Union Pacific Passenger Department Issues a
Detailed Explanatory Circular ,

Girciilnr No. 7 , which went into effect Jan
uary in , mid which created n profound sen
sation in every railroad ofllce In the country ,
being in effect a peremptory demand for the
long haul and closing Missouri river gate
ways , has called out circular No. 15 , which
was mailed last night to general passenger
and ticket ngcnts nnd couinm ticket agents
throughout the country. The circular bears
the title of "Houtcs to Pacific Coast Points"
nnd supersedes circular No. 0.
Heretofore purchasers of tickets to Pnclflc
coast iioints worn allowed the privilege of
going ono way and returning by way of an
other railroad , but circular No. 7 lias been
somewhat misinterpreted by agents through
out the country and this latest composition
of Mr. Ijomax Is designed to explain what Is
meant by Circular No. 7 , "interchange of
business. "
Circular No. 7 was not issued to cancel
the privilege formerly enjoyed by tourists
of going ono way and returning another , but
simply defined the position the Union Pacific
would hereafter take , namnly , that It would
require the long haul from the Missouri
river or Fort Worth to Ogden and Portland
In ono direction only. Passengers going via
the Union Pacific from the river have the
choice of either rotunilite via lite Northern
Pacific , Canadian Pacific or .Southern Pa-
clllc. The short haul will bo accepted from
Portland to Wallula Junction or Uutto for
instance or from Ogden or Portland to Den
ver or Kllsworth when the going portion of
the ticket roads via the Union Pacific from
ono of its * Missouri river terminals to Ogden
or Portland or vice versa.
The circular which went out last night
is as follows :

that used In going to the coast , this company
will under circular No. 7 above referred to
continue to afford tlds privilege on this class
of tickets. ( An exception Is made of round
trip tickets to Tacoma , Seattle , Port Town-
HC'nd. Wash . and Victoria , 1) . C. To these
points round i.rip tickets must read going.and
returning via the Union Pacific system. )
On these round trip tickets this company
will require the long haul between its ter
minals only on either the going or return
trip. The long haul ono way only from Mis
souri river to Ogden or Portland or from
Fort Worth to Ogden or Portland or vice
versa is obligatory.
For the accommodation of our patrons who
do ndt wish to use the Union Pacific system
both going and returning through Ogilen or
Huntlnglon. or through Ogden and returnIng -
Ing through Portland , or through Portland

that this company's lines from the Missouri
river are the only ones via which tourist
tickets to Helena and Ilutto , Spokane and
local tourist points on Union Pacillo lines in
Idaho , Oregon and Washington can ho sold.

rouio than that used going am do so via the
Northern Pai-ltlo or Great Northern from

horror. Tliero is now on exhibition in the
Paxton block an elcctrio railway signal , the
Invention of O , H. HrodrlcU , his brother , heV.
H. lir.ulnck , and D , A. Karr , all of Onuhat

rlelt , ono of the Inventors , was formerly con-
ractlng agent at South Omnlni for the
Northwestern railroad and Is an old-tlmo
.elecrnph operator. His brother U chief
lerk and cashier of the Union Stock Yards

The signal consists of a battery nnd
electric gong placed on each onglno with a
central conductor in the center > or side of
road Ited for the current which is purely
Metallic , the connection being such that
Kich cnglno carries a half circuit , the
central conductors or track belmr divided
nto mile sections , thus keeping trains n mlle
ipart. At mlle lengths the break Is Insulated
and engines passing over the breaks are
notified by the ringing of the gong if another
. iigino Is in front or behind thorn within a
mile. For purposes of explanation all engines
east are provided with jmsitlvo cur-
cents , all engines uolng west with negative
currents , n dry battery being placed under
llio seat of the engineer in the cab , to which
is attached n gong. A truck is constructed
with ordinary wheels and is placed under *
loath the engine and held down to tha track
Ijy a cell spring. No weight rests on this
truck whatever , the spring being of sufficient
strength to keep the wheels down on the T
rails which have been placed inside or outside -
side the main tracks , and spiked down tlio
same as the main track. An engine carry ing
a positive iwlo facing an engine carrying a
negative iwlo , both being on the same track ,
passing over the mlle breaks , tholr gongs
would ring simultaneously , Indicating
that danger was in the air. Should trains
bo running In two sections ono would carry
tlio negative and the other the positive polo
by simply using a switch provided above the
battery for the purjmsc.

To avoid open or misplaced switches the
tracks along the switch beams are all insul-
lated , a battery being sunk in tlio ground
near the switch. Should the switch not bo
properly closed it would bo announced in
engines approaching from the east or west
by the ringing of the gongs. Should the
switch be disturbed in any way an alarm
would bo immediately scut to all engines
within a mlle on either side of the switches ,
in cases of damage to a brliigp the same
mofhod Is followed as in protecting a switch ,
wires being run along the piers and connect
ing with a battery on shore.
It is a well known fact that man Is not in
fallible. Operators will go to sleep , train
men will forget to close switches properly ,
engineers will mistake running orders , but
hero Is nn invention which never
sleeps , never disobeys orders. It an
nounces danger whenever danger
Is to bo announced , and judging
from the number of export railroad men who
have inspected the invention it scorns to be
the legitimate successor to the block system
of signaling and solves a problem In railroad
operation which up to thistimo has bothered
the wise heads more than any one thing in
the history of railroading.
Mr.oIJraderick when asked the question
said that a railroad could bo equipped
throughout its system for $300 a mile , ? J5
being a fair estimate to place on equipping
an engine. Uatteries can bo tested every
morning before leaving tlio round house by
simply pushing a button in the side of tlio
wall , making a complete circuit with the en
gine1 as It passes over the fish plato just out
side Uio door.
The invention seems to possess endless
possibilities and should it provo to bo the
thing desired the men who created it deserve -
servo the thanks of the nation.
It is thought the Uurllngton will give the
now invention its initial trial between Have-
lock and Lincoln , a distance of llvo miles ,
Mr. Culvert being greatly impressed with the
scheme.

Chairman Wall , who has been mentioned in
that connection , returned Trom Now York
last night. Ho said today : ' 'My visit was
primarily on business. Whllo there , how
ever , I called upon Mr. Cleveland , and as the
papers were saying so much about mo ns a
probable or possible candidate for a position
In his cabinet , I took the occasion to say to
him that there were personal considerations
which would make it impossible for mo to
