The Australian ballot system had another trial yesterday , and although in many of the precincts election day wai transformed from a rlp-roarlng buying and soiling affair Into a sort of Quaker meeting , yet In some quar ters there were very suspicious circum stances which looked wonderfully as though some ono had subscribed something to the campaign fund and It was not all gone yet. The weather was all that could bo desired , and yet the stream flowing to and from the various polling places went slowly , and when the polling places closed at 0 o'clock n vote of something like 73 per cent had boon cast _ The republicans came out well , and appear- anccs Indicated that the chances for the success of the republican ticket. Mention has been made in the dally papers a number of times recently of a compromise about to bo made between the city and the citizens on ono side and the motor company on the other , for the purpose of putting a stop to all the litigation over paving and the ill-feeling in regard to passenger rates be tween this city and Omaha. The motor of ficials presented one proposition In the way of a settlement , but it was rejected on ac count of its failure to make any provision for a reduction of faro. Another proposition was promised which should make ino de sired change , and tlio public has been patiently w.iitltij ; to hear something from the new proposition. * All the parties concerned have been densely ignorant concerning the \vhoro- abouts of this second proposition , and al though it was n matter of considerable in terest , they str.mpely enough seemed to have but very little anxiety to IImi out whore the missing paper was -or who was responsible for its failure to reach the In tended destination. Yesterday it accident ally leaked out that the mayor and a number of the alilormon uro working on a scheme by which they expect to effect n settlement , but the publlo was not expected to know anything about it until it was railroaded through the council. They hoped to con vert a sixth member of the council to their way of thinking , and when everything was ripe the scheme was to bo executed and then the public would find out about it , after it was too late to prevent the action should it bo considered objectionable in any way. Monday night it was expected that the now charter would bo adopted , but on count ing noses the aldermen wl.o were in fa\orot KrniitiiiK the Council Bluffs & Omalm Hall way and Uridgo company a now charter found that the sixth man upon whom they had been relying was absent. That was the reason for the sudden adjournment until Friday night. The charter has boon drawn up by Flnley Burke , BO it Is said , and will be brought out of its hiding place Friday even ing in case the full force of motor aldermen are present , and passed , The motor company , it is well known , has been pretending to operate during thu lust few years under the old horse car charter of 1803 and it vuis upon that plea that it-sought to got out of paying the paving tax. 'llils charter expired last August and according to the motor oftluiaU' own claim the line has been operated since that tlmo without the slightest warrant of laxv. It bcems to bo the idea of the motor ofllclals and the city council that some steps might bo taken to prevent the company summarily from opcrat- . ing its Him should it become known that It was attempting to operate and had been doing so for two mouths without any char- tor. This accounts for the stealth with which the plans have been mudo. The unwillingness of these concerned to talk renders It dlfllcult to 11 nil out Just what the now quarter contains , but from well authenticated rumors it is learned that among Its provisions is ono for a 6-cont com- mutattou'rato , intended only for the benefit of these who use the line every day. while- these who use the line only occasionally will have to put up the 10 cents tfio sumo as now. It is hardly likely that this plan will meet with the hearty approbation of the people of tnls city , At the outside there are not more than 150 or 200 people living in Council Bluffs and making dully trips across the river , and thcso are all who would be benctlted by this concession , if such it can bo called. The utcalthy manner in which the moves of the past few days have been made is far from reassuring to the body of the people. If the contents of the nowcharter are to bo satisfactory to the publlo there can bo no reasou why the publlo should bo kept in the daric. That three times within a jjonoratlon men in hiirh places in ollic.ial life should meet death at the hands of distraught persons suggests , among other rollec- lions , the red pages of history that toll of assassination in all times. It is a curious circumstance , says the Chicago Record , that the term is of oriental derivation and comes from the word "hasheesh , " a rtrlnk that murder ers were in the habit of taking before setting out on one of their violent