H H • • > - I fit gggook lUfoy. H ' By F. M , KIMMELL. H Official City and County Paper. W Affairs in West Virginia nro likely 1 to grow very interesting. The republi- H can members of the legislature have do- 1 eided not to obey the call of Gov. Wil- H son fqr an extra session , denying his " right to the title and power. What the M democrats will do to offset this has not H yet been settled but lively times may be M expected beforo the affair is settled. B The Now Jersey Legislature-has made fl a mistake in repealing the local option W portion of the high license bill passed M by the last Legislature. It is in line m with the theory of popular government H to allow communities to regulate the m liquor question for themselves , and the fl plan has been attended with satisfac- M tory results wherever it has been tested. H Judge Ney of Dubuque is a demo- B crat and he astounded his party friends m the other day in his charge to a grand W jury in which he impressed upon that W body their duty to indict any or all M persons found guilty of making cider or M otherwise violating the Iowa prohibitory 1 law , and ordered them to present any M county officer or justice ot the peace M who had offended in the cider making H business. H Mb. Whitelaw Heid , editor of the H New York Tribune , has been nominated H by President Harrison to be Envoy H Extraordinary and Minister Plonipoten- H tiary of the United States to France. H This may lie regarded in the light of a H compliment to the profession of which H Mr. Reid is a representative , and the H appointment is a substantial recognition H of the service which the New York H Tribune rendered the Republican cause H in the last Presidential canvass. H The announcement that Hon. Walter H Q. Gresham will soon be promoted to H the supreme bench will be received with H general approval by the people. No H man on the bench has done more than H he to curb the power of corporations H and uphold the rights of the masses H against the aggressions of monopoly. H A jurist of superior ability and unques- H tioncd integrity , his elevation to the su- H preme bench would be one of the most H popular acts of the new administration. H The New Mississippian admits with H the same reluctance that a yellow fever H district admits the presence of the pesti- H lence , that the negro population of Mis- H sissippi is increasing in a much greater H ratio than the white population , and says M that the census of 1880 disclosed the B presence in that state of 653,000 color- B ed people against 481,000 whites. The B colored majority will be increased ac- B cording to the prediction of the Missis- sippian from 162,000 in 18S0 to 357 , - 000 in 1890. B The New York Herald admits , after B two weeks experiencejf General Harri- B son in the white house , tbat he is the B president. It is noi Mr. Blaine or any B other man that does the thinking and B the acting for the chief executive. The B Herald is probably right. It looks very B "much as though Harrison is the prcsi- m dent. And he does not make any boast B of it or indulge in pyrotechnics to call B people's attention to the fact that he B isn't afraid of anybody. Once there B was a president who made on appoint- B ment to a big office just to show that he H wasn't afraid of Eoscoe Conkling. It B was not a good thing to do. People m distinguish pretty readily the difference B between spectacular bravery and the H real thing. H The enterprise of Kearney is a model H which more pretentious cities in Nebras- H ka can copy without infringing on the H patent. Por five years the residents H „ have been a unit in every movement to H advance the interests of the city. They H did not ask for outside assistance until H they had advantages in turn to offer for K the investment. The great canal , which B furnishes a waterpower unequalled in H the westis a monument to their energy. B They did not" build better than they B knew. They estimated the cost and ] B the benefits to accrue and backed their B v judgment with their money. They "cast " B. their bread upon the waters , " and east- B ern capital is now flowing in at a rate B that promises to make Kearney in fact j B , as in name , "the Minneapolis of the 1 Mr ' west" ; iv General Goff , rightfully governor- V elect of West Virginia , is not seeking . ' ? ] a federal office. He has a great right < t to defend , and he proposes to exhaust ' ai every legitimate effort to maintain it. . ! General