Certain American citizens propose to
present to Franco and her Paris n mon
ument to bo placed over the grave of
Lafayette in the Picpus cemetery and
to bo unveiled and dedicated on United
States day , July 4 , 1900 , at the exposi
tion. It is an eminently respectable
project , but may one hope that when
finished the monument will not be such
wretched commonplace as Bartholdi's
"Lafayette , " presented by Frenchmen
to New York , which has the very cut
of n smug dancing master.
Scuor Polo , not unknown in Washing
ton memory , would re-establish a Span
ish fleet by popular subscription. Ho
proposes to charm eleemosynary pesetas
from every pocket in the land. His inau
guration sees 18 battleships , 21 armored
cruisers and 40 other ships already
on the stocks. Seuor Polo perhaps has
forgotten the attempt to raise a popular
loan during the height of the war ex
citement. The returns of that convul
sive appeal would have built about one-
half of one battleship.
The navy is melancholy because it is
not to have an investigation. After all
its splendid deeds it thinks it should
have some attention of this kind.
The man who acts as if be had made
a pledge without having done so is the
one most difficult to beguile into mak
ing a promise. To bo bigger than one's
word is the fruit of moral talents
