THIS UEIjAVAH13 PLVNT. Criminals Ilccciva Doses of the Cat nud Pillory. The regular fall whipping in Dela ware took place at Newcastle on the 25th. The unique old' jail yard was thrown open to the public about 10 o'clock and there entered il motley crowd of men , women and children. It had boon announced that about twenty per sons were to bo whipped und thai two of these were to receive the full penalty of the law. The extra attraction drew a big crowd to the jail , and when the bhoriff started in to do his work ho had an audience of several hundred persons. The crowd entered , with particular zest into what they apparently considered the "sport" and "guyed. " at the unfor tunates who were compelled to hug this Delaware relic of barbarism. James Cart- was the most unfo'rtu'nato man of the day. Ho and Joseph. L. Townsend hud been convicted of highway robbery and the sentence of the court was that they were to receive forty lashes , the highest under the law , ono hour in the pillory and a year in jail. Townbond's lashes were remitted by the governor , but Carr had to stand everything. When ho wont to the torture of the pillary today his face were n smile nnd ho poibistod that ho was innocent of the crime charged against him. When lie descended the ladder ho wus scarcely able to straighten himself out. The locks of the pillory had btilTcnod him so that any movement caused pain. Sheriff Simmons at once took him to the postand locked his arms to either side. Never a muscle moved as the forty lashes descended upon his bare back. ShoritY Simmons felt kindly toward him , and in view of the fact that his companion in crime had got oil , ho wns dispobcd to construe liberally the law's requirement of "well laid on. " Curr's back was like fresh beef when the shorilT was through. Although the blood was not drawn , the marks of the lashes were plainly visible. Two white men , Charles McGlunnand John Ileok , were whipped. IJeck has boon to the post several times before , and is 0110 of the few men that each shorilT , as ho takes ollico , is supposed to have a chance at. Uo views each whip ping as a sort of amusement and will discuss with any ono that will listen to him the respective merits as whipporsof the shortITs ho has met Hock does not steal for the solo purpose of gain. Ills only object is to got money to buy liquor , and when ho has accomplished that ho cares but little what follows. The court knows this , and when Heck is brought before it ihoro is always a disposition to bo lib- oral. oral.Four Four colored men were whlppodBfor stealing chickens , and , strange to say , nearly one-half the people who hug the post , do It for stealing chickens. Among the criminal colored population tills is re garded as more of a disease than a crime , and shorills have always been lenient with the victims. The whipping post in Delaware Is an Institution that dates back to the settle ment by the Swedes before Penn had como up the Delaware river. Up to within a few years ago ovary kind of of fense was mot with tl)0 ) lash. About 1850 a number of the laws Imposing corporal punishment were rojwalod , and with a stranuo anomaly the law whipping woman was allowed , fo remain. Ko- lioutcd oirorts have iuJcd ! to repeal this portion of the law. No woman has , however - over , been whipped for seventy years. A ( ( unit Fno.or.v. Ucprosontativos of all the loai'lng American and foreign Insurance - suranco companies doing business in Jowa have been in session hero for the past three days. The work has econ carefully guarded , but it was learned tonight fro-n unquestion able authority that a compact was entered into that is In direct violation of the Iowa law prohibiting pools , trusts nnd oomhina- tions This compact establishes n schedule of rates for the state , n plan of wilting nslia by an agreement to do nn exclusive cash business nnd to rodueo apouts' commissions from 20 to 15 per cent. These insuraueo men were somowhut disturbed by the presence in the city of quito a number of mem bers of the Incoming stnto legisla ture who were hero selecting quarters for the winter ana who talked strongly of over- hr.ulinp-tho Iowa Insurance law , m.iklng It still moro stringent against rnto agreements and in favor ot a valuation policy law after the plan ot the Wisconsin statute. It is also probable that this noxv law will create the ollico of insurance commissioner and thus separate the insurance business of the state from the business of the state auditor's oftlco. flltlS AT 31 lltUX CITY. " A boll at Bentley , N. II. , is inscribed : John Eyro gave twenty pound To meek mo a losty sound. Several inscriptions on bolls are of an amatory character. A very common in- bcription is the following , found in Cov entry , Knarcsborough , Northampton , and other places : In wedlock s bauds all yo who join With hands vour hearts unite. So shall our tuneful tongues combine To laud thu nuptial rlto. On a couple of Lincolnshire bolls ono of 1807 and the other of 1808 wo have the following : When female virtue weds with manly worth Wo catch the rnpturo and we spread It forth. Very often tlio happy pair is reminded of the transitoriness of human existence and of the end of all things. Hero is a specimen of this kind of inscription from BaUowoll (1798) ( ) : When men In Hymen's bands unite , Our merry peals produce delight ; But uhcu death goes his dreary .sounds We send forth sad and solemn rounds. A very suggestive inscription is that no the boll at Ilough-oii-tlio-IIill , Lin colnshire. It is dated 1038 , and runs as follo.vs : When you do hoar this mournful sounu , Prepare yourself for underground. Each boll in. a peal at St. Michael's Coy- ontry.if wo r.ro to judge from the mottoes , had a special use of Us own. Thus NoI was evidently the work-men's boll : I ring at ( i to lot mon know When to and from their work to go. No. 7 was the boll fdr summoning worshippers to church : I ring to sermon with a lusty bombo , That all may come , and none may stay at homo. No. 8 wtib the fire boll , of which , too , we have a specimen in the church at Sliorborno : Lord I qucnci | this furious flame , Arise , run , put out the name. Ono boll in All Saints' , Northampton , says : I mean to make It undoratond , That though I'm little , yet I'm good. Whilst another at St. Ivos says : Arise nnd go about your business. Punning Inscriptions are not often to bo mot with. Tlio following , found at Towcho.stor , North Hants , may bo hold us belonging to this class : Pull on. bravo bovs I'm metal to the buck , But will bo hanged before I crack. N. Y. Tribune : "Somo folks , " said a hotel clerk , "aro so easily 'Horn- swoggled ! " Oh , that's Greek I gucbs , and moans that you are fooled. Now for Instance , a mini in a restaurant the other day ordered broiled mackerel , andhoatoit with great relish , loudly declaring that broiling Is the only way to cook imu'koiol. But was his mack erel hi oiled ? Not much. It ia too inuuli trouble to broil a lisli ; HO the cook put It in a pan and fried It , and then mndu burnt llnus across It with a rcdhot poker kept In rondinoss for ftich emergencies. .So the man was 'horimvoggled,1 hut as ho didn't know It , ho wtis as happy us though ho had really eutou broiled mackerel.
