sal down on the ground. Dut I'll soon get you In trim and you can keep quiet about it. I don't want Bullock ta know. " "Why not ? " demanded Mr. Oubbi. "Because he'd train Tarbut the same way , " said Larklns , with a cunning grin. "Well , why shouldn't Tarbut 'avo a doing same as me ? " said Mr. Gubbs , vindictively. "Why nhould 'o be laying In comfort In Ms bed while I'm catching 'arm bathing and killing myself running ? " "Don't you be a fool , " said Larklns , af- fcctlonatcly patting him on the shoulder. "Coma Into my iplacb when you have time and I'll put the gloves on with you a bit , and bo careful what you cat , mind , else you'll undo all the good I've done you. " If It IB possible for a man to expectorate sarcastically , Mr. Oubbs achieved that feat. "Only two cups of tea with your break fast , " continued Larklns solemnly , "and no "DID I KILL * IM ? " HE INQUIRED IN A WHISPPER. kuoolc down such fish as found bidders. The la'.lT were fen and wary and , turning a deaf car to eloquence , expressed In crude English opinions distasteful to an auc tioneer's car. The Bcnso of the meeting being against him , ten auctioneer tackled to It and , com ing" to aucthor- heap , consisting of u selec tion of the most undesirable flnh thp.t swim Britannia's realm , gazed at It Indignantly. There was a titter behind him and ho voiced EU wrath impetuously. L , "ThaVs Joe Gubbs' ratch. " TIG bawled. ' ' ' I'd know that man's luck 'S'elp me , auy- where. " He turned the fish over scornfully with bin foot , and , with a severe glnnco at the hapless Gubbs. moved away to something more salable. . "Where d'yo get 'era from , Gubbs ? " in quired an aggravating voice. "Wo never get aucb things In our nets. I've never seen ome p' them things afore. " "Theio'a a lot > ou ain't seen , Bob Tar but , " said Gubbs , turning upon him , "and what you do see don't do you much good. " "I'd bo ashamed to bring homo such a queer looking lot , " Jeered the other. ' . 'They mayn't bo up to much , but there's none on 'em would care to change faces will you , I expect , " retorted Gubbs. "You leave , my face alone , " said Tarbut , whose physiognomy was much used In the vllhge for purposes of comparison. "A skate's handsome to you , " Bald Gubbs , " following up his advantage. Ho Jumped back suddenly as the Hat ol the scneltlvo Tarbut hot violently out , and , treading on a Email fish , whirled around w 11 dry with his hands In the air In the effort to retain his balance , and eat dowr heavily. The bystanders Instantly separate ) ! Into two groups and two or three anxious sympathizers helped the fallen man to Mi feet and Indicated those parts of Tarbut' ! frame which In their opinion were leas' ' adapted to offer reslstcnco to his fist. "Stand up , " * nld Gubbs sternly , as hi shook himself free from these friends. "I am Btnudln' up , " said Tarbut , breath IDS bard. The two combatants approached each othe stealthily , and maneuvering round the heap of flih struck safely at each other ov ? these convenient 'barriers. ' "Get 'em In the road , " said nn cxcltci voloo , "they can't 'urt each other here. " A dozen kindly hands helped them thcr and finding too much strategy for sport Ii a large ring , at the bidding ot the re sourceful individual who had last spoken gradually made- smaller and smaller. Tw or three email blows warmed the com hutanta and they set to work In carnesl Then Gubbi , under a heavy blow from Tar but , wont to the ground and stayed there It was three minutes before ho cnme thor oughly round and then ho sat up In a dazc < fashion and looked round for hla opponent "Did I kill ' 1m ? " he Inquired In a whisper "No , not quite , " said one of his friend gently. Gubbs rubbed his eyes. "What are the patting him on the tack for ? " he Inquired eyeing the group who were making a fug over Tarbut. ' "Cos he's won , " said his friends. . Gubbs staggered to his feet. "It's no good , " said the landlord of th Three Fishers , who had run over to th scene of the fray ; "you wasn't proper ! trained , you know. Now , look 'ere If yo put yourself In my hands , In three week you can beat him holler. " "You do as Mr. Larklns eci , Joe , " said hi friend Impressively. "I lived among prize fighters uforo I com down 'ere , " said Mr. Larklns , expandln his small frame. "In three weeks tlnu Gubbs , you'll be able to knock him silly. " "Well , what about Tarbut ; ho ought t to trained , too , " said one of the met "Fair play Js fair play any day. " "I'll train 'lin , " said an old cx-coas guardsman. "I don't want no training , " said Tarbi uurllly. "I've beat ' 1m , beat Mm easy. " "Well , beat 'lm