Norris Plans Big Power System Introduces Bill to Link Shoals, Boulder Canyon and Colorado River. By Associated Frees. ■Washington, March 10.—The link ing up of Muscle Shoals, Boulder canyon and the Colorado river in a great public superpower system, functioning under government con trol, to produce and sell electricity, fertilizer and nitrates for explosives on a cost basis, and conservation and iisa of the nation's resources are the aims of a bill Introduced today in the senate by Senator Norris, republican, Nebraska, and in the house by Rep resentative Keller, republican, Min nesota. Creation of a federal non-political public service commission to co operate with the various states, mu nicipalities, districts and other polit ical subdivisions in the development of the system, with its members ap propriated by the president, subject to the approval of the senate, is con duties and function of the present fed eral power commission would be as sumed by the proposed public service tempiated under the measure. The commission. Its first duty would be to make a comprehensive power sur vey of the resources of the nation and determine the most economical and efficient means of developing the super-power system. A bond issue of $500,000,1100 as a revolving fund to carry on the initial work and developments would he au thorized. Meanwhile the “'ll existing government-owned hydro-electric pow er plants on the irrigation projects in the west and the government owned projects at Muscle Shoals constitute the nucleus of a public super power sys tem already to hand” a statement from the office of Representative Keller declare*. “'And here, by the way. Is a new and very vital reason why Muscle Shoals should not be allowed to slip out of the hande of the government or bartered away," the statement con tinue*. "It i* tremendously Important as one of the first units in the public superpower system. Besides these power resources already in the gov ernment's hands, there are 2.313 mu nicipally-owned electric power plants in the United States which will fit In most advantageously ss units of the public superpower system. "The various states will naturally b* zealous of their rights to the nat ural resources used in developing power and especially so In the case of Interstate and international rivers. These matter*, however, will In time tie settled by interstate agreement or compact, or by court decleions. Mean while. tha Norrls-Keller bill makes it possible for the states to co-operate with each other and with the fed eral government to whatever extent la mutually agreeable so that the development of the public superpower system may proceed by negotiation and* agreement. Power at I/tw Cost*. "Heretofore congress has appro priated vast aunts of money for flood protection without any thought of ever getting it back. This bill will involve an Investment, every cent of which and more will come back to the government. The same dam that protects the Imperial valley from flood will irrigate 1,000.000 acres of desert land and at tha same time. If prop erly constructed, will produce power enough to sell at low coat* to the cities anfc communities adjoining to pay back every cent the government invests in not more thsn 10 years. Similarly, the sale of power from the p 1 - Hera la My I-at for tha Screen: (Do not naa more than 30 word*) I ....... •••••'•" .. .«...»..*. • • Name ... Addreaa ... Motion Picture Theater I attend . Declaring that only the govern ment can "cut the coat of production to the bone," the statement gives as reasons: "(1) The government can borrow the capital for from 4 to 5 per cent while the private companies pay 6 to S. That alone on $500,000, 000 mean* a saving of $10,000,000 a year to cut the cost of current. "(2) The government amortizes the capital account so that in 25 or 30 years it is all paid off. That means ultimately this system, on the basis of $500,000,000 at 5 per cent w'ould save $25,000,000 ami the cost of elec tric service could be cut accordingly." The Norris-Keller bill Is declared to he "the outgrowth of the work of Public Ownership league of America, In co-operation with Senators Norris, Dill, Frazier, Howell, LaFollette and others In the senate, and Congress man Keller, S\\Jng, IVefald, Kvale, LaGurdla, Sinclair and others in the house.” BEE CLASSIFIED AD RATES 15c per line each day. 1 or 2 day*. 12c per line each day. 3 or 6 day a. 10c per line each day. 7 daya or longer.
