The stoolt market was almost entirely In the bunds of professional traders today und the movement was'irregu ' lar , the closing prices disclosing the fact that whllo the majority of the shires dealt In receded and showed declines on the day's trniisuutions , a fovv inudo an advance. Thu situation sit Washington was not regarded as favorableto the silver repeal bill , ami that question aueins to ho the ther mometer by which the speculative values are now mcnsurcU in this market and on the London Stock exchange as to Amer ican securities. Thcro was" , therefore , a pressure to sell at the opening of business , and the first prices wcro at a fractional de cline from the clositnr quotations of Satur day. Sugar was the weakest .stock in the list , being unfavorably affected by reports of prospective tai-Itf changes which vould ho prejutlicial to the Interests of the company on heavy sales , the shares dropping li per cent to 87 , recovered to 87 % , receded to SO.J and closed at 87 % , a decline of lyf percent on the day , but } per cent above the lowest paint touched. Tliu dealings in Sugar amounted to nearly one-third of the total sains und they were carried on under the inllucnuo of rumors that something unfavorable to the stock was pending , and this "something" was not- made clear until late in the day , when the Washington iidvices announced that a reso lution calling for a cominltteo to investigate the affairs of the Anna-lean Sugar company had been introduced In the house of repre sentatives. The general list recovered quickly from the depression at the opening anil a faint rally was effected , but there was no sustaining influences and quotations sagged back. During the afternoon the market , at largo grew firmer , but thu volume of business was slight and tno Iluctuations narrowed down , the closing being fairly steady. The Post says : The monetary situation in Europe is singular. For causes varying with individual cases almost every field of continental and colonial Investment rests under a cloud. Several important European nations arc themselves on the verge of in solvency and others In high croJit have com plicated the affairs of their inhabitants bv sudden mid arbitrary trade laws of the most demoralizing character , in the case of two powerful nations Important financial moves are looked for , the exact character of which nooody is able to forecast. Reckoning with this the straightened resources duo to Eu rope's business troubles and disastrous har vests of the last three years , it is easy to understand the present apathy of foreign investors. Naturally this apathy cannot bo ticnnancnt. Uavlval of enterprise cannot be long delayed and the countries with the brightest outlook and with the best oppor tunities will be the first beneficiaries ot the investment revival. Krause of the dry goods firm of Bloomingdalo Bros. . appeared in the Tombs police court today and related an interesting story to the pre siding judcc. "Apart from my interest in the firm of Bloomlnedalo Bros.1 said Mr. Krause , "I have for a long time boon dealing in commercial pa per , and have had a good many transactions with the late Samuel Adlcr , who had a marble yard on Easl Fifty. seventh slrcet. Ou May 7 last his son Oscar brought mo a note purporting to bo signed by TJ. F. Robertson - son & Sons , ! i'J Spruce strcol , for $750 , pay able at four mouths In the Hide and Leather National hank. It was endorsed by Samuel Adler , aifd I had no hesitation In discount ing it , believing It to bo genuine. Karly In Juno 1 ascertained the note was a forgery and I complained to Inspector Mc- Loughlin. " 1 held at that time about $20,000 , worth of Adler's notes , und I began to Investigate whether they were all right or not. Everyone - one of them was declared to bo forged and tlio.v purported to bo signed by business firms in good standing. "On Saturday , Juno 1" lost , a detective was sent to arrest Samuel Adler , out my lawyer told him not to make the arrest until Sunday inornlr. The man must have had some inkling of what was coming , for tvhcn the detective , got to the house on the morn ing of June IS'thero was a crowd at the door and the detective found Adlcr lying dead in his bed on the second floor with a smoking' revolver by his side. Ho hud blown his brains out lo avoid the disgrace of arrest. "Since that time I have pomicrcd over this matter , and from the opinion of experts 1 now believe that Oscar Adler , the 10-year- old son of the sulcldo , was the one who did the forgeries , und ho was arrested yester day , I am u loser of nearly K'2,000 , and I will do all I can to prosecute and convict the guilty party. The Monmouth 1'ark association filed a declaration in the supreme court this morning In a libel suit for $100,000 against the New Vork Tribune and New York Times. The declaration shows that the suit is based on a communication published August last In these papers from the executive committee of the Monmouth - mouth County Citizens league. That article abused the Moiuiiouth association , and dcsc-riocd Monmouth park as a monstrous gambling hell. Tracy Bronsou for the Times , ami John S.
