Tbo complaint comes from n number of voters that there are many provision * of the law with , which they are unfamiliar. Tticrols good oxctno for this for reason that tbo law has not heretofore been published In full or uvon Intelligently sum- marked. The first thing for the elector to under stand under this now mw I the ballot. Tbo latter differs radically from the ballots to which voter ) unilor the old law ImVo long been accustomed. Instead of having n sonnrato strip of paper for each party ticket , under the Australian ny stem the names of the nominees of alt partlci for county and state oniccs will appear on ono ticket ; the name * of the nominees of all parties for city oniccs will appear in another , and the names of the nom inees of all parties for members of the Hoard of Education will appear on a third ticket. Whatever propositions are submitted to the people to bo voted for by either the state , county or school district , will ho attached to the ticket to whlcn It properly belongs. The Olllolnl ISallot. The ballot consists of while print paper on Which the names of the candidates , namely , those who have neon certified to us having been nominated , are printed In black ink. The names nro arranged under the designa tion of each ofllco , the surnames of the can didates being arranged alphabetically. For instance : There are two candidates for associate Justice of the supreme court , Kdporton and Post. Under the head of "Associate Justice supreme court" Hdgerton's name would nppcar in the first line and Post's In the Bccond line 'f On the s.imo lines and after the naino of each and every candidate , is printed the carne of the party by which ho was certified to the county or city clerk , as for instance , "republican , " "democratic , " "Independent , " "imlcpoiidont-domocratic , " "prohibition , " "citizens' , " or "Independent-people's. " At tbo bottom of the list of candidates for each ofTlco thorn will bo found on the ticket a blfink space In which may bo written ns many names of candidates as thcro are oniccs to bo filled. For instance , as there is but ono nssoci.ito Justice of the supreme court , to bo elected , space for hut ono name would bo found on the ticket. As there nro two regents of the university to bo elected on the ticket , thcro will bo found space for two names. As there are seven Judges of the district court to bo elected , seven blanks will bo found , etc. The Margin. On the right hand sldo of each name tbero Will bo found n margin of at least half an inch Tnuio will also bo left n reasonable epaco between the linos. In this margin and opposite cacti candidate's name for whom tlio voter desires to vote the citizen will maUo n cross , thus : X. in ink. Ho will niako a sim ilar uiaik after any bond or proposition for which bo desires to voto. lie must not scratch u name on the ticket. Wherever no X is found it Is understood that no vote has been cast for the candidate or the proposition in question. When n voter finds no candidate under any head for whom bo wishes to vote , he may Write under the proper designation the name of a candidate of his own to whom ho is fa vorable. When ho does this , however , ho must not forget to mark u cross X after the name , Just the same as if ho wore voting for a candidate wbo o name is printed on tbo ballot. Tnls white ballot has the words , "ofUcinl ballot" printed on it at tbo head. No other ballot will bo allowed to go into the ballot box. Hninll Snmplo Rallnt. Immediately over this margin nnd at the bead of each set of designated onicors , ap pear the words "voto for ono , " "voto for two , " or "voto for seven. " It Is absolutely necessary to vote for no rooro candidates for any slnglo ofileo than these instructions recommend. If moro phould bo voted for , the votes for all of the Candidates for that ofilco would bo destroyed. Sample ItallotH. The county and city clerks and the Board Of Education will provide what are to bo Icnown as "samplo ballots. " Those lost two words will bo printed on thcso ballots nt the bead of tno names. Thcso ballots may bo printed only on red or green paper. They will he of the same form and size as the ofllcml ballot and contain the saino names und propositions. These sample ballots will Do In the hands of the county and city clerks and secretary of the Board of Educa tion , six days before the day of election , which latter takes place on November U. 