"The situation In tlio Western Passenger
association Is chaotic , " tilil General I'assen-
gcr Agent Uucliannn of tlio Elkliorn ycstor-
lay , just as ho deposited lila ( Hailstone
In Ills olllca In the Merchants National bank
jullillng , preparatory to looking over his mall ,
Mr. Iluchanan was fresh from a trip to Chicago
cage , where he was called Into conference
with several other passenger representatives ,
relative to a new lasscngcr agreement.
"Thoro Is llttlu It any hard feeling among
the lines , members of the passenger associ
ation , and I believe there will be little fric
tion In forming n new association. Should ,
however , two or three lines decide to remain
out for the present , the Western Passenger
association might not be reorganized for sev
eral months. It was the lock of cohcslvencss
which brought about tlio present condition of
affairs and consequent demoralization In
rates. With several lines entirely outside
the ban of the association , other lines In the
association felt they had to protect their In
terests , and consequently a fight for business
ensued , which grew larger us the very nature
of things demanded prompt action. I under
stand a general meeting lias been called for
Monday , when the representatives of the
roads will Informally discuss the advisability
of attempting to reorganize the Western Pas
senger association. Should the consen
sus of opinion be ngalnst the for
mation of a new association , rates may
1)3 still further demoralized , but
my observation has been that tliera Is not
enough business at the present time to fight
over , "
When asked If he thought the Union Pacific
would become a party to the new agreement.
Mr. Buchanan refused to say , for the reason
that lu had not had any conversation with
Mr. Lomax since the Western association col
lapsed , but Individually ho saw no good
reason for the Overland system to remn n
out If the agreement could bo mode satisfac
tory to all parties In Interest.

CHICAGO , Nov. 22. The Western Passen
ger association lost another line today In the
Hock Island & Peorla. The withdrawal was
not unlocked for , as the road has always
been allied with the Hock Island , and It was
expected to follow the lead of the main line
In pulling out of the association. The action
of the Hock Island In reducing the rate
from Kansas City to Chicago hns not caused
much excitement among the western lines.
Not much trouble Is looked for until 4)13 ) mect-
Int : of all the western Unas on Monday , and
the fcellni ; Is that the result will be such
that the Hock Island will feel that there Is
not good reason to put the rate Into effect.
The matter must be settled at the outset , ns
the Hock Island will go Into the meeting
with the demand that all rates be restored
and that the payment of all excessive commis
sions be stopped. If these two things are
not promptly granted thp Hock Island will
nt once withdraw and will tnko no part In the
effort to revive the Western Passenger asso
ciation. It now looks as though all the
roads having un Interest In the western and
transcontinental territory will be represented
at the meeting , even the Canadian Pacific
signifying Its intention of being represented.
None of the other lines will makti any effort
to meet the proposed reductions of the Hock
Island on the rate from Kansas City until
after the adjournment of Monday's meeting.
The report was current today that the Great
Western hnd cut the rate to Des Molnes , but
It was denied at the ofllce of. the company.
The meeting of the o Ulcers of the lines In
the Western Trunk Line pool , which for the
past two days has been holding forth nt the
office of Chairman Mldgely , has adjourned.
The roads were unable to reach tin agre - lenten
on the divisions In the Des Moires terrltoiy ,
and after arguing on the matter nearly all
day gave up tlie attempt.
The Hallm.iy Conductors' Mutual Benefit
association of ( lift United States and Canada
concluded Its annual meeting today and ad
journed to meet In Chicago In November.
1893. Charles Huntlngton of Chicago was
elected sicretujj ; , and a board of directors was
chosen.

Unless they thould change their route ,
Messrs. Mink and Anderson , receivers of the
Union Pacific , General Manager Dickinson
and General Passenger and Ticket Agent
Lomax will arrive by special train this
afternoon from Portland. Messrs. Mink and
Anderson will probably remain In Omaha
until Saturday evening nnd then go cast.
President Clark , it U understood , will go to
his home In St. Louis on Sunday and remain
there for several days before Joining the re-
culvers In New York , \vhero n conference will
be held with the representatives of the foreign
stockholders , nnd the attempt to agree upon
some basis of rcorgani/ntlon of the Union
Pacific company revived.
Mr , Lomax , It U thought , will go on to
Chicago Sunday to ba present at the called
meeting of the Western Passenger nsoclatlon
looking to a reorganization of that body.

A Dee reporter followed this matter

The other day a hog buyer for Cudahy
