Tyler had been re tained to defend the saloon men against protests and remonstrances Tho meeting had been called for a special pnrposo that of considering tho petitions for liquor licenses and no timo was wasted in getting down to business Tho petition and bond of 0 M For uoy for a druggists permit woro pre sented and read togothcr with proof of publication showing that two weeks notice had been given in Tin Daily News Remonstrance was niado against tho issuance of this liceuso by Messrs Lewis Shophordson publishers of tho Journal on tho ground that Mr Forney had not published his notice in tho pa per having the largest circulation in tho county Mr Lewis was present and offered to submit his subscription list to verify his remonstrance but upon being questioned by members of tho council admitted that he could not provo that such list is larger than that of ouy other paper in the county Tho city attorney advised the council that tho courts have hold that bad faith must bo shown on the part of the appli cant in tho matter of publication in or der to justify tho council in refusing to grant license Mr Lewis was asked if he was prepared to show bad faith on the part of tho applicant and ho replied that notice had been given all liquor men that the Journal had tho largest circulation in tho county and was con sequently the only paper in which their notices could legally ce given Tho sug gestion was made to Mr Lewis that per haps other publishers had given liquor dealers the same assurance which seemed to strike the mighty brain of the young man as a new idea and ho con cluded that ho was not prepared to prove bad faith on the part of the applicant The remonstrance was then overruled by a vote of 7 to 0 and tho license of Mr Forney was granted and his bond approved Tho same record was made upon the application of Asa K Leonard for drug gists permit The application of Harry Loder for saloon license was granted there being no remonstrance as his notice had been published in the Journal Tho application of Richard Kilmurry Jr was laid over until the next meet ing to look up bond The applications of C F A Mar quardt Ohas Rice A H Kiesau Geo Heller John Koeuigstein and Wm Beruor presented another question and this is the only victory the Journal yourg men seem to have secured in all their efforts to people to do business with them The notices of theso six applicants woro published in tho An zeiger a German newspaper and tho proofs of the publisher John H Hulf wero offered Tho Journals remon strances agaiust these applications in addition to alleging that the notices wero not published in the paper having tho largest circulation also claimed that thoy could not legally bo published in a Gorman newspaper Tho city attorney stated that it had been held by tho courts that a paper printed in n foreign lan guage could not bo construed as a proper papor in which to publish legal no tices The notices of these six applicants had been repeated in a paper published in tho English language but tho first publication had not been given until April 15 heuco tho full two weeks no tice was not complete until tho expira tion of Saturday the 29th aud it was decided that the council had no jurisdic tion in thoso applications until after that time Monday at 8 oclock a m was fixed as the time for a special meeting to con sider the six applications Joseph Vlaznoy Jr made application for a saloon license which was met by a remonstrance signed by G L Whit ham and 0 G Somers containing IS allegations as to why license should not be granted to tho said Joseph The principal reasons given were that Vlaz uoy had been convicted of selling liquor to Wm Ourley a minor ou or about April i 1899 that he had allowed min ors in his place of business aud that bil liards had been played therein that he maintained screens iu front of his win dows alleged that tho names of a ma jority of tho resident freo holders of tho Fir6t ward do not appear on his peti tion When the question came up as to what timo would bo convenient for a hearing on this romonstnuicoMr Whit ham stated that tho latter part of tho week would suit him better Tho in- justico of postponing this question for nearly a weok was so apparent that tho council fixed tho timo of hearing for this evening at 8 oclock when a special meeting will bo held for that purpose Several other applications wero on file with tho clerk but either the bond had not been filed or sufficient notice had not been given and thoy wero not con sidered Thli MiiiiiIiikh ScmIuii At tho adjourned regular Koenigstolu A II Kiesau Richard Kihnurijy Jr andl L Ilersheiser Tho roll was called in eaeli case and each application was granted by the unanimous vote of tho council The Norfolk loundry Co gavo a plumbors bond for tho faithful exe cution of city work in tho sum of 2000 which was read approved and accepted Tho council adjourned until 8 oclock this ovouing when action will bo taken upon tho application of Joseph Vlaznoy Jr for licenso to sell liquors Cold Deposits In tho Philippines At this distnuco and with tho slight exploratory work which has been ciinied on in tho Philippine islands tho miner als that can bo profitably exported are bust known Mr Georgo F Reciter in his recent investigation has given a very clear view of tho present mineral explor ation in tho Philippines aud has shown that gold is found in a groat number of localities in tho archipelago from north ern Luzon to central Mindanao In most cases tho gold is dotrital aud is found cither iu existing water courses or in deposits now deserted by tho cur rent It is said that in Mindanao somo of tho gravels aro iu an elevated position and adapted to hydraulic mining There aro no data at hand which indi cate decisively the valuo of any of tho placers but the fact that thoy aro washed largely with cocoauut shells for pans by the natives is an indication of either rich deposits or quite coarso gold In tho province of Abrat tho north ern end of Luzon thero aro placers and tho river Abra itself yields auriferous gravel In Le Planto thero aro gold quartz veins as well as gravels and hero also is tho best developed deposit of cop per ores although thoso aro also report ed from a great number of localities on the islands of Luzon Mudoro Capul Masbato Pauay and Mindanao This last island is practically
