I would like to suggest an answer for the
benefit of any who may desire to undertake a
I > solution of that question.

condemn nnd buy the railroads , telegraph ,
teicphmo and express lines.
The general government can make nn
amendment to the constitution creating u
cabinet department of communication and
transmission nnd condemn and appraise tbe
property nnd issue nnd sell gov
ernment bonds payable in llfty years at
B Dor cent per annum to pay for it ;
these bonds to bo issued and handled ns tbo
regular government bonds of the nation , its
credit pledged to their payment , as were Is
sued and on which funds were raised to pay
tbo war debt.
Let the head of this department be created ,
appointed and placed In his position In the
Biimo manner as the other cabinet officers are
for the first four years after its creation.
Continue the machinery and extend tbo func
tions of tlio Intel-state commerce commission
with power of accumulation of absolute nnd
nxac t data upon practical trunsportioi ) ; as.
for instance , tonnage , trackage , wear and
waste , destrnctibillty of material , Improved
Appliances , and all practical facts bearing
npoii actual work nnd efficiency , so that "at
the end of four years data may be bud to nr-
rive at the average cost to move a car , or 100
pounds , or any quantity , between
those two standards upon such class
ifications as are now In force.
Such data , should be obtained ns the number
of cars handled , miles traveled , time used in
making tlio transit , tonnage of freight han
dled bused on the ten classes of freight in
car loads nnd less lots now in force according
to tbo classification sheets also number cars
of special classes such as tariff sheets , lum
ber , eoaleorn , grain of all kinds , cattle , hogs ,
sheep , dressed beef , etc. Let the rates nnd
charges on each line of road under its present
tariff sheets remain for the four years exactly
ns It now is- that bankrupting schemes nnd
distracting agencies may not ho put In force
by parties antagonistic to the perfecting of
this system proposed. Instead of different
railway corporations let tlio lines bo known
In caci a tate ns one road classified into ill-
divisions.
The net revenue after paying operating ex
penses should be made a fund devoted to the
payment of the expense of clerical help , ob
taining data and to the loss attendant upon the
change of system of conducting thobusincss.

