of Stephen Dodson , charged with per
jury in a timber claim case at North
Platte. Also one for Oscar S. Keutz ,
charged with perpetrating the same of
fense at the land office at McCook.

THE refusal of the President to ac
cept the resignation of Dr. Hamilton as
Surgeon General of the .Marine Hospital
is the best possible solution of a prob
lem which promised to be annoying , if
not difficult. The office is in no sense
political and the President's refusal to
so consider it will do much toward giv
ing his wise action the position of a
precedent.
A LATE return of the population of
Dakota places the number at 415,000
of which Northern Dakota has 152,000
.antf&outhcrn Dakota 263,000. During
the last year property valuation lias in
creased at the rate of nearly 24 per cent ,
a marvelous increase for a region which
but a few years ago was considered an
almost uninhabitable wilderness. It is
expected that another effort will be made
during the coming session of Congress
to have the Territory admitted as a State.
This object can doubtless be attained ,
but not until both sections have buried
their local jealousies and united in the
demand. There may be room in the un
ion for new states of respectable size ,
importance and intention , but there is
no room for pocket states , like Nevada ,
in which scnatorships shall go out to the
highest bidder and election returns shall
be manufactured to order.
A REMAHICABLE race development is
taking place in Canada. As known to
'every school boy , the present dominion
jbelonged to France up to 120 years ago ,
'jwhcn it was formally ceded to England.
At that time the French population
numbered 05,000. Now there are little ,
if anless than two millions of French
iu Canada. They have preserved their
language Tind religion. They are more
devotedly French than the natives of
Paris and more Catholic than the most
ultramontane of cardinals. They have
increased in numbers at the compound
rate of 30 per cent ever } * decade. They
have crowded the Englishmen out of
Quebec and Montreal. Those provinces
are French and not English. Give this
people education and the forces that go
with it , and the future reading of his
tory is sure. There will be one of these
days an independent nation of Canadi
ans , and the .nation will be French in
language and tradition , Catholic in re
ligion and republican in politics. A
strange anomaly of people , but it will
come. But a little while and the num
bers of the French-Canadians will be
overwhelming in spite of their ignorance.
Now there are but 80,000 English in
the province of Quebec , out of a popu
lation of a million and a halh The Eng
lish element is moving out of Canada
to the United States and will eventually
abandon the country to the fast growing
