THE President's message on the labor
trouble is written in most excellent spir
it , but his observations are better than his
recommendations The idea of arbitra
tion is based on the choosing by the con
tending parties of fair-minded men to
represent both sides. The plan recom
mended by the President fails to take
cognizance of what disputing parlies re
gard as most vital in arbitration.
GREECE is still daring the distracted
Turks to knock that Thessalonian chip
off her shoulder , while Hussian intrigue
is urging on the controversy in the hope
of precipitating another war in the
Balkans , llussia is now reWy to hurl
the firebrand into the powder house of
European politics , while France has re
tired from her old-time role of the dis
turber of the peace of the continent.
THE supreme court of Pennsylvania
has affirmed the decision of the lower
court that the Bell Telephone company
is a common carrier , and as such is
bound to furnish its instruments to the
public without distinction and at a com
mon rental. This is a sensible and a
just decision which will be generally
commended as in full accord with public
interests , while it is in lino with a score
of other decisions defining the duties of
common carriers
THE right to strike must sooner or
later be defined as beginning and ending
with the right to quit work. It can not
be stretched-to include the right of ob
struction to persons who wish to take
vacant places , or destruction to the
property of former employers. Within
these limitations a strike is lawful , and
when it is not also wise the burden of
folly will be upon the strikers. St.

Mil.GLADSTONE'S splendid confidence
in the ultimate result of his home rule
and hind purchase measures is inspirit
ing his followers to such a degree that
the defeat of these measures on their
second reading is by no means certain.
'J he [ rish press is filled with grateful
eulogiums on the only English states
man who has had the moral courage to
draft such radical reform measures and
the magnificent gift of orator7 to urge
with convincing arguments their accept
ance upon a prejudiced and stubborn
constituency.
Mu. OAKLAND informs the world
under the solemnity of an oath , that he
has never won any money at poker ,
though he had addressed himself to that
branch of statesmanship with a good
deal of assiduity. As Mr. Garland is
from Arkansas , instead of Kentucky ,
it is perhaps as well that the committee
did not question him as to the success
of his ventures at seven-up. What the
thorough-bred Kentuckian is to poker ,
that the Arkansas gentleman is to short
cards.
THE Quinn Bohanan case has now
become of national interest. The su
preme court at Washington has decided
to hear the arguments , on the question
whether a citizen of the United States
can be placed twice in jeopard } ' of his
life. Bohanon , it will be remembered
was convicted of murder in the second
degree , appealed his case and on a sec
ond trial was convicted of murder in
the first degree and sentenced to death.
His counsel appealed to the supreme
court on the constitutional question
whether his execution would not be un
justly depriving him of life. The ap
peal was opposed on the pait of the state
on the ground that the court had no
jurisdiction. The court overruled the
motion to dismiss and Quinn will now
be given another chance for his life.
Whether he escapes the gallows or not ,
lie is probably convinced by this time
that it is a dangerous experiment to kill
n fcllowman because he spelled peddler
accoiding to Worcester's unabridged.
ONE day a Boycott strolled into the
tool-house and sat down for a chat. The
