Lieuten ant George Lee Febiger was one of the youngest olllccrs in the army , being in his 24th year. He was a native of New Orolans and served as first lieu tenant and afterward captain of ihe Ninth volunteer Infantry during the Spanish war. In the following July ho was appointed second lieutenant in the Thirty-third volunteer infantry and because of his military prollclency ne was promoted to a first lieutenancy August 21 , 189p , and accompanied his regiment to the Philippines In the fol lowing month. WASHINGTON , Oct. 27 In diplo matic quarters theie is felt to be some significance In the fact that France , Russia and Japan , ascll as the United States , have not yet accepted the invitation to accept the principles of the Anglo-German alliance. It 1 understood that this non-action of the powers is not duo to any concerted movement among them , although each appears to be halting on the third clause. A diplomatic official said to day on mature consideration of this third clause It was seen to Involve two constructions , first , that if any power took territory In China as a re'- suit of the present trouble then Ger many and Great Britain would also take territory ; or , second , If any conn try took territory in China , Germany and Great Britain would seek to pre vent this act or otherwise Jointly act ngainst the country seeking to extend its domains. Either construction , It was pointed out , was such that tlm powers not party to the agreement could not be expected to bind them selves to Its acceptance. Under these circumstances It Is said the powers w-ouhl probably seek to learn Russia's views on the third clause , as Russian approval would probably remove the idea that thoio Is any possible menace intended. In a pic- turesqu" Mttlo cemetery where gener ations of Mansfield's builders sleep llo tonight the remains of John Sherman , senator and btnteannn. There today all that Is mortal or the former secre tary of state was laid to rest with cere- monirs that weie impressive , yet sim ple. All Ohio contributed laurels to the Illustrious dead , and representing the nation wore President McKlnlcy , Elihu Root , secretary of war , and other Washington olllclals. The city was draped In mourning. Every busi ness house closed at 2 o'clock and the schools were dismissed that the pupils mrght attend the services at the Grace Episcopal church , whore , half a cen tury ago. John Sherman Hist wor shipped am. where for years he was a vcstrj man. From the funeral train , which ar rived at 10:15 : a. in. , the remains were escorted to the church , through streets that were thronged with citizens and thousands who had gathered hero from other places. The route was marked in the i-.irly morning with many political banners eulogistic of national and state candidates of the various parties , but as a mark of respect to the dead all these were removed before the pro cession began. In the line of march were two companies of" the Eighth ' Ohio volunteers who 'fought In the Spanish war , while , Hanking the lieaiso Wns a so.uad of forty-two sur vivors of the famous Sherman brigade , all gray and bent with ago. At the chunh the casket containing the re mains was removed to a place just In front of the chancel , where it was banked with floral offerings of great richness. One of these tokens was a wreath of white roses and carnations brought from the White House by President McKinley. Another was from the Richland Bar association and another was the offering of the corpor ation of Mansfield. Theie were scores of othcis from many parts of the coun try. The aitar Itself was draped in white at the recuest of the family. From the church the cortege moved on Main street to the cemetery , a mile distant. At Central Park the proces sion passed under an immense arch of mourning on which was emblazoned In gilt letters. "Tho Nation's Loss. " Heading the column was the Mansfield band with white plumed helmets and just behind them the Eighth Ohio vol unteers. In a carriage near that occu pied by President McKinley were three men who were delegates to the first convention that ever nominated John Sherman for congress. In 1851. They are M. L. Miller. Those notices are the same as those previous ly posted by the company nt Its mines In the WUkesbarro district , where the sliding scale never existed. There was much rejoicing tonight when the announcement wan inudo that the coal strike was at an end in so far as it concerned the collieries where the conditions demanded by the miners hod been compiled with. The news spread quickly and good tele grams began to arrive at headquarters , Most of thorn congratulated Piesldcnt Mitchell on the successful ending of the contest. Everywhere lu the region local unions had been awaiting the news and in u moment after the decision of the conference was reached the three district prcsldcntn began telephoning a synopsis of the statement to every mining town In the coal Holds , By this means the whole region heard the news In ? short time. The inino workers of this district firmly believe that all the operators against whom the strike hat ! not been declared off w'll ' concede the demands of the minors by Monday. In fact It was said by one of the higher officers of thn union that the statement wan not drawn up until positive assurances had boon received that the other com panies would comply with the dc- nuindH No such assurance , howeVer , was received as far as could bo learned from G. B. Markle & Co. in thin dis trict , which Is the only company that has not onercd an Increase In wages. President Mitchell declined to say any thing In reheard to the Markle com pany's position other than that the mine workers' offer was so fair that ho could tnmk of no valid reason why that company should not give that which the miners ask The United Mine Workers' head quarters will probably bo closed next week. President Mitchell will bo in Scranton on Saturday to participate In a broker bovs' demonstration , af ter which ho will make a tour of the entire anturaclto region. Plans have been mapped out for Jol lification meetings In various parts of the coal fields. Minister Conger has been authorize 1 by his gov ernment to begin negotiations at once with the Chinese envoys on the basis of the points In the French and Qcr- man notes upon which all of the pow ers are agreed.