'Xhov will then bo subject to the inspection of tbo public. Thcso ballots are Intended for the accommodation of the public ami may betaken taken home , studied and marked according to each man's predilection. They may ul o betaken taken into the voting booth and the ofllclal ballot may be chocked otT In like manner be fore It is handed to the Judges to bo de posited In the ballot boxes. Every elector Is entitled to thrco of thcso sample ballots on or before the day of election. The oniclal ballots mint bo printed nnd in the hands of the county nnd city clerics nt least four dajs before the election and will bo subject to the Inspection of candidates bud their agent ? . No person save the clerks specified is allowed to print an oQlclal ballot and nobodv save the } ' Is allowed to print any ballot or ballots on white paper. Ilrrorrt in tlio Ticket. If nu error bo discovered In the sample or the ofllclal ballot , either by way of descrip tion or the omission of a candidate's name , the count ? or district Judge , upon allldavtt to that effect by a voter , may require the clerk to correct the mlsUiko or show cause why it ehould not bo corrected. The clerk himself mnv correct any palpable error on the ticket to which his attention has bcou directed , which will not Interfere with tbo timely distribution of the balloU. DnllvurlnK tlio Itiilloln. The ballots will bo delivered at the polls by the county clerk In a sealed package. This package shall bo broken by ono ot the Judges. If tbo ofllclal ballots are not to bo bad at the opening of the polls , or If they hould bo exhausted before tbo close of the polls , unoniclal ballots , printed or written , in form as nearly llko the oniclal ballots as possible , may bo substituted. The gable 1s about eleven fcot nnd the beam at the nnsa of tbo gable is about nine feet above the ground Ou ono end there are the doors. On each aide there are two windows , three feet by three feet nnd four feet from the tround. On each end thcro are two windows dews , three foot bv three foot , eight Inches five foot six Inches above the ground. Through these windows It ls possible for people ple outside to obtain n full view of what Is transpiring inildtt. In the voting district ! In which thcso cor rugated Iron booths nro not to bo found , the polls will bo hold In prlvato houses , stores nnd other places for which arrangements hnvo boou mixdo by the onicor * of the county. With the exception of the exterior structure the Interior arrangement of the votlug booth will bo the same ns in the Iron booth , though the material composing the rail end of the partition between the stalls will bo far lots durable. They will bo of a temporary chnr- nctor nnd will not stand the test of very many elections. Interior ol the lioolha. In the end of the booth opposite the en trance tboro are six stalls. Tab partitions between these are of Iron , hung with fixed hooks upon the interior of the end wall. On the insldo of each of thcso partitions there Is riveted an Iron support on which may bo laid and tastonod n board for writing pur poses. It is In these stalls that voters must prepare their ballots , under the Australian ballot law , before handing them to the Judge , who deposits them in the ballot box. Inside the booth and at a distance of thrco fcot from the cud on which the doors nro hung , is n rail extending across the room , except wboro two small gates are hunir. This rail Is to separata the voting , the stall nnd precinct onicors' places from these who may gain access to the booth. This rail is twelve feet from the boxes and the boxes are five fcot from the stalls. When arranged end supplied with the noc- osary chairs and tables the Interior of the booth will appear as in the accompanying diagram. Window. Window Window. [ o Window When the voter apiuoachos the polls ho will find a space 100 feet on cither side of the booth roped off. Within this distance no electioneering will bo nlowod under a penalty ot from ? - ! , " > to $100 and at the samotimo pay tno costs of prosecution. It Is also illegal to electioneer in any booth on election day , or in any house in which a booth may bo located. Onicers of election are under no circumstances allowed to elec tioneer on election day. Depositing the Hnllot. The voter enters the door on the right hand marked In tbo diagram D. Ho crossoss the vacant space to the gate marked E. There ho announces his namo. Two Judges sit at T. Three Judges sit at H. Iwo of tbo latter and ono of the former nave charge of the registers. The lat ter are examined and If ttioy nro found to contain the voter's name the citizen is al lowed by the policeman stationed at the gate to outer the enclosure. Ho is then given by the Judges at T a wh'Ito official ballot , on the back or which are written in ink the names of at least two of the Judges. The ballot Judges are selected by the board of Judges. Under the old law there were but. three Judges allowed. Under the present law live Judges nnd two clerks must bo appointed in cities where registration is conducted. After receiving his ballot the voter walks to tbo stalls marked B , entering alone any stall that may bo unoccupied. Ho will there prepare his ballot , marking in ink a cross X in the margin after tbo name of each candi date for wnom ho desires to vote. In doing this the voter Is expected to exor cise a great deal of caro. If he does not ho is likely to vote for two or moro men for the same ofllco , and thus destroy his ballot , be cause nil the candidates for each ofllco nro grouped under a common bead. For this reason it will Do