The cash prizes will be awarded 'it the follow lug manner: $50 for best slogan adopted, $25 for the second, $15 for the third and $10 for the fourth. There is no limit to the number of words contestants may use, hut the limit of one sentence to each slogan has been prescribed. This contest is particularly timely for two reasons: The campaign being promoted to check Increasing de linquency among the youths of the ^^^city, and also the presentation of 0^^ “Broken I-^vs,” Mrs. Wallace Reid's screen presentation of “Jazzamania,” and Its byproducts of law violations, especially among the young people. Sincere Desire. Those who are promoting the local law and order campaign and the slo gan contest are moved by a sincere desire to strengthen the hands of the officials in impressing upon th? parents of the city the responsibili ties which they should recognize as belonging to the home. It is argued that parents should know of the whereabouts of their sons and daughters of juvenile ages. During the last few weeks Omaha has received concrete evidence of the necessity of checking the present-day tendency of young people to “run wild.” Endorsed by Judge. "Permit me to express my appre ciation of 'Broken Daws,'" said Dis trict .fudge D. B. Day. "This is a thrill ing drama that catalogues the whole problem of youthful delinquency. Those of us who come in contact with these problems meet Ihess situations every day. ‘Broken Daws’ points to the correct solution of the problem. Parents must establish control ovei their children. City Commissioner John Hopkins of th# department of accounts nnd fi nance is confronted by another- city bond situation which may prove of far-reaching Importance. The matter is in connection with a charter amendment prepared by the Chamher of Commerce two years ago and providing for the payment of cer tain apcclal improvement taxes over a period of 10 years instead of within 50 days after assessment. ' Ask City to Pay. The opening and widening of Thir tieth street, from Krsklne to Igikc streets. Involved an expenditure of $00,000, for which bonds were offered, and Stern Bros, of Kansas City were successful bidders. The Sterns are now asking the city to amend its charter to provide that these Improvement bonds shall he specifically an obligation against the general credit of the city and taxes may lie levied in the event that the Improvement district should default. The bonds as offered Sterns Bros, provide only that they shall be paid out of special taxes as levied for the improvement. Tills limited security of the bonds does not satisfy the bond buyers. Investigation Asked. Commissioner Hopkins will refer the matter to the city legal department. The importance of this situation is explained by Hopkins because of vari ous other Improvements of a similar nature pending, such as opening of St. Marys avenue from Twenty-sev enth street to Thirty-first avenue and I.ea venworth street; widening of Twenty-fourth street, from St. Marys avenue to Barnaul street, and widen ing of Harney street, west of Twenty fourth street.
