Washington, Feb. 28.—New terms anrl conditions under whlrh the gov ernment would dispose of its entire merchant fleet, comprising 1,335 ves sels of various types, were announced today by the shipping board in a gen oral advertisement calling for bids. Records show that only a quarter of the whole tonnage now Is In oper ation. In announcing the rail for bids the hoard said the advertisement was de signed primarily to comply with the law governing the sale of Its prop erty and was not "a sudden effort to force tlie sale of the board's fleet." It was In accordance with the "due advertisement" provision of tlie mer chant marine net. It was explained. Previous offer of sale by the hoard ■ has been on a flat basis of $311 a ton. Displacing this provision, the board said It now was prepared to consider offers for purchase "under the vari ous types, based on their relativ value as effec ted by their desirability from point of design, physical condi tion at time of sale and other perti nent factors." The vessels will lie sold "as Is, where Is," exclusive of consumable •tores, hunker fuel and submarine signal apparatus, or other leased equipment. The board’s fleet is made up of 821 steel, ocean-built cargo ships: 321 Steel, lake-built cargo ships; 14 re frigerator vessels, 43 steel tankers, 27 passenger ships, 35 tugs, and 48 nils cellaneous craft. The government’* big liner* oper ated by tlie United States line out of New York Ineliuflng the Leviathan, me not excluded from the sale offer. Kearney—The Y. \V. C. Chicago, Feb. 21—Wheat sagged through an extremely dull trade early today and then rained briskly to a higher dose. The late bulge, due to ehort co\ering. was in fluenced by firmness in securities, news from Washington that the tax reduction program was being agreeably arranged and also because of rumors that President Coolldge had raised the tariff. Wheat closed S to %c higher; corn was '4c lower to higher; oats were Va to V4c down, and rye ruled unchanged Speculative Interest in all the pits was probjHy the lightest in many months. Th< firm close at Liverpool was a sus taining factor In the wheat pit at the out set. but foiling that represented long holdings gradually took th« edge <<*f the market. ^ As on the previous day suf ficient support at $1.10 served to check ! the declines. While the deferred deliveries of corn reached new highs at the start, and the May touched the best level of the year, gains were soon shaded by persistent long selling. On the dips commission i house buying was substantial, but the market closed uneven. May corn was on tap most of the day and did not get the same sort of support the later months did. „ . Commission homes were active buyers of oats during the first hour, bm selling by local longs wiped out gains finally. Rye trade was again featureless, prices easing early, and then firming witu wheat at the last. .. Provisions closed firm. Lara and ribs were unchanged to 2V*c higher. Fit Notes. Chicago. Feb. 28.—Pressure on the wheat market was again absent today, the early epsiness being accounted for by the lack of trade Foreign cash news, both from Canada end Europe, while more than disconcerting to the hulls, failed to en courage nnv notloenble sailing. The condition of the winter wheat crop In the southwest sections of the belt Is apparently quite satisfactory and the trad" generally is inclined to await re ports damage ns ascertained by grow ing weither before making commitments In the pit. The primary movement of wheat continued below last year Northwestern advices had it that min ing activity the last week was fair, ex cept on the Pacific coast where opera tions were less extensive. Shipments or wheat from Russia this week were In creased at 1.24H.OOO bushels, but the ef fect of this news was apparently offset In the United Kingdom market by estimates of reduced clearances from the southern hemisphere. Washington news is being closely watched bv the trade. The possibility of the raise in the tariff 1s expec ted to have .iuite a stimulating effect in the deferred deliveries of wheat, while tax reduction proceedings also are bound to have a stabilizing influence in grains as well as other speculative marts. Stock prices moved briskly upward 1n today's more active session on publication of Washington dispatches setting fort^» that the regular republicans and the so railed ’’Insurgents” had reached a com promise on the tax bill whereby the maximum surtax would be 87*4 per rent. Much of the buying power consisted of « overing operations by traders who have been selling stocks fnalv on the relative ly poor Northwestern railroad earnings for January and the unfavorable devel oje nments in the copper Industry. Today’s triide news was varied In char acter. Omission of the regular dividend on Inspiration Copper was offset by th** declaration of the regular payment on, Kenneeott copper and h further Increase I of % to *4 of a cent a pound In the1 price of the red metal, which probably was n result of a curtailment of opera tions by the Inspiration anti Calumet and Hcrln cpmpanies. Fresh selling of the copper shares fol lowed lb** announcement of the Inspira tion directors’ action. Anaconda, which controls Inspiration, establishing a new 1924 low at .3%. but It rallied later to :;4. off '* Announcement of the Kenne coft dividend brought good buying sup port In the copper group and emphasised the contrast between the earnings posi tion of the h'gb and low cost producers. Kenneeott closed 1*4 points higher at 36%. Ajperican Smelting and Utah regis tered substantial fractional gains. Speculative interest in the market was not confined to the Industrials. Norfolk X- Western Jumping about 9 points to 119V*. a new 1924 high on reports of Its possible acquisition by the Pennsylvania and Its prospect* for an extra dividend. Chesapeake X- Ohio also was in good de mand, closing nearly 3 points higher at 71 14 • Northern Pacific dropped 1% on publication of a poor January earnings statement. Several of the other north western roads were heavy for the same reason, but the net losses were llrnltd to fractions. Among the so-called pivotal stocks. TT S. Steel common closed 1 % higher at 104; Baldwin moved up 1'4 to 123%; American Can advanced nearly 2 points to 114% and Sludebnkcr showed a r et gain of 1*4 at 103. Oil shares which have been displaying reactionary tendencies ns a result of the , Washington oil inquiry disclosures and speculative fear of government control of nil production and prices. developed spe cial strength today an publication of the weekly report of the American Petroleum institute showing substantial reductions in crude oil production and Imports for the week ending February 23. Other out standing strong spots were Dupont. Den era! Hlectrlc, Mack Truck. American Beet Sugar. American Hide and Heather preferred. Burns Bros. H. and Wlllys Overland preferred, all up 2 to 4 points. f all money ruled unchanged at 4 % per cent. Time money was still on a 4% to i per «ent basis. The commercial paper market ysas quiet with no change In rates. F**relgn exchange rates displayed n i firm tone Demand sterling ruled about h;*!f rent higher around St 30 and French francs rallied about 12 points to around 4 21 % e.
