Some two score departmental of ficials, members of the Minnesota delegation to congress and visitors to Washington from Minnesota, were in the diplomatic reception room at the State department to witness the event. There was no speech-making. An informal reception during which Mr. and Mrs. Kellogg mingled with the little group of invited guests followed, afler which the secretary was escort ed to the big desk )n the office of the secretary of state to begin his duties. Within 15 minutes after Mr. Kel logg had taken the helm, Secretary S Hughes had left the State de partment to complete his prepara tinns for sailing Saturday for Ber muda, where he expects to apend sev oral months before resuming his prac lice of law in New York. The new secretary took the oath nt the Agriculture department before members of the Kansas delegation in congress and bureau chiefs of the dp partment. He accepted in silence the congratulations of those who crowded about to shake his hand. Then he held an informal reception in the sec retary's office. The oath was administered after the new secretary had conferred at length with President Coolidge. It was indicated that a new assistant secretary also would be named soon and the name of C. W.
