Pulliam Journalism Fellowships Graduating college seniors are invited to apply for the 27th annual Pulliam Journalism Fellowships. We will grant 10-week summer internships to 20 journalism or liberal arts majors in the August 1999-June 2000 graduating classes. Previous internship or part-time experience at a newspaper is desired. Winners will receive a $5,500 stipend and will work at either The Indianapolis Star or The Arizona Republic. Box 145 Indianapolis, IN 46206 to study infant mortality By Josh Knaub Staffwriter Gov. Mike Johanns said Wednesday that he will appoint a panel to study Nebraska’s infant mortality rate. Nebraska’s rate has been higher than the national average in four of the past six years. Johanns said although the rate has declined over the past decade, Nebraska’s progress has stalled. The infant mortality rate measures the number of children who die before their first birthday. In 1998, Nebraska’s rate was 7.3 deaths per 1,000 infants. The national average was 7.0 deaths per 1,000 infants. Richard Raymond, Nebraska’s chief medical officer, will be on the panel that will also include experts in prenatal, infant and family care. Raymond said Nebraska’s infant mortality rate was cause for concern. “Why is Nebraska’s rate higher? We don’t know,” Raymond said. Raymond said the mortality rate of infants 28 days and older has decreased, but the rate for children younger than 28 days had increased. Raymond said the increase was ominous and that he expected the panel to focus on infants younger than 28 days. In a report, Raymond said areas such as quality of care, multiple birth rates and the difference between rural and urban mortality rates needed to be examined by the panel. The panel also will include one salaried position for a medical statisti cian who will examine the correlation between high instances of infant mortal ity and risk factors specific to Nebraska. Some of these factors include use of available prenatal care and nitrate levels in drinking water. The state has applied for a federal grant to pay for thisTposition, but Johanns did not rule out use of state funds in case the grant is denied. “Even without federal backing, we will find a way to fund (this panel),” Johanns said. Johanns will appoint panel mem bers during the next 45 days. “I would be more than willing to try to find funding,” Johanns said. “This is important.” Anywhere you dare. Green, a junior English major, said he rode his bike daily and agreed with the idea of leaving the sidewalks for pedestrians if riders were given space on the streets. “Bikers should have their own lane, basically,” Green said. “I ride on the sidewalk because I’m afraid of getting hit. I think people in cars here have an adversarial relationship with bikers.” Green said he had avoided being cited while riding his bike down town, but he said he was cited last year for riding his skateboard on a downtown sidewalk and paid about $40. Many riders use downtown side walks, Green said, including police bicycle patrols. “I see the bike police riding on the sidewalk all the time,” Green said. “I don’t think they set a good example.” University of Nebraska-Lincoln student Chris Schults said he rode on sidewalks downtown because he felt unsafe riding on the streets. “People in cars, they don’t care,” Schults said. Schults said he rides to campus from his home at 28th and Q streets daily. ursLS panting promems may cause more students to bike to cam pus, leading to more traffic on down town streets and sidewalks. Lincoln Police ChiefTom Casady said the return of students to Lincoln this fall put more riders on downtown streets, many of whom might be unfamiliar with Lincoln’s laws. Last September, police issued 59 citations for bicycle offenses, more than any other month last year. The ordinance applies to more than downtown and the Haymarket area. Riders must also stay off the side walk on Havelock Avenue between 61st and 63rd streets, on 48th Street between Baldwin and Madison avenues and between Prescott and Cooper streets, and 66th Street between Holdrege and Fairfax. ••• TeM.
