Dewey In Washington the flrat week In

arrival at the capital will mark his real
homo-coming to the American people ,
where the officials of the government
will participate , and the magnificently

be presented. To that end all the ar
rangements will be of a slmplo but
moat dignified character. The Welcome
to the hero of Manila at the national
capital will probably occur on Monday ,
October 2 , althoiigh the date will de
pend upon the length of the celebra
tion In Now York , which Is still un-

settled. The principal features of the
reception in Washington , as planned
by the citizens , with the co-operation
of the president and cabinet , will bo
two in number the presentation of the
sword voted by congress and a night
parade. A public reception at the
white house will be followed by dinner
to the admiral by President McKlnley.
The sword will be presented by Secre
tary Long , at the east front of the capItol -
Itol , In the presence of Mr. McKlnloy
and all the members of the cabinet ,
late lu the afternoon , while the parade ,
consisting of organizations of all kinds ,
will be accompanied by an illumination
of the city on a scale of beauty never
before witnessed in Washington.
The different features of the prepara
tions are in the hands of a central
body of citizens and eleven commit
tees , embracing in all over a thousand
people. Preparations for the celebra
tion have been in hand for over a
month.
The Baltimore and Ohio railroad and
other railroads entering Washington
have agreed upon cheap rates for the
celebration , and the committee expects
that there will be an outpouring of pa
triotic citizens almost equal to the in
auguration of a president.

In Paris , was run down In a shrewd
way. He was known to be exceedingly
fond of a pet parrot , and the police
were Instructed to look for a loqua
cious bird of this kind. After a week's
search the talkative parrot was dis
covered In the Montmartro district.
The police kept a close watch on the
house , and in time the criminal ap
peared to have an affectionate chat
with his bird.

EVOLUTION OF WALLPAPER.

rious kinds of printed fabrics were
known to the people of most remote
antiquity It was not till the eighteenth
century that wallpaper anywhere near
its present form came into common
use In Europe , though It appears to
have been used much earlier in China.
A few rare examples which may bo as
early as the sixteenth century exist In
England , but these arc Imitations , gen
erally In "llock , " of the old Florentine
and Genoese cut velvets , and hence the
style of the design In no way shows
the date of the wallpaper , the same
traditional patterns being reproduced
with little or no change for many
years. It was not till the end of the
last century that the machinery to
make paper In long strips was Invent
ed.Up to that time wallpapers were
printed on small square pieces of hand
made paper nnd were very expensive.
On this account wallpaper was slow In
superseding the older mural decora
tions , such as tapestry , stamped
leather and paper cloth. A work
printed in London In 1744 throws some
light on the use of wallpapers of that
time : "The method of printing wall
papers of the better sort is probably
the same now that it has over been.
Wooden blocks , with the design QUt in
relief , ono for each color , are applied
by hand , after being dipped In an
elastic cloth sieve charged with wet
tempera pigment , great care being
taken to lay each block exactly on the
right place , so that the various colors
may 'register' or get together. In or
der to suit the productions of the pa
per mills these blocks nro made in
England twenty-one inches wide , and
In Franco eighteen inches wide. The
length of the block Is limited to what
the workman can easily lift with ono
hand two feet being about the limit ,
as the blocks are necessarily thick anti
in many cases made heavier by being
Inlaid with copper , especially the thin
outlines , which , if made of wood ,
would not stand the wear nnd tear ol
printing. In 'flock' and gold or silver
printing the design is first printed in
strong size , the flock ( finely cut wool
of the required color ) or metallic pow
der Is then sprinkled by hand over the
paper ; it adheres only to the wet size ,
and Is easily shaken off the ground or
unsized part. If the pattern Is re
quired to stand out in some relief the
process Is repeated several times nnd
the whole paper then rolled to com
press the flock. Cheaper sorts of paper
are printed by machinery , the design
being cut on the surface of woodor
rollers , under which the paper passes

that all the colors are applied rapidly
ono after the other , without allowlnf
each to dry separately , as is done ir
hand printing. A somewhat bltirret
appearance is usually the result. "
Increase of Population.
Some interesting statistics In regan
to the Increase of population have Jusl
been compiled by Sir Robert Giffon , o
distinguished English expert on this
subject. He shows that England now
has possessions on all five continents ,
and that a quarter of the population
of the entire earth Is subject to her
suzerainty. The extent of territory
owned by England amounts to 13,000-
000 square miles , and on this immense
tract is a population of 42,000,000.
During the last twenty-seven years the
English realm has increased by 2,854-
000 square miles , and within the same
period 125,000,000 have been added to
the population.
Since 1871 the population of the
United Kingdom England , Scotland
and Ireland has increased from 32-
000,000 to 40,000,000. At the beginning
of this century England , Scotland and
Ireland had a population of 11,000,000 ,
and France of 20,000,000 , and yet today
the proportion of population in both
countries Is almost alike. Russia has
Increased her population by 00,000,000
since 1870 , the result being that she
has now a total population of 130-
000,000. Germany had a population of
20,000,000 at the beginning of this cen
tury ; now she had between 50,000,000
and 60,000,000 of whom almost a quar
ter Is the result of Increase of births
over deaths. Germany , too , is making
vast strides as a colonial power , and
her population in those distant pos
sessions already amounts to a con
siderable number.

A native Maori chieftain , the des
cendant of cannibal kings , is now com
pleting his medical education In Chi
cago. Cannibalism ended in his tribe ,
he says , when Bishop Selwyn converted
his grandfather ; but ho tells some
stories of It which have a distinctly
humorous flavor. For instance : It Is
said that once a chief captured a mis
sionary who was anything but a tooth
some morsel , as he was old and thin ,
and looked as If his flesh would be
tough. The missionary warned the
chief that he would not make a good
dinner , and pulling up his trousers ,
cut a slice off the calf of his leg and
offered It to the chief. The chief tast
ed it , said he didn't like It , and passed
It to a subchlef. The sub tasted it ,
made a wry face , and passed it on !
The next man who took a bite of it
spat It out. The missionary was re
leased. After he had gone it was dls
covered that ho wore a cork leg.
