The man chosen to make the rounds would do so shortly after 6 o'clock , at which hour the business houses are in the habit of sending out their heaviest batch of letters. The stolen mali thus obtained would be brought to the rooms occupled by the thieves ' and there cdrlfully examined , Every letter would be ppened , eltller , by steaming the envelope or with a penknife , and 1f found to oantaln nothing valuable + would be resealed and mailed again , so as to lessen the chances of suspielonr"Of courss money and all articles of value were retained , and a great qumrtity of checks were obtained in this way , the latter being in many instances "raised" or "altered" so that the conspira- tore were able to realize large sums on them , I For months there operations were carried on successfully In many cltles , the gang going - ing through ; the country and making their appearance herd or there with the regularity - larity of a theatrical company. The losses I finally became so extensive and complaints 0o numerous that Chief Inspector Wheeler took the matter in baud , and detailed four of the most skillful inspectors in the serv Ice , Inspector Jacobs of New York , Inspector Sproeooer of Washington , Inspector Wllllama of St , Louts and Inspector llolmes of C'n ' cinnatl , to take charge of the cae'a. Thesn men worked all through the summer of 1891 , following various clews , and finally located the thieves In Denver. As soon as the inspector who Is on time trail of a test letter finds that it has d sappeared and concludes from his check system that It must have been abstracted by ane'of two or three men , he Immediately orders these men to be taken to a private room , so that If the telltale bill or object Is on their person it must ho dscovered ! , A SUCCESSFUL DECOY LETTER. In the smaller poelollces there are many more opportunities for stealing letters and packages than in the large ones , but , owtng to the limited size of the force employed , It Is not difficult to detect the thief. A very sad and yet Interesting case occurred In Yonkers in the late wintet + of 1895. Valuable - able letters and packages were being missed and many complaints were received by time Poslofilce department , which sent Inspector Jacobs to ferret out the thief. The usual test letters were sent 1111(1 came through all right , no one knowing of the matter save the postmaster and time chief of carriers , a man named Walter V , Robinson , Robinson was a man of unnstially pleasing appearance , and was promhtant in church circles ; he was , in fact , what is termed a general favorite , both ; with his emnplayers and ace-uvintancea , and suspicion had not once fallen upan him , Indeed , he hail been time postmaster's chief aid in Investigating the crime , and had given time detectives every help posaible , When It was suggested that ho nmtght be the thief , rho Idci was Indignantly repudlaled , hul the inspector - specter still clung to his the'ry , and sent a 'fleet" letter , of which neither Mr. Robinson nor the post master were Informed , It was lost , Another and still n third met with the canna fate ; then Robinson was searched and time marked money was found upon his person , lie then broke down , pleaded guilty at rho trial , and was sentenced to two years and six months in time 1Clngs county prison. There are many complaints of money lost in time malls , which , upon Investigation , prove to have their source him timd dishonesty of employee , Porters , office boys , petty clerks , all have opportunities to take what they know are valuable letters , and often avail them- selvice of them , For Instance , only a short ( line ago many complaints were received from the Presbyterian missions , which were losing money at an extraordinary rate , The culprit proved to be their office boy , a hail of 16 , with a salary of $4 a week , 1Ylmen searched , $16 was found upon him , as well as over $10 worth of stamps , which he hail Just taken front the drawer , IIo confessed his fault onll said ( hint ho lied spent time money in taking his girl to the theater , that they went two or three times a week , and that lie liked to give her small presents There are mnany simllar cases , and a remark. abbe f , aturo of them is that often the people who have made the complaint refuse to press it when they know It concerns one of their enr played , and sometimes they do not even dls charge the offender , It , may be a surprise for sonic to know that the safety of a registered hotter Is not guaranteed by the postolfice , and that It does not hold Itself responsible for the loss of a registered letter , although It will , of course , do everything 1n its power to hunt It up and find the thief , If there is one , Owing to the method of checking a registered letter from one station to another , it is generally easy to find the point where the letter dropped out of eight ; and ; cost of time coin- plaints in this department , as well as ( list of the special delivery department , are complaints - plaints of delay rather tinan less , CLEVELAND MOFFETT , Tlmos , Slater has a message for every man on page 11.
