By legislative enactment , the 22d day of April of m each year is designated as a holiday , to be own as ctc Arbor Day. In conformity with this wise provision I would 4c earnestly recommend to all citizens of the- state that Wednesday - nesday , April 22 , i 896 , be devoted to the planting of trees , 4c s rubs an vines on t e ig ways , pu ic groun s an mgc private property , to the end that the landscape may be s % rendered more attractive , the climate ameliorated and the 4r cultivation of timber for the beneficial use , comfort and 4c convenience of the present and future generations encour- 4 aged. No greater service to this state can be at this 4c time performed by a Nebraska citizen than by devoting at least one day of every year to the planting and cuIi- vation of trees upon the broad prairies and fertile valley 4c lands. 4 The' ' : observance of a day especially devoted to ar- 4c boriculture , which had its birth in Nebraska , has now grown to be national in its character , and it is to be hoped that the commendable spirit which prompted Nebraska to s3c take the initiative in this salutary movement will ever 4c continue to characterize the observance of the day. By common consent , the cultivation of a sentiment favorable to tree planting in our state has been entrusted I to the public schools , and nobly have both teachers and Ic scholars performed this important duty. In the early history of our country , pioneers settled in the forests and 4c cleared away the timber in order to make room for fields Ic of grain. The work of devastating the forests has gone c steadily on for years , until there is now urgent need for s united efforts in all sections of the country for the plant- 4 ing of trees. Nowhere else has such an Increase in the forest ereas resulted from tile observance of the day. In no other state have tile problems of rainfall ad irrigation been more proni. nent in late years than lit Nobrtska , and science has demonstrated few facts more clearly by observation anti reason than the intimate cause and effect relation between forests and rainfall. As already suggested above , the Arbor day idea combines two elements , utility anti sentiment , In its earliest origin thu former predominated. Forest trees , in their babyhood - hood , let It ho underbtood , have as hard a combat wIth hostile elements that menace theft as the fruit tree has , and is equally sensitive and responsive to proper handling and careful culture. Arbor day , all honor and thanks to the Nebraska Columbus who dtscovered and christened it , has been a great power for good , but it has been so rnair.ly , I think , by reminding time people of the imnpertance of forestry to imidividuaku and to the country. Some doubt arises as to the complete success of tree planting carnivals - vals and rivalries in our own state in its wholesale celebration. No data are obtainable - able upon which a certain judgment on the Point here raised can be rendered. It is believed , however , that where efforts have boon directed In counties anti districts to 120 which could plant the greater number of trees in a single day thin vital matter of method has been inevitably neglected and success in producing healthy , sound and growing trees has not b'on as uniform and general as it might have been. All hIving treou are not good trees. A sickly , disabled or imnlf-hiving tree is vcrso than a dead tree. A tree in the full strength of maturity and vital force Is a miracle and a poem in Itself.