again , Tarbut , " said on of his friends. "I'll put my five bob o you. Who'll take me ? " For the next five minutes , heedless c the assertions of both men that the wouldn't fight any more , bets were freel taken , Tarbut , In view ot his recent sue cess , being a hot favorite. A Jarring element was Introduced Int the proceedings by a small elderly ma wearing a piece of blue ribbon , who , push log his way In eagerly , Inquired what ! tvu All about. Nobody troubling to glv have no lies. You'll get some Idea Into that 'cad of yours and then go and split and hnvo it stopped. " "I never told of anything IP my life. " sold Morgan , eharply ; "my mates here know that. That ain't my way. My way's persuasion and example , not forcing people to do what I want. " "There's a purse o' fifteen and six made up for tha winner , " said Larking , turning away and whispering the news to Oubbs. "Tho spat for the picnic ' 11 bo made known later on. Them what's In the know is re spectfully asked to keep their mouths shut to save trouble all round. " Ho 'went back to his bar , and the other men , after standing about a bit , strolled oit ono by one to their teas. Mr. Morgan was one of the last to leave , and wont aa far as Tarbut's door with hUn to tell him an anec dote ot a man who was struck behind the ear In a fight and killed on the spot. A comfortable meal and a good night's rest restored Mr. Gubbs to his wonted serenity of mind and be awoke at 6 o'clock feeling determined to shako bands with Tarbut and let the matter drop. A persistent hammering at the door , which gradually got louder and louder , Interfering with bis meditations , bo roused Mrs. Gubbs , who was sleeping peacefully , and with BO mo asperity bade her get up and stop It. "It's Mr. Larklns , Joe , " said the woman , liastlfy withdrawing her head from the window. Mr. Gubbs sat up in bed , and then with a mighty yawn rose , nnd pushing open the casement again gazed indignantly at the small .publican , who waa standing below keeping up an Incessant rapping on the door with a small cane. 'Morning ' , Mr. Larklns , sir , " said Gubbs , snlfilng at the cool morning air. Halloa ! " said Larklns , looking up. "Tnte won't do , you know , you're wasting time. You ought to be up and out by now. "I've changed my mind , " said Gubbs , leaning out and speaking In a low volco to defeat the intentions of Mrs. Gubbs , who was looking. "I dreamt I killed Tarbut an' It s give me such a fright that I've re- Bolvea not to fight. " "Trat'a nil right , " said Larkins briskly , "droama alwaya go by contraries. " 'Well ' , there ain't much comfort In that , " said Gubbs , who waa anxious to get back to his warm bed , sharply. "You dress and come down , " said Larklns Imperiously , "you ought to be ashamed of yourself after all the trouble I'm taking on your behalf. " Mr. Gubbs rubbed his eyes and pondered. "What's the towel for ? " he demanded BUcplclouEly. "Uub you down with after you've bathed , " ealil the other. "flatbed ? " said Mr. Gubbs with emphasis. "Bathed ? What for ? " "Training , " replied Mr. Larklns briefly , "hurry up. " "I don't betlovo old Bullock's going to make Tarbut bathe , " said Gubbs shivering , "it'B weakening. " "You do as you're told , " said the autocratic Larklns. "Bullock don't know nothing about U. " Mr. Gubbs sighed and withdrew his head , and , explaining to his astonished wife that ho waa going for a llttlo stroll , gloomily ! dressed himself and Joined bis trainer be- r low. 1 "Shoulders back , " said the small pub. llcan. v'Hcad up. " Ho led the way down to the beach , and , ignoring the looks ot aversion which Mr. Gubbs bestowed upon the silver sea , stood by while ho disrobed and peacefully piled his way over the shingle to the edge ol the water. It was a bright morning , but somewhat chill , and Mr. Gubbs' brcathlree gasplngs furnished an excellent clew to the temperature of the water. "How do you feel ? " Inquired Mr. Larklm anxiously , as he rubbed him down. "I feel bad , " said the other , shivering. "You'll feel better when you've had youi ruu , " said Larklns cheerily. " 'AtJ my w-vr-wot ? " Inquired Mr. Gubbs staring at him offensively and rubbing him. self furiously with the towel. "Your run , " repeated Larklns sternly , "You don't want your coat. See , bold that And mind , I don't want you to go running like a steam engine , or a runaway horse. " "I wasn't goln' to , " said Gubbs. "Just trot easy , " continued the other , "foi about bait a mile. Go as far as that g t < over there , then rest two minutes and troi back again. " gravies for dinner , and I'll send you In one pint of old ale