necessary for him to look over the whole ticket in order to find the men for whom ho intends to voto. Folding the Ballot. After the voter has made his cross after the names of his preferred candidates , ho folds the ballot up carefully and in such a manner that the names of the Judges en dorsed thereon may bo seen. Ho then leaves tno stall and advances toward V , where the ballot box is located. The distance from the nearest stall to the ballot box Is five feet. The voter is not allowed to show bis ballot to the Judges at U. They simply verify the sitruuturos upon the back of the ballot and then , in the presence of the voter , deposit the ballot in the ballot box. The voter's ' name Is then taken by the clerks , tbo citizen passing by tnom on bis way out of the in- closure at O , and later out of the booth at S. Ho is allowed onlv five minutes in the stall to mark his ballot , and for this reason it Is suggested that voters should study up tbo sample ballots so as to bo able to check the names on thooflicml ballot with out delay. A voter Is not Allowed to remain within the rail moro than ton minutes. Ketiirnlnir Mnllots. If n man should enter the enclosure , receive a ballot nnd then docldo not to vote , ho must return his ballot to the Judges nnd then retire from the room , No voter or other person is allowed to. take nil olllctal ballot from the room. If ho should ho will forfeit his right to vote nnd may be imprisoned in the county Jail tor not loss than thirty dajs and not more than six months. No person is allowed to ask an elector to show for whom ho has voted. Nobody out a Juugo shall ro- celvo n ballot from n votor. No elector shall receive a ballot from any person but n Judco. No elector shall vote n b'allut w hich ho has uot received from n Judge of election. Spoiled H.illotN. If a voter spoils n ballot ihrouch accident ho must surrender the same to tlio judges from whom ho will receive another. If ho should spoil the second ho may receive a third and octhnps a lotirth ballot , but no moro. Those spoiled ballots nro preserved by the Judges and returned with the unused ballots to the county clerk by whom they are compared with the number of ballots given to the Judges , the number of votes which have been cast and the number of ballots un used. The law is the same ns the old ono regard ing challenges. The position of the latter is indicated in the diagram by the letter C. Ono challenger is allowed for each party. Illliid or Disabled Voters. If a voter is unable to road or by blindness or some other physical disability is unable to murk his ballot , ho may tnaKo oath to this fact to the election onicors nnd ono or two of tnom may give him the desired assistance. 'I ho Judge 01 Judges so aiding will certify to the fact on tbo back of tbo ballot. No other voter save ono who is unable to mark his ballot shall communicate to any other parson the name of any candidate for wham ho has voted. No person may deposit n ballot in the ballot box which has not boon identified by at least two ot the Judges. The fine for a violation of this clause of the law may not bo loss than $10 , nor moro than JIPO. to Voters. Tno county clerK is obligated to print In English , Instructions for voters on largo cards , ono of which shall bo posted In the voting booth , while the others shall be posted In the neighborhood of the poll. Kvery voter should note that his ballot is endorsed by nt least two of the Judges , because - cause In the canvass of tbo votes , ballots not so endorsed will bo considered void and will not bo counted. Void Ilallot * . Ballots or parts of bullets from which it ts impossible to determine tbo voter's choice will not bo counted either. Such ballots will bo tnoso whom the X Is so carelessly placed as to appear after moro than QUO numo ; wbero an elector puts a X after two mon running for the same ofllco ; where an elector votes moro names than the ballot In structs him to vote , and where the X U so faintly made as to rnlso a doubt as to whether or not It was erased. Anv person who shall dostroj any of the supplies In the voting booth cr during the election tear down ordofaco tbo cards printed for the Instruction of voters upon conviction shall bo fined not loss than f 1U nor moro than 100. Any nubile officer who is appointed to act nt the election who shall violate the Austra lian ballot law or neglect to perform the duty Imposed upon him will bo puiiUbod by lm prlsonmont In the county Jnll for not loss than ono month nor moro than six months or by n fine of not moro than { .100 nor loss than 1100 , or by both line and Imprisonment. Such ofilcor as may bo assigned to the polls , the .sheriff , constaolo or other peace officers , are obligated to keep the passage ways to the polls clear of obstructions. The police authorities will station an offi cer at every booth , who shall sco to the en forcement of tbo law. The provisions of the election laws which are not In conflict with this now law are still In forco. Gratifying to All.
