The notion of the city council , in revoking the charterer the Council Bluffs and Omaha street railway company overall streets on which they hnvo not now trains actually in operation , caused no little stir among the citizens yesterday. That the council would dure to stand BO firmly atralnst that mighty organization , which has heretofore had things Just about as it pleased , had never been dreamed of. As a general thing , however , the feeling over the matter scorned to be that the move was in the right direction , especially among the citizens who have been compelled to try by law to recover the money which they had paid for the paving of the street between the tracks. The members of the motor company claim not to feel any anxiety over the action of the council. Ono of them thus expressed his views yesterday : "It makes no difference to us what the council does ns long as they don't do anything that hurts us any worse than that docs. Why , they've ' no right to pass any such ordinance us that. The supreme premo court has ruled that a city ordinance such as the ono under which wo built nnd are operating our line takes the nature of n contract , nnd when wo once go to work under the contract and show by our actions tliat wo mean to accept it , the contract becomes binding nnd they can't como in and abro gate it any tnoro than I can abrogate that llttlo bill I owe at my tailor's. ' So you see we can afford to lie back and laugh at the city's ' lawmakers when they try to got the better of us in any such way. "Ono of the causes that led to Inst night's ' action was the overbearing way In which we were treated when wo went be fore the company to bog them to reduce tbo faro across the river to 5 cents. They showed very plainly that their motto was , take but never give. Our rovocal of their right of way may never amount to anything until the company wants to put down a new branch , but just as soon ns ttioy do that , the property owners will ralso a fuss , nnd before they get through with it the question whether or not wo have tlio right to pass 'such un ordinance will have to bo decided by the supreme court. The farmers' alliance , having had so much success in upsetting the politics in various states , now propose to move on Canada nnd taken hand in the coming struggle In the Dominion. Delegate Cole , who represented Michigan lu the recent gathering of alliance magnates ' hero'bus , Just returned west by way of 'Niagara Falls , nt which point ho will branch off Into Canada uml begin organizing alliance bodies. This inovo is In response to requests which have been coming Into the alliance ofllclals hero from farmers and fann ers' organization * through Ontario. The Canadian farmers have county organiza tions for social and lltor.iry purpoios. bu t they exert little inlluonco In politics. The alliance proposes to take up tuoso partially organized bodiesand have them exert political Influence similar to that of the alllanco on this side of the border. Tlioro Is scant time for getting into the coming parliamentary struggle , but every effort possible will bo made In that direction , anil outside this tlio nlllanco will equip Itself for future political work In the Dominion. The Canadian farm ers are strongly In favor of reciprocity , and the action of the nlllanco will bo directed largely towards securing trade relation be twcen the United States and Canada. It is I thought that united political action by the Canadian farmers in favor of reciprocity will accomplish the overthrow of Sir John Mnc- donald and his tory adherents , wlio long have pursued a policy hostile to the United States. M'XUI.TA KOH TUB IXTKIISTATE COMMISSION' . General AleNulta of Illinois has boon hero for some tlmo , ostensibly for the purpose of representing the Yaudorbilt roads In the Canadian railway problem , but u gentleman well Informed on interstate commcrca mat ters said that It was quitn probable that Gen- end McNultn's visit would prove to bo on nn entirely different anil much inoro Important mission. It , is believed that ho will bo named as one of the interstate commerce commissioners , either to succeed .ludgo Thomas M. Cooley of Michigan , or to fill the vacancy now existing on the commission , Judge Cooley has boot ) at his homo in Ann Arbor , Mich. , for the last three mouths , con- lined to the house most of the tlmo with sick ness. Those who are most ininillur with his condition say that bo will never bo able to return to the duties of the commission mid -f that his retirement is only a question of a short time. This leaves Commissioners Bragg , Vcasey and Morrison to bear the brunt of the work.of a commission intended to have five members. Two of these com missioners are democrats and ono republican. Tlio appointments to the vacancy and to this succcssorship of Cooley will therefore bo re publicans In order that President Harrison may irlvo the board n republican majority , to which it is properly entitled under a repub lican administration. CJoneral McNclta's polities aud his wide experience In railroad affairs therefore make him particularly avail able for the commission , The only objection would bo that Commissioner Morrison also hails from Illinois , but this Is not regarded ns a serious obstacle. It would bo largely offset by the fact that the general's position as consulting counsel of the Ymidcrbllt lines brine hi.n in direct nnd cordial association with Chaimcey Dopow , president of the Vniidorbllt system. Mr. Dopcw's Influence at the white house is well understood , nnd it is this fact mainly which has led to the expectation that General McNulta may bo tendered a position on tbo commission at no distant date. SILVfill HKPtMIMOtNS WAST A CAUCUS. The sliver republicans In the house nro making determined efforts to hnvo n caucus of the party called on the silver issue. They have failed to Induce the house committee on coiaago , weight * and measures to consider the compromise measure llmitlngfroe coinage to the American product , and are now trylmt to get the party to consider it in caucus. Up to a late hour they have not succeeded , for the majority of the republicans under stand that President Harrison will veto every free silver bill of any kind , and they therefore - fore consider it entirely useless to caucus on the subject. The efforts of the silver men are heartily seconded by the silver senators , who all day long were dispatching messen gers aud messages to such men in the bouso as they thought could bo influenced , if a caucus should bo called the silver men will endeavor to have the compromise American silver bill adopted as a party measure. "Tlioro may bo a caucus , " says Mr. Me- Comas of Maryland. ' 'If the silver men obtain the signatures needed a caucus must be called of course , aud the rest of us will1 then bo compelled to attend to prevent snap action from being taken bv that caucus. " Congressman Anderson of Kansas , a free silver republican , said of the situation today ; "I understand that unless the coinage com mittee reports within a very few days Mr. Bland will move to discharge that committee from thu further consideration of the bill. Mr. Heed will rtilo him out ot order and ho will appeal. I am Informed on excellent au thority tbat a largo number of eastern demo crats who have hlthcrfo been and are still op posed to free silver will vote with IJland hereafter. The party leaders nro anxious to have this congress pass a free silver bill to save Mr. Cleveland , and they have given the order that Mr. Hhmd shall bo obeyed. I am n free coinage man , but with a number of re publicans who want frea silver I am not pull ing Cleveland chestnuts out of the lire , and wo will vote against the appeal. " LOOKS i.ni ; : Thcro is an impression tonight which ap pears to have a very ilrm foundation In ofllcial circles that ox-Governor Charles Vos- tor of Ohio will bo appointed to the vacant secretaryship of tlio treasury. The president has consulted tbo Ohio delegation in congress and has received expressions from thu le.id- ing republicans In the state , and Foster ap pears to bo so well recommended and so thoroughly equipped and so well fitted for the place tlmt it is probabla he will bo asked into the cabinet.
