Mayor Carson was called to the chair and asked Sccrclary Judson to state tin purpose for which the meeting was calle < and to Introduce the gentlemen from Omaha Mr. Judson said the object was to discuss the beet sugar problem In a general waj to take any steps that might be though advisable to encourage the Industry In th" vicinity. He Introduced Secretary Nason o the Omaha company. Mr. Nnson said ho believed that the bee sugar culture and Iho transformation o the raw material into the merchantable pro duct was one of the most Important factors of our prosperity in the future. He be lieved the two cities were disgraced unless they could furnish Iho farmers who wen educated In the culture of sugar becls the necessary facilities and make a market foi the product. He gave in detail the hlstorj of the Omaha organization , and declarei that the new company had been more suc cessful lhan was anticipated In getting started , and the work had now reached o stage where they felt assured that the fac tory would be built. He had found thai they were able to get a great deal of en couragement from the railroads and othci Interests that were Intlmalely associated with the growth and development of the commercial Inleresls of Omaha and Councl Bluffs. The promoters of the plan believed that Council Bluffs was Interested and the } had come here to talk It over. They bad not come here , be declared , to ask for a dollar In Ihe form of a donation. It was n square business proposition. The Omaha men were pulling their money Into It be- caueo they had Investigated and found that the Investment was llktly to pay good div idends. OTHER FACTORIES WILL FOLLOW. "If wo can succeed In establishing one fac tory. " said he , "we are satisfied that the development of the industry will soon make room for one of tbe largest In the world or seven or eight smaller ones. Wo have hit on a factory wllh a capacity for 350 tons a day , and this , running through the season ol about 150 days , would produce over 8,000.000 pounds of sugar , besides its output of by products. It Is the intenllon of the company to build a factory using the highest grade of machinery that Is made. Wo find that wo can prove that there Is no difference between a ton of beets raised In California and a ton raised In Nebraska In Iho amount of sugar produced. The faclory Is lo be built at the lowest possible cost. Wo don't propose lo sell the stock In such a way that It can be controlled by tbe Sugar trust According to our articles of incorporation our officers are elected by the stockholders Wo propose to creel a big faclory near will receive the your own doors where you same benefit in all respects that we will and we propose to run It upon an economical plan , a business plan to make It pay divi dends on every dollar Invested. We want your help , because wo want you to help Interest your farmers In beet culture. We have come over here to ask for an Inves tigation of our plans and purposes. II Council Bluffs people will take $25,000 worth of stock In the factory , It will be built Just as sure as the Missouri river runs between us but does nol separate our mutual com munity of Interests. " Mr. Williams eald ho had been appointee ! to a place In the effort to organize the new Industry as a representative of the farmer end of the committee that was appointed last February. His duties had been , to In vestigate among the farmers and ascertain If they wanted the factory. The answer In found In the fact that the farmers are com ing to him from all directions and asking when the factory Is to bo built. The only dllllc'illy In Iho way now Is raising Ihe money. "Wo Intend , " said he , "that an honest factory shall be built with honest dollars , and with not a bit of watered stock In it. We have felt that by placing the fac tory at thn end of the bridge Iowa people might bo Interested and willing to help us In the great undertaking of raising $250,000 In these hard times. In all ouch efforts the greatest illfllculty Is In raising Ihe firsl $100- 000. " MONEY IN PLAIN SIGHT. Commissioner Utt gave a long and very Interceding account of the methods followed In producing sugar from the beets , and also a mass of figures showing the profits that accrue from tbe successful operation of the business. Ho had visited every beet sugar factory In the United Stalls. .At Lehlgh , Utah , they had a factory In operation that consumed 250 tons of beets a day. It had handl-'d the product of the farmers at prices that gave them a great profit on their labor and lands , and after paying all expenses and dividends had a surplus on band al the end of 1895 of over $30,000. This year they have done the srino thing and have $00.000 left for their pockets. But while It Is thus very profitable , It Is not eo greatly to the In terest of the people wlioro money Is In II as II Is to the general Interest of tbe com munity. Ho described the methods of mak ing sugar from beet as being simply an A , B and C problem In Its simplicity. To In dicate the Held for such a plant and the market for Its products ho called atten tion to the fact that within the country Im- ncdlatcly tributary to Omaha and Council illiiffH the annual consumption of sugar war- about 400.000,000 pounds