Pursuant to the cull of tho National
committee issued December 7 1907 tho
Republican electors of tho statu of Ne
braska aro hereby called to meet in con
vention in tho city of Omaha on Thurs
day March 12 1903 at two oclock in
tho afternoon for the purpose of select
ing four delegates at largo and four al
ternates to tho Republican National
convention to bo held in tho city of
Chicago June 1G 190S for tho nomina
tion of candidates for president and vice
president of tho United States
Tho basis of representation of tho sov
oral counties in said state convention
shall bo tho voto cast for Honorable I
II Wilson for presidential elector at tho
genoral election held for November 8
1904 giving one delegate for each one
hundred fifty votes and the niaj jr frac
tion thereof so cast for haid II II Wil
son but each count to be entitled to at

authorized to cast tho full vote of their
delegations
Attentiou is called to tho method pro
vided for by tho resolution of tho state
committee giving tho Republican elect
ors in each county whoro desired an op
portunity to oxpress thoir preferenco for
candidate for president of tho United
States which plan of expressing said
preferenco has been forwarded to each
county chairman
Attention is also called to Section 3 of
Rulo VI adopted by tho said state com
mittee providing for tho filing of cre
dentials and which rulo is as follows
Credentials of delegates to conven
tions shall bo filed with tho secretary of
the state central committee at least fivo
days before tho dato of said convention
Pursuant to said call of tho National
committee and tho laws of Nebraska
tho several congressional committees
aro instructed to proceed in tho usual
manner to name a time aud place for
holding their respective district conven
tions for the election of two delegates
and two alternates from inch of said
congressional districts in conformity
with tho requirements of the call of tho
national committeo tho same basis of
representation being used in tho several
counties as is herein provided for the
state convention It is recommended
that tho same place and date bo selected
by said congressional committees for
holdiug said district conventions as
have been selected by this committeo
for tho state convention

of the superior court of Cincinnati In 1S90 he was appointed United States
solicitor general in 1S92 he became United States circuit judge In March
1900 he -went to the Philippines to organize the American government there
Feb L 1904 he was appointed secretary of war He has- rendered conspicu
ous service in the Philippines in negotiations with Pope Leo in Cuba in
Panama and to American Interests throughout the world

order to give quicker reports on samples
of seed submitted by farmers and seeds
men in Nebraska and adjoining states
where the time required for mail to go
to Washington D C and return fre
quently causes serious delay As the
facilities for work will be limited for the
present it is suggested that only those
samples be sent to the Nebraska labora
tory on which quick reports aro desired

Adopted Governing Expression of Choice for a Republican
Candidate for President
Firt The chairman and secretary of tim state oominittro aro hereby in
structed to have printed a sufficient number of official ballots which ballots shall
contain tho names of all announced candidates for tho Republican nomination for
President of the United States and two blank lines immediately under tho names
of the candidates where any elector may write in tho namo of any person for
whom he desires to vote whoso namo does not appear on tho ballot Slid ballot
shall contain the words Official Ballot and tho words Preference for candi
date for President of the United States with a square opposite each namo and
opposite each blank line and shall contain the words Voto for One and be
ananged as tho official ballots in the elections aro arranged except as to the
position of the names on the ticket In printing ballots tho position of tho names
of tho candidates thereon shall be changed on each 500 ballots so that tho candi
dates shall alternate as to the first position on uaid ballot
Second The vote for preferenco for a candidate for President shall be taken
in each precinct at the time of holding the caucus or primary for tho selection of
delegates to the county convention which shall elect delegates to the state conven
tion to be held in the city of Omaha on March 12 1908
Third Upon the request of the central committee of any county official
j ballots shall bo sent by the secretary of the state committee to the chairman of
such county committee who shall send the precinct committeeman at least five
days before tho caucus or primary is held in siid preciuct the ballots for such
precinct
Fourth At the time of holding the caucus or primary in each precincta
separate ballot box shall be furnished for said baiiots
Fifth All qualified Republican electors shall have tho right to vote their
preference for President at said caucus or primary
Sixth Before any ballot is delivored to tho voter tho chairman and clerk of
the caucus or tho judges of the piimary shall write thoir names across the back cf
said ballot
Seventh Tho clerk of tho primary or caucus shall maka a list of the names
of the voters voting their preference for candidates for presidenf which list to
gether with the ballots cast and tho tally sheet shov mg the tallied vote cast
shall within 24 hours after said caucus or primary bo transmitted to the chair
man of the Republican county committee of tho county wherein said precinct is
located
Eighth Within five days of the time of holding such caucus or primary the
chairman of the county committee shall appoint two Republican electors of said
county to canvass the vote on said preference and the result of said canvass with
the certificate of said canvassers shall beat at once transmitted by mail to tho
chairman of the state central committee at Lincoln Nebraska
Ninth The chairman of the state central committee shall at oncp tnlmlnf
tho voto so received and transmit by mail to the chairman of the congressional
committee in each district a statement showing the voto on presidential candi
dates in each county in his congressional district and the chairman of the state
committee shall deliver to the chairman of tho state convention to be held in the
city of Omaha on March 12 1903 a statement snowing tho vote received bv him
on presidential candidates mm all the counties in the stale
