BROATCII'S POLITICAL CLUB.
In calling the meeting Chairman Munro
stated to Street Colninissioner Kaspar that
thu boarti had been convened because It bad
been ascertaIned that tim force was being
demoralIzed for political purposes , The em-
llOYeS had assured hint that they hind been
cahied before the niayor and told that unless
they worked for his Interests they would ho
dlsoharged and Brown and \Viggitls had also
made slitlilar threats to the nteii utider their
control. lie hind investigated the coin-
plaiitth and had fount ! that such conditions
existed. lIe had never considered it right
thitt : Inen who worked In publIc tiepartinents
should be compelled to do political vork In
order to retain their positions and 110 did
not proport that the Board of Public Works
should be converted Into a political ma-
chine.
Comnolasloner ICaspar mid that he ( ltd not
know that any such business was going on.
ITo had never attempted to coerce his em-
ployes and ho bad no objections to laying off
tito men.
Comtnlrtsioner Winspear saltS that Ito did
not. think that his colleague had manipulated
the street force himself , but the board hail
conclusive evidence that it hind been clone by
lhroatcht and by the foremen. It was a vell
known fact which could be substantiated by
tIle records that when h3roatchi was mayor
before Ito liati put on a big force of men
under J00 Kent just before tile primaries and
it cost ( lie city hundreds of dollars to as-
tiist hilm in lila political combinations. It
was a disgrace that such methods should be
attempted attd the best way to avoid bringing -
ing a scandal on the department was to rtop
all work until after the pritnaries were
over.
over.Kapar feebly suggested that ho did not
believe that any effort Itati been made to
coerce the men , but Winspoar retorted that
ito knew posItively that llroatch had even
sent to hits own foreman and varned him
that unlo ho got out and nasisted him in
his canvasa ho would be discharged as soon
as the board was reorganized.
iCaspar finally voted for the resolution , lay.
ing off both departments , but. opposed the
dismissal of Brown and Wiggins ,
IJIOOATCI- ! MAKES SOME THREATS.
The action of the board yesterday morning
was the result of cotnplaints that have been
coming to the board for several days. It began
Saturday , when several men were laid off
on account of their refusal to work for
llroatcli. Tuesday Broatch called four of
the employes of the street department Into
hits olilco and told ( bent himself that they
must either work for him or quit. lIe stated
that he was going to tell Mr. Kaspar to dls-
charge every man who wae not favorable to
him and that Kaapar ltad promised to do as
ho asked. Then hi roasted the other 111cm-
boris of the board and dismissed the men
' with the assurance that their only cllanco to
retail their positIois was to get into hi bunch
wagon.
At least one of the men titus tltroatened
has a large family. ISo has been mit of work
and his job lit the aldcovalk repair gang
means bread and butter for hii.s wife and
children. flu went to Chairnlan Munro antI
told him of the threat that had been made
and with tears lit his eyes asked what he
could do. lie could not conscientiously teg-
lcd his work for the city to work for lircatch
aitd lie could ilot afford to lose hIs job.
Other employes of tue department told a
similar story and it did not require an extensive -
tonsivo investigation to as'suro tue chairman
that the street department was being worked
for nil It va.s worth. It was also discovered
that liroateli had threatened Mr. Wlnspear'm ,
foreman With dismissal unless ho got into
hue and It was decided that the best plan
was to put a atop to such Proceedings by
laying off both gangs. It was detertnined
to dk'charge Ihrown and Wiggins on aecotlnt
of conclusive evidence that they had been
intinildating the itlen under theiti In a slnlilar