and the output of the factory proposed would ho about 8.000,000 munils , merely a drop In the bucket corn ered to the general demand. Hovertlng to In ) accomplishments of the factory at Le- ilgh , Utah , ho read a statement from the nanagcr saying that 3,000 head of cattle lad been fed from the waste of the factory , ho pulp , which was the very best of food for the feed lol or Ihe dairy. About six-tenths of the product con- ilrts of this waste , which can be given o the farmers to bo used Instead of grain. In every ton of beet * there are about eight gallons of refuse syrup , which can be con verted Into alcohol and vinegar , and Its con version makes the process a continuous one ana toceps the factory In operation tbe year omul. Ho believed that western Iowa and Nebraska can bo made the richest territory In America It the people ran be Induced to go nto the beet culture , The * climate and toils ire. most perfectly adapted to the business. The Norfolk farmers bad raised beets that reached 13 per cent sugar and SO per cent mrlty and yielded fifteen tons to the acre. : he beet Is a hardy plant and not affected by early spring and late autumn frosts or drouths. He explained the fact that the beets low used came mostly from need Imported rom Germany , which WAS not domesticated , lomo grown , acclimated seed bad produced icets that showed over 18 per cent sugar. 'Build a factory at East Omaha and get the armerg of Pottawattamle and Douglas coun- lea Interested and make It an object lesson , f capitalists knew today what , a beet eugar actory could do hero Ihero would be mi absolute rush to get lu here. ( Special Tele gram. ) The marufaclurlng bill passed Ihe house again loday , and its success In the sen ate Is guaranteed. The democrats who Irid threatened to refuse their support on ac count of senate amendments came to Ihe mark and all voted for It , and It carried , the eenato amendments being accepted by the vote of 55 to 41. The houix ) refused to ac cept one sei.ato amendment , but it is not a vital one , and will not prevent Ihe senale passing Ihe bill again. It Is thus certain that the bill will go to the governor prob ably the early part of next week. The bill passed the house first , and then went to the senate , where It was consider ably amended and passed. After the senate amendments were added Iho democrats of the house caucuesed and declared that they could not support It , &a the senate had re stricted the right to manufacture In so many ways that It was no better than no bill al all. It looked for a day or two as if Ihey might defeat the measure. When it came up In. the house today , the Question was on concurring in the senate amendments. Martin of Adalr moved the one Important amendment of the day. It provided that sales of liquors by retail deal ers should not bo legalized and made col lectible through the courts. The senate had made all bills for liquors legal and collecti ble In court. The prohibitionists lined up with Martin , and after a heated debate , In which It was declared that even the ac knowledged license states did not make sales of liquors to a drunkard collectible In court , the Martin amendment carried , G7 to 39. Be. fore it was passed it was ascertained that the senate will accept It. On the Druet amendment , to allow cities of 2,500 or more to have saloons by petition of SO per cent ol' the voters , even whea the counties do not petilion for Ihem , Iho vote was very close , but it carried , 52 to 41 ; 61 being the least number that could pass It. The other senate amendments were voted on In a bunch end carried , 55 to 41. In the eenato the day was devoted to the cltlc3 and towns bill , and the Evcrall amend ment occupied most of the time. It pro vides that railroads running through traclu of ten acres or more Inside cities shall be exempt from city taxation , because such tracts are likewise exempted. There waa a heated debate , In which Healy and Junkln denounced the change In the law , declaring It would reduce the taxes which the state would receive from railroads at least $100,000 and that there was no. Just ground for auk- ing It. It finally can-fed 25 to IS , but later lit the day Caret filed a motion to recon sider and It will come up again tomorrow. Several senators have Indicated their will ingness to change their votes on It , and the amendment Is likely to be defeated , UiHtrict Court at Avorn. AVOOA , la. . April 21. ( Spcclal.-In ) the district court hero Monday the case of Slever against Grebe was completed all but jn- Blrucllng the Jury. Tuesday morning Judge Green gave the Jury the case. In the after noon a verdict for plaintiff was returned , the damages being assessed nt $35. Gregory against Cuppy was taken up at the conclu sion of the Slcvcr-Grobe ease , and a Jury empaneled. All the evidence was taken and the case argued and given to the Jury at noon today. No verdict has as yet been re turned. Yesterday evening the boys , Illller and Kllmlt. held for stealing , were brought up for hearing. After the evidence was taken , no objection by the parents being made. Judge Green made un order sending tbe boys to the reform school for three years each. In sentencing the culprits , thu Judge gave them some good advice.
