at the State department that the Sagasta
government had become convinced that tin
only way to save Cuba was to accept the
often proffered good olllces of > the Unltci
States. Canovas frequently replied to I'resl
dent Cleveland declining these good olllces
and Sagaata did the same last November ,
N'o\v the prime minister has become com
plctely disheartened over the evident failure
of autonomy. All efforts of Spain to bribe
the subordinates of Gomez to surrender ot
the basis of homo rule have proven futile.
'Blanco ' has completely failed In his efforts
to open up communication with the In
surgcnts , and Pamlo Ifas likewise been de
feated In the field. The Spanish ministers
now feel that the only thing left Is to accept
the good olllces of Uncle Sam In splto of the
humiliation Involved. They hesitate be
cause they feel that a public announcement
of this fact would result In a revolution In
Spain.
Secret negotiations with the State depart
ment are now actually In progress. The
Spanish government has lost the confidence ,
of the loyalists In Cuba , and it recognizes
the fact thnt the Island Itself Is lost entireij
unless the country will nt this late day nego
tiate with the insurgents for some basis of
peace.
The Spanish propose that the United States
should suggest to the insurgents an actual
armistice- , pending negotiations for peace on
the basis of American guarantees of the In
tegrities of home rule , or even Independence
on a money consideration.
Whllo no such formal presentation has
been made by Ml.ulstcr de Lome , the State
department has been given to understand that
only the fear of revolution In Spain stands
In the way of accepting the good olllces of
the United States , which have been i ejected
bO often. It has been Intimated that If this
country sees fit on Its motion to open up com
munication willi 'tho Insurgents , Spain will
not throw any objections In the way. Any
such move would be a practical' ' recognition
of the Insurgents as belligerents , but things
have reached such a crisis In Cuba that even
this contingency must he faced.
It is understood that the Cuban republic
will insist on formal recognition tcforo under
taking nny negotiations with the United
States , claiming It cannot treat with a power
which regards it as an organized conspiracy.
The situation Is critical in Cuba , and the
frequent visits of the Spanish minister to the
State department arc sufllclcnt to Indicate
that Spanish rule in Cuba Is almost at an

relief commission appointed by President
McKlnloy and acting under directions of the
Department of State has Issued an appeal
for contributions int aid of the suffering
people of Cubj , of whom there are estimated
to he 200,000 in actual danger of death from

tributed will be Immediately forwarded to
United States Consul General Lee In Havana ,
