source being near Linwood and will
empty into an artificial lake near Fro
inont The power will bo obtained by
the fall of tho water from the laleo to tho
level of the river

Tho now stato law relativo to tho em
ployment of fomalo labor which was
passed by tho recent legislature is the
cnuso of much perplexity by thoso who
employ Indies especially in tho largor
cities of tho state The law goes Into
offect on tho first of July and provides
that a girls or womans working hours
shall not exceed ton hours por day
This will either necessitate tho closing
of stores at 0 oclock each evening or
tho dlschargo of women and employ
ment of moil or an arrangement to so
divide tho timo that tho hours of labor
phall not oxeeed ton hours Tho mer
chants of Norfolk will undoubtedly bo
able to meet tho provisions of tho law
without much difficulty In tho mean
time it seems to bo tho intontion of somo
of tho largo city concorns to violato its
provisions for tho purposo of making a
tost case
Deputy Labor Commissioner Sidney
J Kent is tho oflloial upon whom tho
task of sooing that tho law is enforced
will dovolvo Ho has been in Omaha
for soveral days past interviewing em
ployers representatives of labor organi
zations and othors who aro interested in
or will be affected by tho now law
Mr Kent seeks to onforco tho provi
sions of tho law without having recourso
to courts He hopes to do this by mak
ing tho law familiar to all and by agree
ments botweou employers and omployos
Naturally ho oxpocts to encounter tho
greater difllculties in tho larger cities of
tho stato but will undoubtedly devoto
some of his timo to see that tho law is
enforced in tho smaller towns
In tho loss important towns and cities
of tho Btnto it is believed that tho keep
ers of hotels and restraunts will bo tho
ones most aifectod by tho now law al
though its provisions do not appear to
worry tho Norfolk hotel keepers and
they seem to fuar no difllculty in com
plying therewith
The notion recently taken by Norfolk
merchants in closing early rolioves thorn
from prosecution under tho law and it is
probable that the labor commissioner
would find no violators of tho law should
ho visit Norfolk unless ho might so con
strue tho law that it would apply to
domestic help and tho overworked house
wife in many homes
Tho following is tho law which was
known as house roll No 102 at tho timo
of its passage through the legislature
Section 1 Thatno female shall bo
employed in any manufacturing
mechanical or mercantile establishment
hotol or restauraunt in this stato more
than sixty hours during any ono week
aud that ton hours shall constitute a
dayB labor Tho hours of each day may
bo so arranged as to permit tho employ
ment of such females at any timo from
fl oclock a m to 10 oclock p in but
in no case Bhall such employment exceed
ten hours in ono day
Section 2 Every such employer shall
post in a conspicuous place in every
room whero such females aro employed
a printed notice stating the number of
hours work required of them oach day
of tho woek the hours of commencing
and Btopping such work and the hours
when the timo or times allowed for din
ner or for other meals begins and ends
Printed forms of said notice shall lie fur
nished by tho deputy laborcommiBsioner
and the form of such notice approved
by the attornoy general of this stato
Section 1 Every such employer in
such establishments shall provide suit
able seats for tho females bo employed
and shall permit tho use of such seats
by thorn whou they uro not necessarily
engaged in the active duties for which
they aro employed
Section 4 Any employer overseer
superintendent or other ugent of any
such employer who shall violato anv of
tho provisions of this act shall be fined
for each offense in a sum not less than
20 nor more than T0 and it Is hereby
made tho duty of tho deputy labor com
mlsnioner to enforce tho provisions of
this act Provided however That noth
ing in this act shall be coustrued to pro
vent any other person from enforcing
its provisions
