Eldred Attorney Lincoln Letter Lincoln Nebraska December 7th 1903 The open season for prairie chicken grouse and quail closed in Nebraska on December 1 dealers being allowed until December 6 to dispose of the birds on hand Game Warden Carters semi annual report which will be issued shortly will show that the fees and fines collected this season exceed those of any previous season also that the income of the office has been more than sufficient to de fray the department expenses not including those of the state fish hatcheries through which no in come of any nature is derived In lieu of the usual statistical map which will not be issued this year the bureau of Labor and in dustrial statistics will issue a ser ies of monthly reports in pamphlet form the state printing board having decided to allow not to ex ceed 25 per month for that pur pose Commissioner Bush is corres ponding with the iabor depart ments of Iowa Missouri South Dakota and Kansas for the pur pose of organizing an inter state association which it is though will facilitate the employment and transportation of farm hands es pecially during harvest time when it frequently occurs that hundreds of men lie idle in one state while their services are demanded in another and later on in the sea son conditions are transposed By co operation instead of com petition between the states it is thought that the transient labor can be shipped from one point to another as the season advances thus giving the men steady em ployment for many weeks and greatly facilitating the harvest in all sections The semi annual apportion ment of the temporary school fund will be far in excess of what it was last year during the corre sponding months Treasurer Mortensens monthly statement just issued shows 24696678 in the fund at the end of November which sum will be swelled to something over 250000 when the apportionment is made During the whole of Treasurer Mortensens term interest rates have been at the lowest ebb a condition which if entirely satis factory to Nebraskans in all other respects is not calculated to in crease the earning capacity of the permanent school fund B y keeping every penny of the per manent fund invested Mr Mor tensen has been able to make a most handsome showing on prev ious apportionment days and it is most gratifying to learn that the December disbursement probably will exceed that of a year ago by something like 18000 Adjutant General Culver is outlining plans for a series of practical as well as interesting ex periments with the heliograph apparatus furnished to the signal corps at Fremont by the govern ment and with which the Ne braska boys scored such a remark able success at Fort Riley General Culver states that the Nebraska corps already has ac complished everything that is re quired of similar organizations in the regular service either at manoeuvers or in time of actual war but that he will not be satis fied until Nebraska has set a new mark for long distance communi cation with the heliograph utiliz ing the suns rays by day and electricity by night A little flash light conversation between a detail located in the dome of the state house and a squad occupy ing an elevated station at Fre mont is one of the tasks which the corps will be expected to un- take Oil Inspector Church tells a most cheerful story of what has transpired in his department dur ing the last six months Sub tracting 556645 the total ex penditures for all purposes from 896190 the gross receipts Mr Church finds that the department has given the state a net profit for the half year of 339545 The November report which is not included in the above state ment shows 2281 10 in receipts more than double the average monthly income for the rest of the year BAKTLEY One of Mr Sipes
