WILL TAKE ACTION ON CHECK EXCHANGE Men Unniilinnii4 In the ICflortR to sccnro the Wltlulnmnl i > r n llnnk- Inpc Ituln tlmt Is lliirtlue - - the Jobblnp Tradf * . The expressions of leading Jobbers rela tive to the practice of the Omaha clearing hotiso in charging an exorbitant rate of exchange - change on outside checks , ns published in TUB BBC , occasioned no llttlo comment In commercial circles. It was tbo main topic of conversation among business men and the unanimous sentiment declared In sympathy with the criticisms of the Jobbers. Kver since the clearing house began to enforce the rule the wholesale houses hafo experi enced the disastrous effects ot the innova tion. Hut they have suffered for tbo most part in silence. Some of them were not In a position loantagonizo the banks and others regarded It as an Imposition whir U they had no resource but to bear. Hut there is u decided chance in opinion. Karh Joobor l.as found that the other : ! nro in sympathy with him nnd with that knowl edge has como a hope of rellof , There has already been time for several of the leading Jobbers to put their heads together nnd It has been decided that a determined effort will bo made to induce the clearing house to reconsider Its arbitrary action. Within n few days a committee of the Jobbers will wait upon the bankers and plainly state their grievances. They will represent that the Omaha banks are enforcing n rule that ia a dead letter In till the other .Missouri river towns. On account of that difference the balance of trade is slowly but surely beIng - Ing directed to tbo competitors of Omaha and tbo city Is In imminent danger of losing a largo portion of the Jobbing trade that has been its main source of prosperity. Can See ThroiiKli the M'hiMiic. Daniel Farrolt. Jr. . said : "I think I can see through tnis scheme without much elTort. About three years ago St. .loo in augurated this same rule. 1 paid particular attention to the matter at the time and can testify to tboimmediatoelTcct of tbo system. H made more business for Omaha than anyone ono thing that has ever happened. Trade was diverted from St. .foe to Omaha to a sur prising extent. The bank clearings at St. .loo went down with a rush , while those of Omaha came up in equal proportion. The St. .loo bankers were not long in discovering their mistake and the objectionable rule was Immediately dropped. ' The St. Joseph people had learned a les son and now they are making use of their experience. Tbev started this uniform ex change business for tbo sole purpose of get ting back the ground that they bad lost. The Omaha bankers fell into the trap anil tbo rule was adopted. Tbo result is that the Omaha bankers are still strictly enforc ing the rule , while the St. Joseph and Kan sas City bankers have dropped it like a hot potato , and tire quietly chuckling in their sleeves as tbo Jobbing trade is slowly but surely falling back Into their hands. "There can be no question of tliodetrimcnt which this practice is working to our busi ness. Complaints are coming in every day and coed customers are withdrawing their trade and placing \\hcro their checks arc received without question. We received a check yesterday from a Kansas customer. The amount was something over ? ! > 00 and wo asked him to remit Omaha exchange or wo would have to charge him up with the dif ference. I know from previous experience how he will reply. Ho will say that bis checks are good at St. Joe and if wo don't want them he will go there to do bis busi ness. We often receive checks fry small amounts of ? l or $ 'J. On these the charges for exchange and collection amount to more than the profit on the goods. Triivcliiig Mou Are llnndlruppcd. "Our traveling men have itiosamli trouble. One of our men who travels over western Nebraska and Colorado told me the last time ho was in that he saw a salesman for a lead ing Omaha grocery house sell a merchant a bill of goods amounting tp over fSOO. Just as the salesman was going to Icavo the mor- chajit called him back. 