' DE VALERA BACK _ Republican Leader Declares Dublin Must Bow to Cen tral Parliament. Bjr EDWARD ALDEN .JEWELL. (Wrlttea Especially for International Keen Service. Dublin, Sept. 30.—Eamonn De Va era, leader of the Irish republicans, n an exclusive Interview with In ternational News Service today de tlared that Ulster must come under the jurisdiction of a supreme Irish parliament at Dublin. This Is the first Interview granted by De Valera since bis release from prison and It comes at a timely moment, as the English parliament met at London today to take up the free state-Ulster boun lary dispute. De Valera claims that a republic al ready exists In Ireland. Ail Ireland, ae said, must be one aoverign state. "We will not admit that any part 9f the territory of this nation can be lut off from the national state," said the republican chieftain. "The posi tion of the republican cabinet always has been this. We are willing to grant Ulster a parliament for Its own local affairs with as large a measure Cf autonomy as is consistent with ^ unity and the sovereignty of the Irish State. We are w.lllng to give similar parliaments to Munster, Leinster and Connaught If the people of these "But all must accept and operate Under the sovereign Jurisdiction of one supreme parliament to which will be reserved certain well-defined na tional powers. There can be only one sovereign Irish state." De Valera clearly Indicated hts be lief that the free state Is tottering and that the next general election would result In the return of a ma jority of republicans to the Dail Elreann. “From our point of view the Anglo Irish treaty and all that has flowed from It Is Illegal," continued De Va lera. “The republic Is the sole legiti mately established state In Ireland WTe deny the right of fprelgn-derivec' authority in this country. With n republican majority we would ignore all such authority and resist every affort at Interference by foreigners." De Valera said the republicans •lected to the Dail Elreann would re fuse to take the oath. He declared If the republicans obtained a majority In the dail they would assume power and that In the future the dail would function as a republican body. Although De Valera did not make a direct statement, he clearly Indi cated that he and the other repub licans Intend for the present to rely upon constitutional methods and the ballot box to put themselves in power.
