Present Session of the Golden Rod
Legislature
Tuesday
The senate gave all its time Tuesday to
the consideration of the general appropria
tion bill A determined fight was made to
increase nearly every item as it came from
the house the strongest pressure being
made by the friends of the hospitals for the
insane at Lincoln and Norfolk the Insti
tute for the Blind at Nebraska City and
the Soldiers Home at Milford Mr Cald
well Republican of Nuckolls and Lee
Populist of Boyd led the opposition
in every attempt to increase the amount
appropriated by the house Sir Cald
well offered an amendment cutting down
nearly every item while Lee spoke
vigorously on every proposition It is the
first of the large appropriation bills to be
taken up There are three more yet to be
considered
Wheeler of Furnas offered a resolution
Tuesday morning which provides that dur
ing the forenoon session no member shall
be allowed to leave the house without the
consent of the speaker The resolution
passed in spite of a strong negative vote
The house by a vote of 51 to 18 refused to
advance any more bills to third reading

for the method of counties adopting town
ship organization and to divide the coun
ties into supervisor districts and defining
the powers duties and -election of super
visors The bill passed House roll No
277 Hulls bill authorizing and directing
the commissioner of labor to establish and
maintain a bureau of industrial statistics
and giving the commissioner or his deputy
the authority to enter factories workshops
and other places where hands are em
ployed to examine into the
health and welfare of the employes and
the hours of labor was passed House roll
No G01 was passed This bill repeals
sections 14 25 26 and 27 of article I of
chapter IY of the Compiled Statutes of
1895 relating to the taxes on live stock to
provide an indemnity fund and the dis
posal of the same House roll No 448 an
act to provide for riprapping the banks of
certain streams was passed House roll
No 289 to repeal the law authorizing the
appointment of supreme court commis
sioners failed to pass House roll No 519
to provide for testing gasoline was passed
without opposition
Wednesday
Two bills vitally affecting the railroad
interests of the state were placed upon
their passage in the senate on the 7th inst
The first one taken up was introduced on
February 8 by Representative Zimmerman
of York The bill was on the first vote
defeated but later this vote was reconsid
ered and the bill passed by a vote of 19 to
11 The other railroad bill taken up by the
senate was the one introduced by Beal of
Custer to legislate the Burlington Volun
teer Relief Department out of existence
The bill was killed by a vote of 16 to 15
The senate then went into committee of
the whole and worked until 630 oclock on
the general appropriation bill Amend
ments were made by the score but the bill
was finally completed and recommended
for passage Recess was taken till 8 p m
After recess the senate took up the salary
appropriation bill At 1030 oclock -the
committee had completed less than one
third of the bill Strong pressure was
made to raise nearly every salary included
in the bill The proceedings were almost
tumultous the chairman being unable to
keep order The salary of the governors
private secretary was raised to 2000 and
several other increases were made At 11
oclock the committee arose having com
pleted less than half the bill
When the order of bills on third reading
was reached in the house on Wednesday
the following bills were acted upon Sen
ate amendments to house roll No 842 were
read Soderman moved that the house re
fuse to concur in these amendments and
the motion prevailed House roll No 385
to correct the military code of the state
was passed by a vote of 68 to 15 House
roll No 578 to authorizo Douglas
County to vote 100000 bonds in
aid of the exposition was passed
House roll No 32 an act to prevent and
suppress the use and sale of cigarettes was
passed House roll No 263 to regulate
stock yards and fix commissions for selling
live stock therein was passed House roll
No 197 by Stebbjns to prompte agricul
ture on lands under irrigation in this state
and to confer original jurisdiction on
boards of county commissioners to fi rates
for the use of annual and perpetual water
rents was passed House roll No 199
Felkers bill to prevent the blacklisting of
employes by guaranty bond companies
failed to pass the vote being 30 to 52
House roll No 200 by Felker amending
the law relating to the iuspeotjem qf oils
and providing for a Jngher test passed
House roll No 563 Huls bill to provide
for the payment of principal and ipterest
on real estate mortgages was passed wjth
the emergency clause Op motion of Clark
of Lancaster it was ordered that all house
bills not already passed be indefinitely post
poned Senate file No- 2 by Hallpr to
prevent combinations among fire insurance
companies and providing penalties there
for was passed with the emergency pjause
stricken out
Thursday
The interest in legislative proceedings on
the 8th naturally centered in the senate
where the big appropriations and claim
bills are pending The forenoon session
was inaugurated wjth a wjld BppamWp tq
advance bills to a thjrfl reading All hope
of enacting any more senate bills into law
has been abandoned There were just
forty house rolls ready for final passage pn
the secretarys desk and the tedious prq
cess of reading and roll call was com
menced The senate went into committee
of the whole on house roll No 614 to make
amendments Two salaries in the au
ditors office had been raised whepSenator
Ransom moved to recommend tie bill for
passage as previously amended by tlje com
mittee of the whole The motion
carried and the committee ajose
On third reading house roll No 259 was
lost the vote being 9 for and 18 against
House roll No 614t the general appropria
tion bill passed by unanimous vote House
roll No 833 received 22 votes and was de
clared passed House roll No 134 passed
with the emergency clause House rqll
No 175 was passed with the emergency
clause Dundas alone voting in the nega
tive House roll No 625 was passed with
the emergency clause House roll No 241
was passed with the emergency clause
House roll No 529 was passed with the
emergency clause
After the opening exercises Of theliouse
Thursday morning a messenger from the
governor announced that the executive
had signed senate files Nos 145 157 187
and house rolls Nos 183 and 196 Bills on
third reading were taken up and put upon
their passage Senate file No 144 to
authorize the county judge in counties
having a population of over 25000 inhab
itants and who has been authorized to em
ploy one or more clerks to designate and
appoint one of such clerks to be clerk of
the county court Senate file No 199 to
provide for the disposition of the property
of dismembered school districts was
passed Senate file No 380 to define trusts
and conspirarcies against trade was
passed by a vote of 03 to 31
After recess the report of the conference
committee in reference to final adjourn
ment was again lead On motion of Pol
lard the report was adopted fixing the
time for adjournment at 12 oclock noon on
Friday Senate file No 261 to provide
against the adulteration of food and pro
hibit sale was passed Senate file No 117
to grant equal privileges to graduates of
the State University with graduates of
other educational institutions within the
state was passed Senate file No 305
amending the law relating to water rights
was passed Senate file No 94 to author
ize county treasurers to invest an amount
not to exceed 75 per cent of the sinking
fund in their respective counties in regis
tered warrants of the county at their face
value was passed Senate file No 6 amend
the code of civil procedure in regard to ju
ries was passed with the emergency clause
Senate file No 105 relating to the protec
tion of game was passed with the emer
gency clause Senate file No 41 provid
ing means by which cities and villages may
acquire public parks and improve the same
was passed without the emergency clause
Senate file No 136 provides that when
counties deem it necessary to build a court
house jail or other public county build
ings upon petition of one fourth of the
legal voters a special election shall be
called at which a special annual tax not to
exceed 5 mills may be voted to defray the
expense of creeting such buildings The
bill passed with the emergency clause
Senate file No 251 to extend the powers
of the state board of transportation was
passed A motion to allow employes of
the house straight time was adopted
Friday
Both houses confined all their attention
to the work of passing bills on third read
ing In the senate thirty six bills were
read the third time and all passed but five
Workwas commenced at 9 oclock and tho
monotony of the proceedings was broken
only by the roll calls The following are
the most important bills passed by the