'Gy the way , ' ho said'how about my check ? ' The traveling man replied that bo could not accept it , and the dealer immediately told him to cancel the order. The salesman asked him to wait until ho could telegraph his house , but the merchant was obdurate and refused to do any more business with the firm , saying that hereafter he would go to St. Joe , where they did business in a business way. " Uobort Cowell of the ICilpatrick-Koch Dry Goods company said that tha inter views published represented exactly his experience with the present check system. "Wo are continually receiving complaints in regard to the rule. Some of nur customers even go so far as to say that they have interviewed all the business men In their locality and that they have unani mously decidud that unless the present embargo barge is raised they will unitedly refuse to patronize thu Omaha Jobbers. This means n good deal and convinces me that unless some relief is afforded there is trouble ahead. " 1 bcjievo that the batdts are entitled to some compensalion for cauhing these outside checks , hut I also believe thtit they should not demand dny moro than the actual cost of collection , which in many instances amounts to almost nothing. Wo should till remember tl.at these are unusual times. Money is scarce and wo are constantly obliged to accommodate our customers. This is a hea-v.y biirdcirnn us , anil the banks should not add to what wo already have lo hear any more than is necessary. Wo should consider each other's inteiests and make It as easy as possible all along the line. " ICchoLMl tlin ( ionitrnl SunlliMiint. Allan T. Hector of the Kector-Wllholmy company reiterated the sentiments of other Jobbers. He found the check system to be u great disadvantage in his business and con sidered the action of the oankers in so rigidly adhuriug to thu rule as extremely ini- wiso. "I have given considerable attention to this matter within the past two wnoks , " said Mr. Hector , "and have carefully investi gated the facts as to the comparative charges of Omaha banks as compared with tbu rates of the banks at other Missouri river uolnls. I have writen to prominent houses In St. Paul , Minneapolis , Chicago. St. .Too , Kansas Clly and St. Louis and have hero thu answers In each case. 111 tin that wo are dolngjmsincs.s at a disadvantage ns com pared with any of the cities named. Some of thorn receive the checks frcuiv , whllo others merely I'lnirgo tbo aotinl cost of col lection. Heio in Omaha wu are charged thn cost or collection and the exchange besides , so they rap us at both ends nf the line. " "Tlicro Is another reason besides the actual expense of the exchange why it in jures our business. The average western merchant Is a nui | of liberal views. Ho hates anything that seems small and will steer clear of It if possible. Ho sends his cheeks to St. Joe or Kansas City or Chicago and they are nsgood as gold. Ho sends them to Omaha and they are returned. Ho ut once concludes that Omaha Is a ono-horau town anyway , and always cherishes a grirlgo against it on that account. Some thing must bo done to remedy this trouble or Omaha will receive a black eye which It will take many years to recover from. " Conuiliiliitrf Iroiu Ciislomor * , Charles 13. Uedwell of Blake. The fall of Powdorly has started a lively whoop all along the line in union circles , particularly in the weal , lias Itrcn llritirliif ; for .Sonin Time. The row started Just prior to tlio Birming ham convention. At that time a strong effort was made to induce Adolph Strauss , president of the lutern.ttional Ciparmakers' union , to compote with Dumpers for the coieftaine.vof the Federation. At a mooting oC the Denver Trades and Labor assembly held last Sunday that or ganization decided to sott'.l a delegate to Uio Chicago convention who will doubtless lead Iho light against Gompers. State Hamilton Armstrong , a man who has for yoar.t boon a prominent luoor leader ol Colorado , and who la district orsranizor of the American Federation of Labor at Den ver , was unanimously chosen to go to Chi cago. Senator Armstrong is a man of stay ing ability , agirrcsslvo in debate and onjov- ing great popularity in tbo organization. Ho announced in Denver last week that ho in tended to present charges against Gompers at Chicago and stated with unniistakablo emphasis that lie would oppose his reelection tion to the presidency. In all probability , tlio Strauss-Alorgan-if iild factions will bade up Mr. Armstrong. Mr. S. IJ. It Is said that Mr Gu're ' or Strauss will ba boomed for the presidency. Advices to this effect reached Otnah.i . yesterday. Central Labor union will not be represented at the convention , but several local unions iifllll- atcd with the American Federation of L'Hior will send delegates. Union men who discussed the matter yesterday stated that the .Powdorly affair at Philadelphia will doubtless encourage the movement to pull Gompers off the pedestal which ho has occu pied for BO many to-ms. The headquarters of the organisation are at M Clinton place. New York city , and : l good salary is attached to the position. It is claimed by Gompers' opponents that n regular "clique" has existed in tbo order for years , and that a change Is necessary to promote harmony among tlio rank and Illo of trades unionists.