every day free gratis. " The ten3lty of Mr. Gubb'a features relaxed , and he emlled faintly as he rope and accom panied his friend back. Larklns TOW him to his door and after explaining fluentfy to Mrs. Gubbs that her husband was training for a race , gave her explicit instructions ai to his diet and departed. It was a source of much Joy to Mr. Larklns though h'e was unable to persuade Gubbs to share In his feelings , that Tarbut's traluei was satisfied with a less vigorous system foi his man. He let Tarbut off with a cold sponging on rising , and as Tarbut bad hie own ideas as to what constituted a cole sponging , both parties were well pleased with each other. The business-like nature of these proceedIngs - Ings was keenly appreciated by. the In habitants of the fishing quarter. Fights hat ! THREE MEN ADVANCING LOVINQL ARM-IN-AHM. happened before and doubtless would agali but they were mere rough and tumble affali and over before any proper excitement coul bo worked up. The purse had stcadl ! mounted up to 35 shillings and thebcttlt varied from day to day. Each man has his knot ot supporters at enthusiasm bad reached such a pitch tin Gubbs , who waa naturally of a retiring dli position , bad to take bis matutinal tub bi fore quite a circle of admirers. Opposltlc on the part of the women waa balked t continuing to allude to the affair as a rac though Mrs. Oubbs , who got up one mon Ing to sec her man run , went home In state of mind bordering upon stupefactlo An uneasy feeling was caused by tl anxiety of the excellent Mr. Morgan to dli cover the time and place of meeting. > Information was afforded him and , as 1 had indignantly denied any intention < giving the alarm , Jhc gentlemen interest ! were much exercised as to the reasons fi his curiosity. The battle ras fixed for a Saturday eve : Ing , the two trainers , after much won warfare , having selected a elte which M Larklns Insisted had been made purpose by nature , with a , view to affairs of the kin Lofty cllfts bid it from view , and the groui Itself consisted of turf eo soft and sponi that Larklna predicted that Tarbut wou bounce up from It like an India rubber ba. The performers expressed themselves as sa laflecl , though their regardlesroess In tl matter of thanks for the trouble which b : been taken over the arrangements formi food for conversation for the trainers all tl way home. * The boats got In early on Friday atternoi with their fish. The catch was email ai coon dteiiosed of , and then the attend trainers , reserving their men from admirers who wore ft'cllne their arms and rutting leading questions AS to their wind and state of niln.l , sent them Indoors with concise In structions as to how they were to ppcnd the last evening. Larklns officiously sent hla mnn off for n short , eharp walk after his tea , and later on going to the quay found that Bullock had given his man the same In structions. "Don't you go worrying of 'em , mind , " said Larklns sternly to the group , "an * let 'mi ave nn easy time of It tomorrow In the bouts. Both of "em , " ho added gcnerou ry. "Sp. ko llko a Urlton , Mr. Larklns , " said an Old fisherman. " \\hat I want Is fair play and no favor , " said Mr. Larklns ; "It's to bo a genuine sporting affair. No bad blow , or anything of that kind. After the llttlo affair all what go to see It are welcome to one drlnli at my expense. " "It's time my man was back , " said Bui- "ock , looking up the road which led over the cliffs. "I told him to go Just as far as the ground and back. Old Peter Morgan's gone down to the jlace , too , I think , " piped a email lad In luge boots. "I saw 'lm following ol Tarbut. " The landlord of the "Three Fishers" started uneasily. "It's on my mind , " h < said , iu a melancholy voice , "that thai blessed old teetotaler Ml have the thine -stopped. Ilo'ir tell the police or something "No , he won't , " said the old fisherman whc and spoken before. "Me an' Peter was boys together , an' he's never done anything o' ' that sort in hie life. Before old Peter go1 religious thcro was nothing ho liked bettci than to ECO a fight , or take part In one either , and It's my opinion he'd llko to srcc this one , only he don't llko to eay so. " Well , wo won't , " said Larklns , grimly "It may be ns you say , but wo'rc not golni to take any risks. " Conversation became general , and In vlev of the nearness of the event , animated , bu still the two gladiators failed to put In ai appearance. "He's overdoing It , that's what he Is , " snli Mr. Larklns , referring to the ardent Gubbs "You can 'ave a man too willing. Ho'll gi and knock hlasclf up. " The small boy