Goff will have the respect of ] his party and of the country in doing k\ " this. He would worthily fill any office i | the administration might give , and un- j j - doubtedly the usurping democratic poli- ] li ticians of West Virginia would welcome j | ; his acceptance of an office under the . * government , but he is not the sort of a j . man to abandon the republicans of his < I . state and leave the field to the enemy j | - after they have been fairly beaten. It j f. was little less than an insult to suppose < ' - General Goff would accept a federal of- ( | l fice under existing circumstances , and < & those who suggestedit know little of his ( & courage and fidelity. p ' A COMPILATION of the treaties and ] K. conferences of the .United States with ] st' foreign pdwe rs , from the birth of the * Ip republic up to the present time , will • | t shortly be issued by the public printer j KT , at Washington. It will be a volume of ] 5 * great interest , and will embody the Bsf thought of many of the best minds ffk * which have aided in shaping the destiny 1 Kg , of the nation. The record shows that \ jatj the United States has been foremost ( Kr ' among the powers of the globe to set- m - tie all of its differences with foreign na- ] Wte _ " tions in such a manner as to avoid a u W ' Vi * " conflict of arms , and ranks as the leadj fe ! * * ' ing peace-maker among all of the great mg , forces of modern civilization. This < R- * ' distinction is all the prouder in view .of J fe ; - the fact that the United States has al- g J- ' ' " ' ways proved itself equal to any emer- Mt& * gency'of war , when such an exigency j W& < - has been thrust upon it , iW vigil SBbBHBHHbbbbbbbSISP ' - & * -1 * % - t f t ' ' . • ' si f , • * 4 - v „ . . • • ' • . + - * A CITIZENS'CAUCUS. z A caucus of the citizens oi McCook is hereby called to bo held in Menard's Opera Hall on the evening of Thursday , March 28th , at 7:30 : , mountain time , for the purpose of placing in nomina tion candidates for the following offices : One Mayor. One Olerk. One Treasurer. One Councilman , 1st ward. One Councilman , 2d ward. One Councilman , 2d ward , to fill va cancy. Two Members Board of Education , 3-year term. Many Citizens. Work on the Nicaraugua ship canal will commence at once. Operations will begin at Greyton , the eastern ter minus of the inter-oceanic waterway. The harbor will be deepened and a rail road constructed across ten miles of swamp into the interior until the up lands are reached. There the quarters of the workmen will be built , the rail road being used to convey them to and fro to their work. The forests will be cleared away the whole length of 'the line , and a telegraph line constructed across the isthmus. The company has caused to be made a plaster Paris cast as it will be finished , giving a fac smile of the cuts and fills and the physical geography of the route. It is thirty feet long and will be taken to New York to remain on exhibition at the com pany's central office. A new disease has made its appear ance at Evansville , Ind. , but so far only one man has been effected. This dis ease is called aphasiaj or loss of the use of words. It is a very peculiar and un usual disease , and the patient , while knowing the name of the object he wishes to call , cannot recall the word until someone does the same within his hearing , and a moment later it is forgot ten again. Somotimes this peculiarity is followed by a loss of speech alto gether. This disease , if it can be so called , is noticeable slightly in many men who cannot recall the name of a familiar object or of a friend , but in its aggravated form is very unusual. Lops of vitality is probably the cause. Simon Cameron has just completed his 90th year of age , Georse Bancroft is 89 , Theodore D. Woolsey 8 8 , Neal Dow 85 , David Dudley Field 84 , John G. Whittier , and Hamilton Fish , Jefferson Davis and Robert C. Winthrop , over SO , while Oliver Wendell Holmes , Hannibal Hamlin , and at least a dozen other persons known all over the coun try are bordering on the four-score year mark. These individuals furnish living evidence of the falsity of the assump tion that the American type of manhood is physically deteriorating. The Canadian fire-eaters improve every opportunity to insult the Ameri can flag and spurn the hand of concilia tion. A vigorous spanking is necessary to reduce the abnormal bump of a na tion of lunatics. Co mmissioners' Proceedings.
