There nro three tubes In this Ilrst battery to bo placed at Sandy Hook two Ifi-lnch and ono S-iuuh turlul d.vna- nllo throwers. If this bnttnry prove n success , says the New York Herald , the United States government , it is hoped by those inter ested In the invention , will place a score Ol : > r nioro of these tubes at Sandy Hook for the hotter protection of New York. The innnustoture.rs believe that a large liattery of those dyiiatiiito throwing tubes o.'iuld prnvent the combined navies of the world from entering Now York liarbor. This battery was iirovlded for by the last congress. Work on the foundations [ or the tubes win begun several weeks ago , and everything Is now in readiiiess to reoeivo tlicso powerful weapons of war , cHuh of which can drop from 100 to 300 pounds of dynamite into the water between Sandy I look und Coney Island , to a distauL'o of from one to two mllos. The three tubes will be mountfd at Sandy Hook toinporarilj , near this end of thu sand strip from which the plaeo takes its name. They will be placed side liy side on the level of the beach , the 8-iiu'lt tube being on the right hand aido. All three can bo truincd entirely around the horizon , Utakus two min utes to make n full circuit. On board the Vesuvius the tubes are * -ol at llxed angles , but tliosu at Sandy Hook eau bo raised ; or depressed like a gnu , lifteen seconds being required for the maximum change. The time required for leading and firing varies with the weight of the projectile Used. It take * ] three minutes tia load and lire a f00-i > ound projectile and only half that time for one weighing 100 pounds. The pressure by which the projectile is discharged isordinarily 1,000 pounds to the square inch. It is supplied from a substantial shed about seventy feet in the rear ol the guns where the air compressors are placed. My an in genious system ol chambers and valves the amount of pressure can be exactly regulated. The. tubes are smooth'bore , niacio of cast iron in small sections provided with llanges , which are bolted together , form ing a niece having a length of fifty fuel and an internal diameter of lifteen inches. The points are provided with anew now and very ofHeient packing , which automatically tightens with the increase of pressure. The trunnions , which are hollow 1 , communicate with an annular air space surrounding the barrel be tween ihem and the breech. The trim- nio.is : turn in the boxes which Mipport the barrel aud at the same time ervo to convey air through the trunnions to tlio firing chamber in whatever position they may bo placed. Trunnion joints as well as the Hwing joint are pro vided with packed bearing surfaces , wihch may bo removed for inspection or repacking without disturbing other portions tions of the tube. A bronze sector attached to the under side of the tube within the curria o and concentric "with the trunnions is engaged by a worm arranged to to operated by n water or electric motor. The fixed base of the carriage is pro vided with a circular rack engaged by a pinion , also driven by an electric or water motor. Up to the present time heavy wrought Iron tubing has been used In the con struction of the storing and Ilrlng reser voirs , but east stool spherical reservoirs having a diameter of six feet will bo used for two of iho tubes to bo placed at Sandy Hook. 'This will reduce the number of joints and the liability to leakage. So far no plans have been dellnltelv made for the protection of the tubes from an enemy's lire. Placed on IU level sand spit , as they will be atlirnt , mulling could .prevent their being knocked to pieces by a vessel fur out of their range. It is probable that after the tests are over u high and wide breastwork of sand will be built around iheiii , As tlioy usually lire at a high elevation , this will not obstruct their use , but will protect them almost completely'not only by the resistance of the sand , but also 'by con cealing their exact position. There is , of course , no smoke to betray this. exceptional Accimicy of Tin * . At all ranges the tubes can place 75 per cent of their projectiles within u rectangle ninety font wide by 'IUO feet long. A duplicate' one of the tubes was recently purchased and tested by the English government for coast de fense. The most skilled rillo practice was thrown in the shade by its perform ances. At the close of target practice during two days IMlish military au thorities who witnessed the experiment * ( lectured that the accuracy of this aerial torpedo thrower was unparalleled. At a range of , ' ! , ! I4S yards or two and nne-fourth miles , the error in direction was 't 0-10 yards ; at , ' ! , ( U-I yards it was 1.5 yards. The wind nt the time was moving at the rate of eight feet per Second end and the deviation from the range was from 17.2 to 22 ( i yards. it is believed that this uorial torpedo thrower will largely supersede the sta tionary torpedoes heretofore introduced for coast defense. According to the contract with the government Mr. Sohuyler says that besides - sides the tulies for Sandy Hook his com pany is to construct u battery of three lifteen-inch pneumatic tubes for San Francisco and ono of thorn will bo nhipped to San Francisco this .week. The contract price for all six , with their1 foundation complete , is , in round numbers < bors , $ : i)0,000. Two more tubes of lifteoiH inch caliber are to bo built for IJostor ) Imrbur. For tlie test for I he Sandy Hook tuboe old hulks will be selected to bo do < utroycd.