came up , his big boots clot tering over the stone : , and shading his eye : with his hands gazed along the road. Thi other men , following his gaze , saw thrco met advancing lovingly arm-in-arm toward them "It It can't bo old Morcan with 'cm,1 said , Mr. Larklns. "It is , though , " said the old fisherman peering through severed up eyes. "They'v made it up through old Peter , that'a wo they've done. He's been talking at 'cm am getting at 'cm , and now thcro won't bo n flsht. " His disappointed auditors groaned 1 : chorus. "Won't thcro ? " said Lcrklna eav ngcly. "Ho won't there. You don't thlnl me and my friend Bullock hero are goln to slave three weeks for nothing , do you ? " "There won't bo no fight , " repeated thi old man. "Look how loving they are ! AI three ot 'cm as close together as ewcot hearts. " The advancing trio certainly bore out th old roan's words to the letter. Mr. Pete Morgan was in the center , and appeared t be half embracing his companions. "Why , they can hardly walk , " eald Bui lock , "they've been too far. " "Yea , that's what it is , " said Larklns , 1 n hollow voice. "Seems to me , " said the small boy slowlj "that they've 'a < l a bit of a acarf already. The crowd with bated breath stepped on to meet them.LLarkIns and Bullock leadlnf It was evident that the two heroes wer clinging to Mr. Morgan more for suppoi than from any motives' affection , and was no less evident that the lad'a re-mar as to a bit of a scarf was capable ot wld interpretation. .I'd 4rfdw minutes hot parties were face , to face , and the two trait era gazing at their charges speechless wit Indignation. t "Which is Gubbs ? " demanded Larklns I last In an"unnatural voice. The figure on Mr. Morgan's right an managed to open an eye and to twist I swollen lips Into something intended for smile. "What 'ave you been doing ? " vociferate the Incensed hndlord. "Flghtln' , " said Gubbs , speaking with BOH difficulty , "It's all over now. It was a dra and we're goln' Mo halve the money b < tween us. " " 0 , are you ! " said Larklns , bltterl "well , you won't have a d < l ha'-penny i It. What do you mean by it ? Eh ? " "I'll teir you all about It , " said Morgn who wag looking radiantly happy. "I sa Tarbut going up the road and I follow ) him and talked to him and by and by t comes Gubbs ana I talked to him. Then found out what , of course , I knew bofor that air you men were trying to induce the ; pure souls to knock each other about fi * money. " Mr. Larklns , choking helplessly , looki eternly at Mr. Morgan , and pointing an li slnuatlng finger at Tarbut's visage. "I urged 'em not to make such a brut show of themselves for money , " contlnui Mr. Morgan , "but they said as 'ow UK would. Gubbs said It wlrl be the casle 35 shillings he'd over earned , and Tarb cald It waa him as was going to earn After a , little talk o' this kind Gubbs he 'It Tarbut smack In the eye. " Tarbut gave a faint groan In confirmatlo " "Then they both started to peel , " co tlnued Mr. Morgan. "Why didn't you stop 'em ? " Inquired tl ex-coastguard , "It was your duty as Christian to stop "em. " "I thought It was better for 'em to fig llko that than to make a brutal cxhlt tlon of themselves , " said Mr. Morgan wl dignity. "It was a revolting spectoc shocking , and I'm glad and thankful the was nobody there but mo to see 'em ma stfch brute beasts of themselves. " A threatening murmur from the crowd. "There In that sweet , secluded spot , " sa Mr. Morgan , shaking his head , "these ti men stripped to tbo waist , knocked o another about for fifteen rounds. Fit blood fell to Tarbut , he got In with his li 1 on Gubbs' nose , then Gubbs up with a tea ful'blow and knocked him flat. It was clean a blow as I over sec I took Tarb on my knee. Poor fellow , he was del wrong , but still he was suffering , nnd Pel Morgan's always got a knee for the si ferer. Second round ho was ur-ro cautloi and , watching his chance , clenched and f with Gubbs under. It was a disgusting spe taclc. " M.1. Larklnsbent , savagely over to Bullock nnd whispered In his ear. "When time was called " said Mr. Me a i. Ban. f a "Who called it ? " inquired a voice , wl the accent of ono making a point. 