Tills system of arriving at data in this first
ft > Mr years' operation of roads on tbo present
tvnrir. of charges should take states in alpha-
fcevlrul order , mid the shipping stations or
depots on railroads In each state ; also an ac
curate account and copy of all bills of lading
separating car lots and lesser amounts , giving
class of freight and objective point , miles of
travel , tonnage , date shipped and date de
livered ut destination. This would give a
record of the total tonnage originating in
each state from each station. This system of
accounts , perfected as nearly as competent ac
countants could make , would arrive at the
tonnage and the revenue derived from it
under each class.
These states as before , and division stations
arranged in like manner in which operating
expenses were detailed in itemized accounts ,
would give tbo total operating expense under
the two units of car and hundred pound lots.
The data of business in tonnage and operutim ;
expenses being obtained , take thu total num
ber of full ears shipped in each state and tbo
total number of ono hundred pounds nnd
fractions thereof shipped in each state , and
from these facts of costs of service divided
by tlio rospectiuo tonnage of the two units ,
car and hundred pound lots , make a rate so
i far as possible that will make tlio total ser
vice self-sustaining under this system with u
uniform charge per cur and hundred pounds
or more under a minimum car eliminating the
Item of distance. These facts can bo arrived
by such a man us Henry C. Adams , the sta
tistician of the interstate commerce commis
sion by the time and within thu four years I
propose.
Tills would reduce transportation to
tlio practical democratic principle of
the postage stamp. The postmaster could
* move in with tlio station , telegraph , telephone
and express agents.
The amount arrived at as the cost of n
stamp to secure a bill of lading for n maxi
mum car or 100 pounds the smallest unit ,
would bo reduced from time to time after this
system became in practical working order by
making It Just bold itself ton point of being
self-sustaining on tbo same principal as letter
postage. Transportation would bo stimulated
in even a greater degree than tbo transmis-
bion of mail matter bus been.
Let tbo nation profit by tbo rich inheritance
belonging to it that is now seized upon by
corporations nnd combines. I mean tlio in
heritance of application of steuiu power from
Fulton , tbo telegraph from Morse , tbo tele
phone from Edison.
On the ground of common humanity , on tbo
ground of equality , these immortal ideas be
fore being put into practical use belonged
to the whole people , nnd when put
Into practical use It Is no injustice
to the parties who invested their money if it
Is repaid them and the property thus made
legitimately the government's.
As n rule industrial avocations and trades
belong to individuals , and the exception ap
plies when an undertaking becomes so vast
that it is necessary to aggregate in corporate
form , the operation of which involves the
weal or woo of a majority of the whole nation
when placed In tlio hands of a few. Then
tbo general government should reserve tlio
right to own nnd operate that enterprise.
The measure of a trade centre's enterprise
would bo limited only by the commercial en
terprise of its citizens. If my homo is Kear
ney , Nob. , and I want to engage In the man
ufacture of whips , I can pay the transporta
tion portage on a car of rattan , whalebone
and other raw material from San Francisco
.or | New York and the cost will bo
no inoro nor less than to my competitors at
Wcstlleld , Mass. If I make fjood goods I can
find a market for them anywhere In Amer
ica , and my customers will have to
pay no more to get the goods from mo than
from any competitor except It bo in case of
the retailer at Westlleld. Thus I will bo sub
ject to no Impartial taxation upon my enter
prise and Industry , as now dictated by cor
porations whoso manipulations of rates throt
tle and obstruct the channels of trade , starv
ing It at ono point to u sickly skeleton and
growing U at another to u state of gorged
obesity which brings in free America tbo
legitimate growth of communistic strikes be
cause of excessive wealth built upon pauper
ized labor.
After four years' experience nnd
accumulated data , let this depart
ment bo nn elective ono. Let
the shipper's receipt for delivered goods
ut the depot or elevator bring the measure of
his votes in the election of the oflleers to
these positions , and no man to bo eligible to
tbo cilices but one who has hud nt least ten
years practical railroad training. The dupli
cate certified bills of lading and elevator re
ceipts nt each station or shipping ofllco are to
bo eortlflcutes of such right to vote. Tlio
vote must bo cast In person and bo 11011-