deeds. But with the infamous trinity com mencing with Booth , then Guitcau , and finally Prondorgast , no such stimulant was needed. They were cranks like Brutus , who had visions and who felt Uko Gultoau that he was acting for the public good when he killed Ciusar. It was , however , in the sixteenth cen tury assassination nourished to an ex tent neVer before or since known. And the hundred years that followed Luther's appearance on the great stage was the goiuun ago oi imtiuor. Hoiormors aim reactionists had their assassins , and as the coulllct waged wag ono ot opinion it was fertile of fanatics a class of men , by the way , that are In the ma jority of instances the authors of infa mous murders. The most powerful monarch of these days was Philip II. , whoso royal career began just at the Reformation , and was at its height when the reaction sot in. With him assassination was a regu lar business. Hero is what a historian says , writing of the times : "Death was tlio last argument of belief , the ex treme but frequent means employed of parties , kings and subjects. They were not satisfied with killing , they believed they had the right. " Certain casuists attributed this right , some to princes , others to the people. Here is what Philip's confessor. " With such a king as Philip _ II. nnd such a ghostly confessor as Friar Diego do Chaves no wonder murder was prac ticed us a line art in the good old days of Spanish ascendency. Ono of Philip's hired assassins , Antonio Perez , tricked him , and Philip's governor of the Neth erlands engaged two Irishmen to murder - dor him , but they wore foiled and were hanged in London for their attempt. Then Baron de Pinolla tried to kill Perez at Paris , but was detected and executed. As Perez himself was an active assassin ho could not complain of the many attempts made on his life , and hero is what ho once wrote while wait- ng for a chance ta kill William the Silent , prince of Orange : "Lot it never bo absent from your mind that a good occasion must bo found for finishing Orange , since , besides the service which will thus bo rendered to our master and to the states , it will be worth something to ourselves. " Philip had boon suspected with hav ing procured the death of his half- brother , Don John of Austria , by poison and having inspired five different attempts - tempts on the life of his ablest enemy , the prince of Orange. His assassin was successful on the sixth , and , like Booth , Guitcau nnd Prondorgast , Gerard used a pistol a weapon which somebody says seems to have been invented for the pro motion of murder. Franco had her grand assassins in the sixteenth century and among the first to fall by treacherous hands were the dukes of Orleans and Burgundy. Louis IV. , who rebelled against his father , is be lieved to have been murdered by his brother and to have sought the death of .Charles of Burgundy. Poirot killed the duke of Guise , the greatest man of a great race , and the duke's son was ono of the murderers of Admiral Coligny. And this Guise was in turn assassinated by Henry III. , the last of the Valois kings of Franco , and a Jacobin monk soon after sent Henry to follow his victim. Henry IV. was killed by Francois Ro- vailliic , a Romish fanatic , and Marat fell by the hand of Charlotte Corday. Napoleon I. , by whoso orders the Duo d'Enghlon was assassinated , was shot at by a Gorman youth in 1809 , and a French olllccr named Cartillon attempted to kill Wellington. Louis Philippe was attacked with fire arms and infernal machines so often that his escapes ecem marvelous , and attempt on the life of Napoleon III. was the last time it was tried to kill a European ruler preceding the several attempts made on the life of Wilholm I. of Prussia. Three separate attempts wore made to murder the first ruler of the German empire , and Becker , as well as Iludel and Nobling , the self-appointed executioners , failed in their purpose. Bismarck was several times the victim of attempted assassination. Lord Pal- morston was once fired at by a crank , and only a few months ago'the same species of a portion made a murderous attack on Mr. Gladstone. But RuHbia is pre-eminently the land whore the assassin leaves u uhining mark. In the nature of matters , as hintory tolls the btory , the czar nearly always dies u violent death. There ore several ways of salting a mlno. Like the cook's famous adage concerning the rabbit , first find the mine. This Is not difficult , for the ones salted have been worked for pay ore , run out , and may bo had as cheap us a chroma with five pounds of tea. Old prospect holes dressed up with a dump of quartz and a now whim are as good as any. A gold district is always to bo preferred , because it is just as easy to salt a gold mine nnd a great deal moro profitable if the sucker bites. The low price of sil ver and the consequent increased de mand for gold properties make gold salting all the moro desirable to the schemer.
