Nebraska Knighte in Attendance at the An nual Conclave. FORMAL OPENING OF THE GRAND LODGE Grand Chancellor Dale's Ailclrcis Embody ing Hncommenilntlnn * of Interest to Member * of the Order IteporU of Other Olllcers I'roceodlncs. About half the delegates to the annual " conclave of the Nebraska grand lodge , "Knights of Pythlas.were on hand at an early hour yesterday morning , and at 0 o'clock the lobbies of the principal hotels presented an animated apncaranco that told even the un sophisticated that something unusual was going on. The crowd at the Merchants was the largest , Grand Chancellor Dale and most of the grand ofllcTS being quartered there.The boys" began to drift In as early as 8 o'clock , to shako hands with the onicers and with each other , nnd when the tlmo catno to repair to Myrtle hall and begin business the lobby was crowded. Grand Chancellor Dala Is not only a diplomat , but ho demonstrated that ho Is an acrobat as well. Ho managed to shako hands with all the boys , discuss business , answer questions nnd dls- pcnsi ) Information at ono nnd the same tune , being , the while , In several different parts of the room at once , General Hotchkiss of the Uniform Hank was a conspicuous tlpuro In fatigue uniform , nnd was much in demand. Ho was Keening his eye out for the arrival of unlfoimcd di visions , squads and Individuals , and stated that ho expected a total attendance of at least 1W ) men of the various divisions. At 10 o'clock the grand ledge mot in Myr tle hall and proceeded to business , the re ports of the grand ofllccrs taking a consider able portion of the tlmo between the opening nnd adjournment. . In this connection I cannot refrain from stating that , from my oxucrlonco the system of appointing dlslilct deputies for each lodge Is decidedly a misnomer to commence with ; secondly , It Is mischievous In Its consequences. The majority of past chancellor.- , regard the position of lodge deputy us an empty honor , and accept It with loluctance. Deeming tlmo entirely too valuable to noit up on 1'ytlilan laws anil ustigus , their olllclul decisions and opinions are often misleading , and HUbjucU tholr ledge to criticism. The lodges In numer ous Instances are nwnro of these facts and forward nil problems to the grand chancellor Instead of applying direct , to tint olllclul cio- ntod for that special purpo-,0. The system needs remedying. Ho also recom mended the authorisation of the grand chan cellor to appoint n ledge deputy , whose duties shall otnbruco the installation of of ficers and the examination of the semi annual report of his lodge , adding the sug gestion that the grand chancellor bo empow ered to divide the Jurisdiction into geographical graphical districts and appoint a deputy for each of the same. Achangu from annual to biennial sessions was strongly f.ivorod , with the suggestion that the tlmo for holding them bo changed to the second Tuesday in April. A reduction of the charter fee In now lodges to | 12 for the thrco ranks was recom mended. nds The llnnl recommendation comprehends the bonding of the grand keeper of records nnd seal and the grand master of tlio ex chequer by n guaranty company at the expense of tlio grand lodgo. ' The grand chancellor then spoke In n com plimentary nnd encouraging manner of mho Uniform Hank of the state , suggesting that the grand ledge appropriate funds to assist the Nebraska brigade In attending the m- tional encampment next August. f Work of thu Uiidutviueiit Itnnk. In explanation of this refusal to allow his name to bo mentioned In this connection Mr. KHpatriclc stated that he had only consented 1 to run under the impression that there was a unanimous call upon him from the demo cratic party of the city , but yesterday ho learned that thcro was likely to bo a contest for the honor. Personally ho had never had any desire for the ofllco and his consent to accept the nomination for It had been given reluctantly. Prom further conversation it appeared that the opposition to Mr. Kilpatrlck from some quarters trow out of the fact that ho had not been closely enough Identltlcd with the democratic party in years past. Cleveland's position on the tariff question , Mr. ICIlpatrlclv said , had made him n demo crat , though prior to 1SS4 ho had always been an ardent republican. Since then he has been an admirer of the president and in dorsed now not only his tariff but also his financial views. He had never hesitated to express his stanu openly on these questions. As a citizens' movement at all times had but little show of success on account of lack of organization Mr. Kilpat rlck said it became necessary for a man to attach himself to ono party or the other. Some of the booths hnvo been moved from their proper locations and In several cases the keys furnished to the city clerk and given out to the various boards fail to lit the looks of the doors. The confusion is further confounded by the fact that some of the clerks and Judges have failed to qualify until the last minute when there is scarcely time to attend to them.