The fnrm laborer will then get back tbo

by tbo consumption of his products by the
mechanics. When the manufacturer and the
merchant increase the producing and selling
iiower of the agricultural producer , they in
like ratio Increase their production nnd trade.
The employer can afford to pay good wages
and give $100 for'n postage or transport stamp
to ship a ear of his work to a market live
miles or 5,000 miles , for tbo limit of tbo de
mands of his trade will depend and be limited
only by his business ability and individual
exertion.
The nation's function is to give nil citizens
freedom of nction and equal protection. If
the republican party continues the injustice
of favoring manufacturers without chance of
benefit to other industries , it Will earn mid
deserve eternal damnation , and John C. Cul-
houn was never inoro wrong or un-American
than they will prove themselves to be. If
there is forbearing Intelligence , honesty of
purpose , rending nnd reasoning thought
.enough in tlio majority of the American pub-
lie to realize the truths and needs of the day
in which wo live , ami work to a practical pro
tection to the nation as u whole , the political
systems will bo able to keep abreast with tbo
commercial and material growth of the coun
try. Let the alliance and all men who wish for
prosperous , contented homes demand legis
lation of this character. Let legislators and
representatives be relegated to private life if
they can only follow the directions of cor :
porations or localities or classes. .
If wo can cause congress to abandon a part
of its demogognery and keep the pension raid
on the public treasury within bounds of
reason ; if it will make a protective tariff to
protect manufacturers for the purpose of
raising a fund to build public tramways and
thus equalize freight communications nnd
build up national wealth , then will this na
tion , the grandest and in every way greatest ,
tbo pride of tlio civlli/ed world , continue its
upward and onward course. Then will the
nation begin on a civilizing career which is
its n b c of u line of advancement appropriate
to the beginning of tbe twentieth century.
It has been said that the control of the
railways by tlio government would put too
much money and power of patronage
into party control and endanger
the stability of tlio government.
The postal department is n vast machine
and a political one , but it docs its work at a
two-cent letter rate without injustice to any
and the Western Union telegraph if In the
hands of the government could DO self-sup
porting and quadruple its business and con
tribute to tlio public and commercial weal an
untold amount ut 5 cents for n twenty-live
word message. Tlio machine If powerful
will bo none the loss effective If nil its parts
arc operated by honest and capable officials.
If a private corporation handled mail matter
at this time tbo attorneys and managers of
such a corporation could convince tlio ma
jority of ourstato board of transportation that
it would cost a dollar an ounce to reach Sail
Francisco from Kearney and they would
make it look reasonable.
To illustrate to Nebraska people what they
would do lot mo cite tbo meeting nt Lincoln
on tbo 21st instant when George W.
Holdrego bud bis lickspittle and bra
zen mugged puppy Mr. G. II. Dietrich
of Hastings to heap insults upon tlio attorney
general while ho was sitting in bis official
duty of inquiry for bis constituents regard
ing these costs of transportation.
What are tbo facts regarding the machine
power ?
Is not tbo corporate power of tbe railways
the parent stem that support the poison ivcy
of the Standard Oil monopoly. Ask Senator
Vest of Missouri , of the dressed beef com
bine investigating committee , if the railways
are not the central prop of that beef mo
nopoly t
In national affairs I nm not so well in
formed , but in tbo state of Nebraska was it
not tlio railways that dictated the retirement
of Judge Keeso from the state supreme bench
nt Hastings ] Who was it but tlio railway
managers who retired Judge Crounso from
congress ) Who was it put General Laws in
congress after bo became convinced , nfter his
vote for n reduction of keul rates on tlio SJSth
of Juno , 1SSS , and afterwards became con
vinced that local rates in Nebraska were nil
right ? What was It suggested and appointed
a gentleman to succeed Mr. Laws who was of
tbo sumo mind on local freight rates , if it was
not railroad influence ? What was it that
came away out west so near the homo
of John M. Tbiirston and advanced Judge
Urewcr to the supreme bench of the United
States after tlio Iowa cases were decided and
afterwards withdrawn by tlio railways as un
tenable. What Influence induced theappoint
ment ns government agent to look after its
interests of such a man ns Jesse Spaulding ,
who makes such a fulsome and false report as
ho lately did in the face of the letter to our
Attorney General Leeso ? Who was it who
suggested a loan of the people's money at
! l per cent for llfty years to a private corpora
tion as evinced in the Union Pacific railway
matter ? Wtio was it who sprung the wild ,
impractical , bankrupting schema of loaning
the government money to tlio farmer for the
purpose of holding a sort of mirage of tlio
desert before tlio eyes of tlio farmers strug
gling under u burden of an unsupportable
debt !
If it were Just to loan money to tbo corpora
tion at : i per cent or any per cent , it would bo
Just to tbo farmer also and to every citizen of
tills nation. Wliat can bo the feelings of tbo
impracticable farmer who bus mortgaged
bis farm for live years at ID per cent nml sees
tbo place he has worked to Improve and con
secrated ns bis homo passing out of bis hands
by foreclosure at the end of that period ! Ho
is able to realize that tlio corporation that is
to bo benellttcd by this loan bus taxed him
from JUKI totoo per cent of the viiluo of his
products and labor to transport bis surplus to
market and while ho ways 10 per cent of his
loan the corporation gets a loan out of his
own money as ono of the nation ut 3 per cent
for fifty years.
This proposition of ownership of means of
transportation will work no injustice to any
one unless it bo Injustice to destroy in part
the power of wealth to enslave labor , or In
justice to root up the weeds of monopoly
trusts and combines that tbo llelds of indus
try anil universal plenty may grow.
To tbo Nebraska people 1 say : Uphold
your attorney general In his stand for your
state ; uphold the editors of the public
spirited and nblo Journals in their efforts
against the encroachments of bullet-headed
men llko George \V . Holdrege ; demand your
birthright gotten from the immortal Fulton ,
Moi-bo and Kdlson ; pay and return the
actual moneys invested In these appliances to
tin ) rightful owners and do no wrong.
Industry and commerce constitute the ful
crum on which the lover of prosperity rests.
Let our ivnrescntntlves see that it Is 'kept on
solid foundation and not undermined by the
rats that are furrowing under the protection
of the majority of our state board of trans-
portation.
If there are suggestions containing nny ele
ments of progress nnd prosperity In this outline -

