THERE is no means by which the
law can reach this impudent Canadian ,
who makes light of human suffering if
he can circulate a hoax to keep his
name before the public. There is only
one thing to do , and that is to boycott
him. Let the press refuse to print the
silly stuff which he prepares for auver-1
tising and let the name of Wiggins be j
forgotten by human tongues. He has
done enough mischief and had enough j
free advertising. Put on the boycott -
and let us hear no more of Wiggins. [

TIIEHI : is a strong temperance ser
mon in the story of a child born in
New Jersey apparently drunk. The
mother was shocked , it seems , by see
ing her husband intoxicated , as she
looked through the window of a bar
room , attracted by hearing his voice.
She was so greatly shocked that when
her child was born it had all the symp
toms of intoxication. When it came to
walk it staggered , aiid when it leurnetl
to speak it sutterance was thick and
drunken. If
intemperance can pro
duce this effect its horror.are added
to. This child must go staggering and
stuttering through life , although he
may never drink a drop of liquor.

soldiers and guns are going to the front ,
Bulgaria is proceeding with her elec
tions despite the contrary wishes of the
czar and the presence of his emissar } * ,
Austria is cordial with Anglo-Turkish
allies and IJussia will have to fight for
a single loot of the territory lately rul
ed by Alexander. Russia will not
fight. His most royal highness' will
back down and play a waiting game.
He can't afford to fight - England , Aus-
tria and Turkey. The alliance uf
France can do him no good. Germany
is a standing guarantee that France
keeps the peace. France is a tolerably
sure preventive of Germany going to
war. There will be no European war.
The support of the Turk by England
makes him perhaps not fearless of the
Russian , but at least renders him less
