at2250 and a sufficient quota of other clerks and em ployes All classes of postmasters un der the bill shall receive deposits from the patron of their oflice to draw inter est at the rate 26 per annum first and most undeniable fact in the whole situation is that President Roosevelt has brought about a radical change and a most wholesome change the attitude of the people of the United States toward wealth as a political pow er It is almost literally true that six years ago no proposition to which tho great corporation interests of the coun try were strongly opposed was looked upon as having any practical chance of being realized so long at least as the Republican party remained in power and that seemed a practically endless period The killing or maiming or stifl ing of bills of this kind in committee was a foregone conclusion and the only answer to protests was Tweeds old query What are you going to do about it Mr Roosevelt has changed all that He has driven into congress the idea that measures behind which can bo massed ajpowerful public senti ment can be forced through congress by a resolute president And tho moral effect of this political emancipation has been far more important than its polit ical or economic effect it has through out the country straightened the con viction that the right or the wrong of a proposition and not the power of the purse is what must decide its for a Republican Candidate for President First The chairman and secretary of the stato committee aro hereby in structed to have printed a sufficient number of official ballots which ballots shall contain the names of all announced candidates for the Republican nomination for President of tho United States and two blank lines immediately under tho names of the candidates where any elector may write in the name of any person for whom he desires to vote whose namo does not appear on tho ballot Said ballot shall contain the words Official Ballot and tho words Preference for candi date for President of the United States with a square opposite each name and opposite each blank line and shall contain the words Vote for Ono and bo arranged as the official ballots in the elections are arranged except as to tho position of the names on tho ticket In printing ballots the position of the names of the candidates thereon shall be changed on each 500 ballots so that the candi dates shall alternate as to the first position on said ballot Second The vote for preference for a candidate for President shall be taken in each precinct at the time of holding the caucus or primary for tho selection of delegates to the county convention which shall elect delegates to the stato conven tion to be held in the city of Omaha on March 12 190S Third Upon the request of the central committee of any county official ballots shall be sont by the secretary of the state committee to the chairman of such county committee who shall send the precinct committeeman at least five days before the caucus or primary is held in snid precinct the ballots for such precinct Fourth At the time of holding tho caucus or primary in each precinct a separate ballot box shall be furnished for said ballots Fifth All qualified Republican electors shall have the right to vote their preference for President at said caucus or primary bixth LSefore any ballot is delivered to the voter the chairman and clerk of the caucus or tho judges of the primary shall write their name3 across the back of said ballot Seventh Tho clerk of the primary or caucus shall make a list of the namea of the voters voting their preference for candidates for president which list to gether with the ballots cast and the tally sheet showing tho tallied vote cast shall within 24 hours after said caucus or primary bo transmitted to the chair man of the Republican county committee of the county wherein said precinct is located Eighth Within five days of the time of holding such caucus or primary tha chairman of the county