and disposition may discuss Its merits and de

It may bo true that all things come to him
who waits but there nro people who do not
think so. One of them may be found almost
any tlmu near tbo comer of Thirteenth nnd

fession. For him all the virtues of the cata
logue are represented by ono word "pa
tience. "
Year after yonr. In a lazy uninterested man
ner , ho has sat with his chin In Is ban hd ,
chewing straws and watching a village grow
Into ti city ; watched bills , valleys and streams
disappear nnd bo replaced by long .straight
paved streets ; watched the ever widening
mass of brick and mortar growing tip about
him and shutting out his view of river and
hill ; watched the coming of mule cars and
motor cars , railroads , telephones nnd street
lights ; watched the human spiders spinning
their metallic web over his bend ; watched
the comings and goings of a Hood of human
ity with Its bridal parties nnd funeral pro
cessions. It was all of no concern to him.
The "hustlers" might hustle to their hearts'
content , organize corporations , plat additions ,
build bridges , railroads , cable , lines , electric
lines and what tboy would , It was his busi
ness to wait
He Is nn expressman not the proprietor of
one of these gorgeous moving wagons , the
appearance of which calls up visions of soot-
soiled faces , broken furniture and all sorts of
"flitting" miseries but the driver of a llttlo
ramshackle single wagon.
Driver , horse and vehicle all show signs of
wear. The driver's coat may once have been
black , or may have been red no ono could
tell now ; his draggled , gray heard is yellowed
with years of tobacco chewing , aud his hands
nro knotty and gnarled. His old bay horse is
as weather-beaten ns its master. Its hack
sinks In with the weight of years of waitIng -
Ing ; its dusty coat has forgotten the feeling
of a currycomb , and it can boast of nearly all
the "blemishes" known to the liorsctradcrs.
Bits of rope and twine patch up a harness of
rusty brown , and bits of undressed lumber
hold together the wagon. Tbo wheels lean
in and out in a rickety , Imlf-bearted fashion ,
and what paint there was disappeared ye.irs

