U. , and a largo number of persons charged with participation In violence and the ob struction of the malls nnd commerce on the different roads last summer. Jury of last sum mer , cajjed to Investigate the strike , brought In a large number of Indictments , ono for each road , In which Debs and the other olllcers of the A. II. U. were charged with conspiring with the persons on the various roads who committed acts of violence. The western rondji some tlmo slnco Induced the Missouri , Kan sas ft Texas line to Join In an agreement In which It was stipulated the passenger rates to the south and the southwest should ba rigidly maintained. The Missouri , Kansas & Texas , after a short experience with tha agreement , gave notice that It Intended to withdraw , as It had doubts of the good faith of the other roads. The western lines are now using all possible effort lo got the south ern road to withdraw Its notice of pulling out ° l. the agreement , but it Is not Illtely their efforts will meet with any great success , The doubts of the "Katy" as to the good fulth ot the other lines are built on EOIIIO very tangible evidence that some of the llnca which have been all along most anxious to keep the Missouri , Kansas & Texas In the fold , liavo themselves been cutting the rates which they accused the Missouri , Kansas & Texas of demoralizing. It Is very probable tlmt rates to the south and southwest will bu In a chaotic condition before long , and It will not be the Missouri , Kansas & Texas Jia much as some of the lines running out of Chicago which will be responsible for tha trouble. The feeling among the western roads which have agreed to the anti-pass agreement Is ono of some doubt as to Its practicability , At times the lines of the Western Freight asso ciation liavo tried to put In force this saino plan and It was upset by the refusal of the Atchlson to withdraw all the annual passes which It had already Issued , although the road agreed that It would Issue no more If the other roads which were scvklng to drag It into the agreement would agree to do tha same. At the very time the other lines were abusing the Atchlson for Its stand on , the t puss question , at least one of them had any number of pusses out , both annual and trip , wiiiuh they mailo not the slightest effort tuhi pull In. This experience of the AlcliUon has made It rather skeptical as to the suc cessful Issue of any pass agreement of any kind , although It Is willing to give the plan a trial.
