THE PATRIOTISM OF NORRIS
About the only thing which the
enemies of Congressman George W
Norris have been able to scrape up in
an effoj t to defeat his re election is
his refusal to vote for the Burleson
resolution to depose Speaker Cannon
Yet no act in their careers so em
phasizes the courage foresight and
sincerity of Congressman Norris and
his fellow insurgents as their refusal
to vote for this resolution
The republican congress had been
elected in 1908 on pledges that its
candidates would adopt a number of
progressive acts
When the Burleson resolution was
introduced although several months
of the session had passed nothing
had been done by congress to redeem
the pre election pledges Furthermore
it was plain that it was the intention
of the leaders of both parties to do
nothing
Had Cannon been deposed the re
publicans could not have agreed upon
any man of their own party to fill the
GEORGE W NORRIS
Congressman from Fifth District cf
Nebraska
speakers chair The democrats be
ing in the minority would have beei
unable to name the speaker
Consequently the huse would
have been in a deadlock and none o
the things for which the insurgent
were fighting could have been ac
complished
This was exactly what both demo
cratic and republican standpatters
wanted to happen Following events
thoroughly established the fact
Had Cannon not known the natur
of the resolution that was about tc
be presented he would not have rec
ognized Burleson It was only be
cause Cannon and the standpat lead
ers wanted to bring about a condition
that would absolve them from their
obligation to redeem their pre-election
pledgeB that Burleson was rec
ognized that his resolution was in
troduced and read and that it wai
brought to a vote
During the progress of the ballot
standpat republicans did their best
to anger the insurgents in order to
make them lose their heads shook
their fists in the faces of the insur
gents called them cowards and dared
them to vote for the removal of the
speaker
In spite of all this and with the
knowledge that their actions would
be misconstrued at home the in
surgents stifled their inclinations to
wreak personal vengeance upon the
one who had been their tormentor
and like cool headed patriotic rep
resentatives they opposed the pass
age of the resolution and rendered
possible the accomplishments of the
latter part of the session the enact
ment of the railroad regulation bill
the postal savings bank bill the bill
providing for the publicity of cam
paign contributions in short all the
progressive legislation that was en
acted
The Insurgents should be praised
not blamed for their self control In
such a trying situation
The country reaped great benefit
not only in the progressive measures
that were passed but in the fact that
when the time was ripe Norris was
able to pass his resolution which de
prived the speaker of the czar like
power which he had before
Cannons removal would have been
the gratification of a whim only and
would have been most unpopular
But Norris and the Insurgentswere
not making their fight to acquire
popularity
They were fighting for the right
and the country owes themmuch for
doing what they believedwas for the
best Interests of their constituents
when they knew that their actions
would be subjected to the closest
scrutiny and would undoubtedly ba
