The market for oats was very nctlve At the start the prices were lower nnd the tone very weak. Carrlngton-Hannah were Rolling ficcly nnd the crowd did likewise. Shorts took advantage of the lower prices nnd with finite free buying rallied the market , Long stuff wan poured on the market In great quantities nnd the price again diomicil. May opened nt from 2M4c to 2S',5c , sold nt 2 V4c , up to 28c , down to 2Sc and closed nt that price. The run of hogs nt the ynrds was re ported at 3S > ,000 head and the price l c lower. On that provisions opened at a de cline In the price of July pork of 17'fcc , a decline In July lard of 7c and In July ribs of 7' c. The superin tendents of all the public Institutions of the city under control of the supervisors are anxiously tuvaltlnK the coming of Wednes day , as upon that date the prisoners and pa tients In their care will bo without fco.l ( unless the authorities find some way out of the trouble the city Is In The funds In the treasury arc practically exhausted and the contractors have notified the board that they will not furnish any more supplies until they receive some guaranty that they will be paid. The fire department Is almost out of hay and coal , and about $125,000 Is needed for supplies until the end of the fiscal year There will not be a loaf of bread or pound of potatoes for the Inmates of the almsliousc after Tuesday night. The butchers have given notice that Tuesday will be the last day upon which they serve meat to the pris oners until some- money or Its equivalent Is found somewhere At the city anil county hospital the drug supply has about given out , and the came condition of affairs exists In the county hospital. The superintendent says that In three or four dajs there will bo noth ing there to eat. The supervisors will meet today and dis cuss ways and means of averting the crisis. Mayor Sutro proposes that a resolution be adopted for a special levy to meet the defi ciency and that the matter be at once taken to the supreme court and tested. This action may bo taken because of the vlows expressed by ex-Judgu McKlnstrey of the state supreme court. He Is disposed to believe the supreme court would look upon the claims of the contractors for furnishing supplies for the support and maintenance of the Institutions of the city and county as outside of the constitutional Inhibition against Incurring an Indebtedness beyond the current revenue of the year to meet The Indebt edness referred to In the constitution Is such as is within the discretion of the board to Incur or not to Incur and ex-Judge McKln strey believes the supplies for the mainte nance of these Institutions are not within the discretion of the board to Incur or not to Incur , The Institutions are establlsheel and many of them filled with the work of the city , and to maintain them Is mandatory.
