APPRAISING RESERVATION LANDS. The commissioner of the general land omco has prepared a letter of instruction to be Is- slell In connection with the appralsements of abandoned military reservations. This let- tee 18 addressed to Edward L Merrit o Springfield . 1. who has just been appoInted an appraiser of abandoned military reserya- tIong. ' 1 states that lie general land office will furnish the appraiser with a list of the reservations and the order In which they are to bo appraised. I continues : "Upon reachIng - Ing the vicinity of each reservation you will select two competent and reliable persons residing - siding near the reservation and thereupon Inform - _ form this office of the names and postomce adIresses ( of the persona selected by yo" Upon receipt of notice of their appointment : yon will have the appointees take tIme oath of office and forward the andavlB to the gen- oral land office. You will In no case proceed with the appraisal of any reservation until you shah , have been advised of the appoint- ment or your assistants and until they have taken the oath of oce. ( CopyrIghted 185 , tJ the Associated Press. ) LONDON Aug. 17.-Ever since November 4 , IG05 , when a certain Guy F'awkes and others engineered such 1 scheme but were detected and hanged , the possibility of a plot to blow up the Houses of Parlament has been one of the Pot scares of the British - Ish officials , and regularly thereafter each year the vaults of the Houses of Parliament prevIous to the reassembling of that body are formally searched for powder barrels with great ceremony and minuteness. This year there was some little show of cause for the apparently unnecessary prccalmtions . for with the opening of Parlament comes time discovery real or Imaginary , of a scheme to send the commoners and lords unexpectedly skyward In a body Whether the story be true or not the afternoon papers yesterday made qulo a sensation out of the affair and the Inhabitants - tants of thIs great metropolis have not done talking about It. Slmmcred down to cold facts , I appears that there was some foundation - ton for the report and It rested upon the following basis of facts : Some weeks ago the manager or a local printng and lho- graphing com pan ) was asked by a foreIgner described as "dark lookIng and mysterious" ( of course ) to lithograph a weekly paper for a Turkish company. As no knowledge of I the TurkIsh language was necessary for the job the manager of the English concern un- : derteok the contract and lthographed tbou- sands of copies of te Turkish weekly , the paper being most ) . sent abroad A few days ago however , two detective sergeants from Scotland Yard called at the lthographing establshment and asked to see the manager. The latter appeared , all snilles . scenting some now business but his jaw foil and he turned very white when asked I ho was aware that he was suspected 1 of being implicated In a plot to blow up the Houses of I'arliamnent. and that his vIsitors hailed from Scotland Yard. In reply to the unfortunate manager's protest of Innocence , the ( detectives explained that he had been printing In the guileless looking Turkish weekly red hot onarcblst literature calling upon socialists and others to combine for the plse of blowing up the Houses of Parliament upon the occasion of the opening session. One article actually stated that six- teen men were already on their way to Eng- land to make the necessary arrangements for sending the members of Parlament and the peers of the roams skyward. In spite of his protests the terrified man- tiger was escorted to Scotland Yard by the detectives . where he was confronted and examined by tha chief of detectives and a police commissIoner.
