Publishers at I < Postal Hearing * Protest Against Proposed Sec ond-Class Mail Rate Boost to Pay Employes. Washington, Dec. 27.— Protests kgainat Increases In second class mail rates proposed In the administration measure to raise revenue for postal salary Increases were presented to day to the joint congressional post office committee by spokesmen for the American Newspaper Publishers' association. Renewing their complaint against hasty consideration by. congress of the Postoffice department's cost as certainment report, on which the rate raises are predicated, the publishers contended that the department records show the inadvisability of raising rates on second class mail matter at this time on the theory that such an advance would produce an increase In revenue. Pointing out that since 1 SI2 second class mail has been the only class on which congress has increased rates, they contended that these advances Increased the revenues of the depart ment more than 125 per cent, but at the same time resulted in a large de > crease In the Volume of the malls. The arguments for the publishers' association were presented by S. E. Thomason of Chicago, president; John - Stewart Bryan of Richmond, Va., vice president; D. J. Barnum of Syracuse, N. Y„ chairman of the postal com mittee; E. H. Baker of Cleveland, M. F. Hanson of Duluth, L. B. Palmer >4a> and Howard Davis of New York, and Elisha Hanson, the association's Washington representative. Previous Raise Hurt. Figures were furnished In an ef fort to show that the previous in creases in second-class rates had cur tailed the mail circulation of daily newspapers from 15 to 40 per cent. • The present proposed Increases, rep resentatives of the publishers declared, are more than double the former in . reases, whichc were spread ojjt over a period of four years. The effect, they said, would he an "irreparable” Injury both to publishers and sub scribers. If the advance became effective, It was argued, congress within two years would be obliged to revise rates down ward again because revenues are In creasing sufficiently on the present rate structure to provide for the salary Increases within that time. Meantime, the publishers said, many publications would be forced out of | the mails by the Increased rates. Spread Rural I,oss. Reiterating their contention that the Postoffice department improperly charged second-class mall with $25, 000,000 for the rural free delivery serv ice, they declared there wns no way to cover the loss of rural delivery ex cept by spreading It over the entire postal service, or elRe by regarding It as a public policy expenditure. Attention also was directed to fig ures showing that the Postoffice de partment has a net annual loss of $27, -»^ 000,000 for special services, such as foreign mail, transit, money order, registry, special delivery, insurance, rash on delivery, and treasury sav ings. FOUR MEN FINISH NEW TESTAMENT To promoting a greater apprecia tion of the Bible through a more gen era} reading, N. H. Loomis, president of the Walter Head Bible class, of fered to present a copy of a guide to the Sunday school lessons for 10-3 to_ the first four members of the class who should complete the reading ot the New Testament before December 31, 1924. Four men have claimed this distinction and will he rewarded at the class meeting .Sunday morning at 9:45. They are P.ufus E. Lee, Dr. W. H. Olbbs, John U. Loomis and Dr. J. B. Ralph. Others who have also completed the reading are N. II. Loo mis, Charles Gardner, Dr. J. B. Fickes and H. A. Doud. Another feature of special Interest Sunday morning will he an address by Dr. A. F. Jonas, chief surgeon of the Union Pacific railway, on "Egyp tian Gods." In which he will tell of the treatment of the sick in Lgypt 1,500 years before Christ, fine basis of the address Is an ancient manu script. OMAHA LEADS IN CHURCH INCREASE Omaha area of the Methodist Epis copal church showed the greatest In crease In memberships for the last year, according to figures from the Methodist year book for 1925, made public Friday. Increases were recorded In 13 areas J jn the United Htates, the statistics 1 show. Decreases occurred In but eight arras. Of the areas showing an increase Omaha led with 0,379. This brought the total membership In the Omaha area to 285,929. The total member ship In the United States is 10,000,009. The areas showing Increases near est to that of Omaha were Kansas City, 0,048, and Kan Francisco, 5,720 Among the areas showing decrease* Wire Atlanta, New Orleans, Portland, Denver, Helena. All foreign area*, thfi report Mat***, showed an increase. Gas Meter Robbed. The gas meter In the home of E. B.
