opposed to any agitation for f urtlier change in
our tariff laws except sucli as are necessary to

verse decision of the Supreme Court on the iu
como tax There would be no deficit in the
revenue but for the annulment by the Supreme
Court of a law passed by the democratic con
gress in strict persuance of the uniform de
cision of that court for nearly one hundred

foreign pauper labor to compete

We denounce the profligate waste of the
money wrtuig from the people by oppressive
taxation aud the lavish appropriations of recent

We detiounce the arbitrary interference by
rederal authorities in local affairs as a violation

soldiers we heartily endorse the rule ot Com
missioner Murphy that no names snail be arbi
trarily dropped from the pension roll and the
fact of enlistment and service should be deemed
conclusive evidence against disease aud disab il

We extgud our sympathy to tho people of Cuba
in their heroic struggle lor libertynd Indepen
dence
We are opposed to life tenure in the public
service We lavor appointments based upou
merits fixed term of olllce aud such an admin
ist ration of the civil service laws as will afford
equal opportunities to all citizens of aceriaimd

We declare it to be the unwritten law of this

For tlio purpose of voting bonds in the sum
ot 12500 for the purpuso of building and
furnishing a court house at the county seat in
Valentine Cherry county Nebraska
Notice is hereby given to the qualified electors
of Cherry county in the state of Nebraska that
whereas the county board of said county nt the
regular meet lug of said board held on the 6th
day of October 1896 at the court house in Valen
tine in said canity for the purpose of acting
upou and considering the question of issuing the
coupon bonds of said county for the purpose of
building aud furnishing a court house in said
county of Cherry and whereas the board
after due consideration believes that It would
be wise and expedient to issue said bonds
aforesaid and said board having found that tho
assessed valuation of tho taxable property of
said county for the year 1896 is 81219537 and
thatsaid county can be legally bonded for tho
sum of S125O0 and said board having ascertain
ed that the Jughest price bonds could be nego
tiated for was one hundred cents on the dollar
Now therefore notice is hereby given that on
Tuesdythe 3rd day of November next an
election will be held at the various voting
places in the several election precincta of said
couuty and tho qualified voters of said precincta
may vote upon ihe following proposition
Shall the county board of Cherry County in
the state of Nebraska issue th coupon bonds
of said county in the sum of SI2D00 for the pur
pose of building aud furnishing a court house
said bonds to take effect January 1st 1893 aud to
draw interest at the rate of five per cent per
annum payable semi annually on tue first days
of July aud January in each year until the
interest thereeu has been fidly paid the princi
pal and interest thereof being payable at the
office or the tho county treasurer of said jcountv
said bonds to btcome due on the first day of
January 1913 provided that the county board
of said Cherry county may at its option pay tho
full amount of said bonds at auy time after the
expiration of ten years from the date of their
taking effect And shall the county board of
Cherry county aforesaid annually levy upon the
taxable property of Cherrv county a tax suffici
ent to pay the interest and principal of said bonds
when due and shall said county board at the
last annual tax levy provided by law preced
ing the maturity of said bonds or preceding
the lime when they may dect to pay the same
subsequently to tlie expiration ot ihe ten years
a herein set forth levy upon the taxable
property of said comity a sum sufficient to pay
ilu principal and interest not otherwise pro-
