Tod aH France Dislikes Taxes. U. S. Jungles. . Science. Beats Civiliza r tion. To Keep Delegates Pure. ^By ARTHUR BRISBANE^ The French franc dropped badly yesterday, and it’s not surprising. The French election shows that France is worried about things in general. . That worries owners of French currency. But I?a careful how you sell francs short. Tiiose that tried it have had a painful rv perience recently. Poincare's downfall surprises those that do not know the French people. After he had done almost everything the French wanted, in cluding forceful treatment of the Germans in the occupation of the Kuhr, the French put Poincare out. The French do not like direct taxation. French peasants especially object to being taxed. They are willing to buy bonds of their country, to their last franc. But they don’t understand the francs being taken away from them, especially after they won the war. There are jungles—of crime— and jungle savages in this republic, as there are in Africa. And you will find in the United States crime •—jungle brutality greater, more cold-blooded and cruel than among barbarous people. Six bandits, after stealing $1,500 in cash and knocking three persons senseless with the butts of their ri?fstols, locked them with four oth ers in a refrigerator, leaving them to freeze to death. They would all have frozen had not a mere acci dent saved them. In Chicago a man held up on the street, with only a few cents in his pocket, was beaten into insensibil ity and almost killed by the high wayman “to teach him better next time.” The American criminal is par ticularly cruel and “the American tnob particularly brutal. Near the news of criminal bru tality you read about the starting of a gigantic generator in one of the Edison electric light plants. XVith one finger M. S. Sloan, presi dent of the company, yesterday threw a switch and started gener ating 60,000 kilowatts of electric ity, equal to 67,000-horsepower. Science has progressed more rapidly than civilization. A race of men that with one finger can Start a machine to producing 67, 000-horsepower is unable with all Its laws, police, parliaments, judges On the screen at yoar convenience Cinfc-Kodak for making motion pictures and the Kodascope for showing them comprisethe Eastman outfit that, for the first time, brings cinematography within easy reach of the amateur. There is good news for the wives, mothers, daughters, sisters and aunts of delegates that will soon come to the democratic con vention in New York. Commissioner Enright, head of the city’s police, will investigate, warn and purify all vice resorts, if any, existing in the biggest city in the world. Cabaret performances are to be censored, dance halls are to he ele vated in town. The morals of dele gates are to he preserved at *ny cost. Some of the delegates perhaps will object, but that is the program. One of the greatest demonstra tions ever witnessed in the United States was seen yesterday, when 1,000,000 persons lined 12 miles of Chicago's streets, greeting Cardinal Mundelein, archbishop of Chicago, in his progress from the railway station to the Holy Name cathedral. Deviating from the custom usual ly followed in this country, Car dinal Mundelein passed through the streets, to the great satisfaction of the crowd, wearing the full consis torial costume of a cardinal, in cluding the great cloak of cardinal red, with red cape, trimmed with gold lace, and a wide-brimmed hat of red and gold. It is reported, by onlookers, that the enthusiasm of the crowd with truly extraordinary. Cholera becomes dangerous in India—696 cases, 391 deaths in one week at Mysore. Natives tell you that health measures are foolish, that it is ridiculous not to allow religious bathing in the sacred Ganges, swarming with disease germs and decorated with floating corpses. Here, in the United States, there is one rather serious outbreak of smallpox. Some of the natives of I America tell you between outbreaks that vaccination is “all nonsense.” Rut when smallpox comes they run to be vaccinated. In Japan, as in France, the party in power is defeated, both elections coming together in regions far apart. Premier Kiyoura of Japan, like Poincare of France, must make room for another. In Germany policemen and so called “reds” are shot down in riot ing. Armored cars with machines guns at work pass through the streets, active. Everybody sympathizes with for eign countries in their troubles. Rut everybody out of the idiot asy lum ought to know that this is a good time for the United States, and its amateur statesmen, to stay at home, attend to their own busi ness and let foreign countries at tend to theirs—incidentally depend ing upon United States courts and not wandering off into any world court.