0 "I did , " said Mr. Morgan , "there was r e body clcc ; both of 'em walked round e : 1 other a bit , sparring and looking for ope 1 Ings. I think the third round wcs I longest of all. Both ot 'em kept getting a lot of llttlo knocks and then dodgl away again. Then Tarbut cought Gubbs c In the breast bang In the wind and tl . | followed up on his Jaw and knocked h down again. It was a disgusting spcctacl I. "Must ha' been , " said a dejected voice I.d 'After that there was twelve mi rounds , " continued the narrator ; "sometln j Tarbut had the best of it , and fometin 1. ' Gubbs , Both men were very determlc . . t and fought very fair. It was good , sol e hard hitting , and they were bruised all o d before they'd finished. Once Gubbs d Tarbut a blow over the heart , and I thouj he wouldn't get up to time. " "I wouldn't if ycu hadn't blowed wa n I Into my face out of that puddle , " e d i Talbut. o "It was a most 'disgusting spectacle , " s Mr. Peter Morgan hurrleJIy. "Seems to me " began Lnrklns eroclously. "Two fine , strong men , stripped to tha vnlst , hard as nails , knocking each othi-r bout for money , " said Mr. Morgan. They're never going to fight any more. 1 mailo 'em promise they wouldn't. They're oed friends now. Ain't you , lads ? " With an utter disregard of the feelings ot ho bystanders the two men shook luiuls. And though I regard fighting with hor- or , " concluded Mr. Morgan , beaming on hem , "I think that as Itvnc a bargain ou chouUl divide the purse between 'era. " "They won't get a farthing of It , " said Mr. Larklns explosively. "Unless you llko o give It to 'em out of your own pocket. " Me ? " said Mr. Morgan , opening his eyes. Why ? " "Ask yourself , " said Mr. Larkln ? , point- dly. "I should say If any man ever 'ad hlrty-fivo shillings worth of sport all to his- lelf , you have and , what's more , you know t , Mr. Peter Morgan. " The peacemaker sighed , and , turning , led its charges gently away. The crowd watched them as far as the "Threo Fisher- : , " and observing that they detached themselves by force from their guide and friend , crossed he road and followed them In. HAVANA OK TII12 I'lt Panning of the Ciovrrtiinrnt Lottery unil the Hull l-'lKlit. "Manana so juega tomorrow the draw- ng. " The voice of the lottery vendors were hrin and persistent , writes Charles M. Pep per from Havana. It was almost the last cell of the auctioneers. Ono or two more drawings and the government lottery passes nto history along with Spanish sovereignty n Cuba. Nothing on the surface shows that It Is a "going1 * Institution. The order- change houseo , where money Is changed , still dlrplay the lucky numbers which they have sold. These are a past guarantee and a present advertisement. Some of the ehops continue to offer lottery tickets at par as an nducement to other purchasers. The ven ders ofd men , women and little children have to charge a slight premium. I have noticed no lessening In the number of per sons engaged In selling lottery tickets. They come Into the trains out In the couatry ami throng the cafes In the city. Their chief customers are the Spanish officers and sol diers , but everybody buys at least the tenth part of a ticket , Just as everybody In Kcn- : ucky haa a Diablo tip on the races and mcku It. There were -1,372 tickets col ; ! for the draw- ug which took plnco this week. The lucky number which drew the grand prize was 10,377 and was hold In Havana. The gov ernment got Its one-quarter rake-off , or reservation , out of the Tottery , as usual , and had the further advantage of covering back into the treuuury the amounts of the second and third prlzce , which were not drawn. When the last drawing has taken place a considerable number of persons will bo without employment. The Cubans declare - clare that all the lottery venders are Span ish. That may bo true , but the patronage Is not limited to the Spaniards , and when the lottery Is gene no one imagines that the gambling Instincts ot the peopfe will ccaso to assert themselves. " The pr itlgo of the crnck Jockey ot Iltxvntia was eclipsed. However , the riders were not the only ones on the 1'rndo Sunday Afternoon. Sonin family carriages , which had evidently not cen i > crvlco for months , were rolling along with the cabs and coaches which were ecok- Ins to monopolize the drive. The number ot pcroiit ; taking the Sunday nttcrnoon Mroll from the Parquc Central to the waters which were beating against the rocks of Morro Castle was much larger than on re. cent Sundays. In a faint way It was the Havana of former days , when the Prado was full ot llfo and animation. This 1m- prcselon was confirmed by a Cuban ot wealth who had Just brought his family back from Europe. Ho complained that ho had uot been able to find a suitable house either In the town or In the suburbs. On Inquiry I was told that this was correct. For the flrjt time In three years no desirable houses In Havana nre for rent. The stagnation in business continues , and It must last tilt American control is in force , but th * com munity Is preparing for the change.