House roll No 578 entitles Omaha to issue
bonds to the amount of 100000 in ajd of
the exposition and was passed wjthout the
emergency clause House roll No 61 by
Curtis of Douglas received the necessary
seventeen votos to make it a part of the
statute books It makes a slight
change in the law realtive to the
creation to new counties The salary
appropriation bill was passed and sent to

575 makes a slight modification in the law
of purchasing the supplies of the state in
stitutions and was passed House roll Nq
74 amending the irrigation law was passed

numerous amendments Claims for ste
nographers and attorneys fees in the
recent Douglas County contest cases The
house refused to concur in the amendments
and a conference committee was ajipojnted
The guaranty bond bills introduced iii the

legislature adjourned at twenty to 12 I
oclock noon Saturday after having been
continuously in session since January 5
Prom the time it met until it finally ad
journed the legislature considered 683
house rolls and 881 senate files Of
the aggregate of 1067 bills introduced
133 were enacted into laws and sub
mitted to the approval or rejection of the
governor Up to Saturday afternoon the
chief executive had not vetoed any one of
the 183 bills submitted to him Of the bills
sent to the governor eighty two were
house rolls and the remaining fifty one
originated in the senate

osing her grip on the island of Cuba
She has made heroic almost incredible
efforts to vanquish the insurgents but
aer efforts seem unavailing and far
rom making progress in the prosecu
ion of the war she finds her authority

while in the meantime she has weak
ened herself by costly sacrifices of
olood and treasure An interesting
summary of the conditions affecting the
sland recently appeared in the New
Fork Herald
When the war on the islands first
broke out the bulk of the Spanish peo
ple expressed sympathy with the in
surgents and this sentiment might ul
timately have forced the government to
a satisfactory settlement of the difficul
ty had not the threat of American in
terference and the filibustering aid al
most openly given the Cubans stung
Spanish prfde and united the Spaniards
almostto a man in the determination
d upholding the policy of the govern
ment
The substitution of Weyler for Cam
pos as commander-in-chief of the
Spanish forces in Cuba meant a -war of
stern repression and Weyler was given
full swing He was given an army of
more than 230000 men and still he has
not effected one victory of note nor ex
tended the Spanish sway in the re
volted province Rather epidemic dis
eases have decimated the Spanish
ranks In fact it has been admitted by
a Spanish officer that Spains losses in
Cuba by bullet machete and disease
have been doubled since the retirement
of Campos
Recently Weyler made an alleged
campaign in the province of Pinar del
Rio leaving a train of ruin behind but
he- did not direct his efforts against the
insurgents who were organized and in
the field he rather plundered and put
to death neutrals He knew that Gen
Rivera was awaiting him in the moun
tains with an army of 8000 men but
he shunned the insurgent leader and
to day Rivera virtually controls the sit
uation Weylers campaign was for
political purposes This is now known
in Spain and it is probable that Weyler
will be recalled probable even that the
present Spanish ministry may nave to
resign
