k GERMANS, ALLIES, London Conference Arrives at Understanding on De faults Under Dawes Plan. By Associated Press. London. Aug. 7.—The allies and the Germans have reached a complete agreement on the manner In which defaults are to be declared under the Dawes plan. The conference leaders on the allied side met first this morning and short ly afterward the Germans were ad mitted to take part in the discussion. It was decided to refer the question of amnesty for German nationals in the occupied territories to the con ference Jurists. An agreement on this subject is considered probable. French Satisfied. French circles expressed themselves r,ulte satisfied with the morning meeting. They said the Germans pre sented their propositions in a mod erate way and that the tone of the discussion was most courteous. One of the French spokesmen as serted that many of the points put forward by the Germans were capable of adjustment and reconciliation with the agreements reached by the allies. It was said that in some instances only a slight explanation seemed necessary to make the German and allied views coincide. The conference experts in Downing street resumed their consideration of the question of the restoration of Germany's economic duty and the problem presented by the transfer of reparation receipts. Adopt Text. The council of fourteen today adopt ed the full text of the report of the first committee of the interallied con ference.