ago.One part of his equipment Is bright and
new his number. The city license inspector
takes care that that shall not become more
than a year old at any rate.
"The express business ain't what it used to
bo live or six years ago , " be remarked to a
reporter. "In tbo lirst place , there is too
many of us. When I bought this rig or. at
least , I didn't buy it I traded for it but
when I flint began driving a wagon there was
only fix of us in tbo town.
"Of course , in them days , we
did a good deal of hauling for the stores , as
there wasn't only a few did their own dojlv-
ing ; but they was great days for the moving
wagons. Everybody was moving about once
a week. They didn't many of them have
much truck to cart around , but the movers
charged Just the same.
"Then , about six yours ago , when the town
was booming and everybody was crazy about
real estate and half of them bought them
selves poor with it , there was two or three
llrst-chi.ss moving wagons and they made a
good deal of money. You sec , one of them
wagons can take as many as eight loads , a
fair move , say about six blocks , and up and
down ono pair of stairs. That would bo ? lti
at the regular rate and SJ to come out for tbo
helper , l-'ourtcen dollars a day is good pay ,
nnd people soon found it out and everybody
wanted a moving wagon , and some that had
farms , or town lots , or something else traded
around till they got a moving outfit , and half
of them got it with a mortgage on it. Then
it was dog cat dog and a good many got froze
out. What there is left do a good deal more
resting than work , and 1 guess if you want
to go into the business you can buy a rig
pretty cheap.
"You bee , one of them big moving
wagons , when they are new , costs
about ! "i ( ) ; then tbe team , that's SilK )
more , and tbo harness is JTiO. That's § 7(10 (
it costs before you start to make any money
at all. If you are like most of them you are
paying some money shark about 10 per cent a
month on half of that and $10 a year for a
license to the city which runs tbo expenses
up pretty high. There ain't a great deal
doing excepting in the spring and fall and
none of them will average a trip a day the
year round. Now how are you going to get
rich out of that )
"There nro about thirty-five first-class
moving wagons in town and a whole lot of
lumber wagons and such that has been tin
kered up to look like a moving wugon , about
llfty ill ! told. Now anybody can see there
ain't nowhcros near lilty families a-moving
every blessed day in the year.
"A wagon like mine , you see , is just lookIng -
Ing for small jobs , a man wants a dollar's
worth of coal , or a couple of bales of hay , era
a trunk moved , or something like that. I
charge him anywhere from 85 cents to ? l
just like everybody else all I can get. Some
times 1 don't turn a blamed wheel all day.
Sometimes I am on tbo go all tbo time. A
man on a pictty good corner can average § t
a day the year round , considering the winter
tlmo , when wo don't do nothing hardly.
"I don't know how many such wagons
there is lots of them the licenses run up as
high OH 3-10 time takes in the A. D. T. wag
ons and such concerns as .Inrdino's and the
Merchants' express company.
"We all pay the same license , & 10 a year ,
nnd wo all give the same bond , KlO. My old
mare and that llttlo wagon is liable for ! 00
in damages Just the sumo as one of them big
four horse vans.
"There is a regular tariff that wo can
charge regulated by the council hut wo always
have the bargains made before hand ami pay
nolnttention. Vor six blocks wo are allowc'd
85 cents for each trunk , & ' for a load of furni
ture of household goods and outside that limit
it's Just twice as much.
"These big furniture vans nro n new thing
in Omaha. They carry a whole houseful at
once and charge by the hour. I suppose it
amounts to the same tiling in tbo ( Mid.
"There is a whole lot of laws regulating us
but wo don't pay much attention to them and
seem to get along all right. In the central
part of town wo are not allowed to stand on
tbo east and west streets , nnd what that Is
for Is more than I can tell.
"Another now wrinkle in the business Is
the parcel delivery offices as they call them.
There Is live of them npw in different parts
of the city. The way they operate Is this :
Tbo manager puts in a telephone and adver
tises and works up the business. Ho ar
ranges with live or six wagons to stand on a
corner and takes 1U per cent of all the money
tboy receive for Jobs which ho gives them.
There Is no grout gain in the schemes ami
tbo protits in the business depend on tbo
bustler in tlio ofllco. "
Tbo ordinance governing the rates to bo
charged by expressmen provides that $1 shall
bo the price for the carrying of any load of
goods not less than ono mile ; fur carrying
Mich u loud less than one mile , T.r > cents ; and
for carrying goods , packages , etc. , weighing
les than 'Mi pounds in tlio aggregate , 50 cents
per milo.
Two thousand pounds of heavy articles is
a loud , and of light goods as much as can bo
loaded on a wagon. An exception to the rule
is made In the case of pianos , heavy machin
ery nnd safes. An agreement between the
parties overrules nil these provisions nnd a
line of not more than $100 is to bo Imposed on
tlio expressman asking or receiving inoro
than the legal rate.
The life of u drayman is a Jerky ono. For
days at a time ho lounges around tbo street
corners , half asleep on the seat of his wagon ,
or snapping his whip at the flics , and then
comes busy day and ho works like a beaver.
Time is everything , and the quicker tbo load
is completed the uioro money is made for the
drayman.
The amount of miscellaneous goods they
can stack on a wagon is marvellous. They

like a circus parade carriage. Their'frequent
meetings with the people who cut down
