Nature of Attack Aids Daugherty Position. Belief Critics Thought to Have Made Mistake in Directing Charge Against Official Integrity. By MARK SULLIVAN. Washington, Feb. 22.—The with drawal by Harding's former private secretary, George Christian, of Cool idge's appointment of him, made a few weeks ago, as a member of the federal trade commission, is the true sign of the times in Washington to day. Up to as late as last month, Coolidge was still making appoint ments because they had been prom ised by Harding before he died, or becauu the politicians who composed Harding's entourage asked for them. That is now over, and thp Coolidge administration is making a beginning of standing before the country as the Coolidge administration and not merely as a continuation of the Hard ing administration. Everybody could infer that the ap %pointrnent of Christtan had been made at the solicitation of the Ohio poli ticians who principally composed the Harding background. To take care of an Ohio man and do a service for the Ohio politicians could have been the only justification of it, for Chris tian was not the equivalent in any sense of Victor Murdock of Kansas, whom he has appointed to succeed on a commission which is peculiarly dear to the progressive wing of the republican party. .Sign of I'assing Power. The withdrawal of his name by Christian himself is a definite sign of the passing of the power of the Ohio politicians and of the more in timately Harding personnel in the ad ministration. This points directly toward the later passing of Daugherty. And yet it is a question whether Daugherty’s position is not temporarily strength ened by the nature of the present as sault on him. All of us who think we diave much information or judgment about men and things in Washington believe that Daugherty’s critics have made a mistake in putting the attack against him on the basis of charges affecting his personal and official integrity. We have been a good deal shell shocked by recent revelations and we aren't as cocksure in our judgments of men as we were a lit tle while ago; but it will take a world of proof to convince any well-in formed person in Washington that Daugherty used his office to profit himself in a financial sense. Heasons for Withdrawal. There are plenty of good reasons why Daugherty in the attorney gen eral’s office is a bigger burden than the C'oolldge administration can pos sibly continue to bey. There are plenty of reasons why Daughterty should step aside from a position where his official duties call on him to help prosecute men who were Ms former associate** and the intimate friends of his friend, Harding. There rre plenty of reasons why th< will not have confidence house-cleaning by the Coolidge ad ministration while Daugherty is head of the legal branch of it. There arc plenty of reasons why the public sense of security about the personnel of the government cannot be restored while Daugherty continues in it. Eut these reasons do not include any charges that Daugherty used his office to make money out of it. Daugherty has known every min ute of every day since he took office that he was under watchful suspicion from many sources. That suspicion once .took form in a> attempt to im peach him, which attempt fell flat. As Daugherty himself once expressed It. he knew from the beginning that ’oecause of the circumstances attend ing the appointment Harding gave hini, he was destined to be the "goat" of the Harding administration. On Good Behavior. Knowing that, to think that he would commit a crime would argue such a combination of cupidity, to gether with lack of ordinary intelli gence as is utterly Impossible to be lieve about as intelligent a man as Daugherty Is. Daugherty knew ho was on his good behavior and acted accordingly to such an extent that many of his early critics began to think favorably of him. His recom mendations for federal Judicial ap pointments, of which he made many, were, with possibly one exception, good and frequently they were made by Daugherty In defiance of political considerations and against the de mands of local party leaders. People came to think Daugherty was doing the best he knew how un der his limitations. But these limita tions are always present, lie could not escape them. Daugherty had not the kind of ex perience or the temperament to be the head of such an Immense and complex law office as the Deportment of Justice is; but everybody thought he did the best he could, and certainly Ihought he succeeded in the one point of avoiding criticism for improper use of his office. Reward for Effort*. Daugherty was never a great law yer in the sense of such lawyers as Elihu Hoot, for example, or John W. Davis, or Georgo W. Pepper. Daugh erty's title to the office of attorney general rested solely on his personal relations with Harding, of whom ho was the intimate friends and political manager. • Daugherty’s great place In life was as the promoter, the en trepreneur of Warren Harding as presidential possibility. When he suc ceeded in putting his man in the White House by a combination of his own extraordinary political skill and Judgment, coupled with an nlmost miraculous coincidence of accidents, Harding had to reward him by mak ing him attorney general. That and that alone was Daugh erty’s title to the office. When that ended by Harding's death, nearly everybody expected that Daugherty would get out. If he had taken ad vantage of that ocenslon he would tmve escaped his present turmoil, and his exit could have been more grace ful than It Is now likely to he. That he was not able to be as watchful as tho circumstances called for is now clear from what we know about some of the actions of Harding's ap pointees. Appointees Took Advantage. We all know now that in spite of everything, some of Harding's appoin tees took advantage of that personal ly good man whose high impulses were too intermittent and too easy going. It is because some of Har ding's appointees and friends are now on the way to the grand Jury room, or otherwise under suspicion, that is the principal sound reason for the de man that Daugherty retire. That he should continue as head of that department of the government whose present and future duty it Is to prosecute or investigate some men who were Harding's friends and come who were both Harding's friends and Daugherty’s would make it Impossible for the Coolidge administration to convince the public of the good faith and thoroughness of the house clean ing that is expected from Coolidge and the republican administration. Every body can see that the restoration of confidence in the government calls for an attorney general selected on the same ^asia of ability, nonpartisan ship, And freedom fram entangling alliances as the men who were se cured to prosecute Fall after much painstaking search for precisely these qualities. , Columbus Oil Station Permit Revoked by City Columbus, Neb.. Feb. 22.—Echoes of Teapot Dome were heard In the city council chamber when the coun cil revoked the conditional grant of a building permit to the Blnclair Re fining company for erection of a fill ing station now under construction at Fourteenth street and Twenty-sev enth avenue. , The council's action was taken fol lowing submission of a report by the public property and waterworks com mittee charging that the company had proceeded with erection of the station in violation of an agreement made at the time Ita.application was considered. Federated Women's Clubs Hold County Convention Blue Hill. Neb., Feb. 22. — The third annual county convention of Federated Women's Clubs was held here. Representatives from clubs at Inavale, Red Cloud. Garfield. Guide Rock, Cowles and Blue Hill were present. Addresses were given by Mrs. E. E. Burr snd Mrs. Harry Vaughn of Guide Rock, Mrs. Jessln Foe of Cowles, and Mrs. II. C. Letson of Red Cloud. Mrs. E. B. Perryman of Ord, president of the state federation, also spoke. The convention will be held in Cowles next year. Garage Man Held Guilty of Receiving Stolen Cars Wilber, Neb., Fel>. 22—Kd Mare*, Wilber garage man. alleged to have been connected with a ring that I* charged with stealing about 30 cars, was convicted of receiving ears with mutilated numlier* and keeping them In his possession, in a verdict re turned by the Jury here in the dis trict court after deliberating 24 hours. It is claimed that Mares handled the ears which were stolen by others and that the activities of the ring had been going on for several years. Beatrice—Jacob Swanson, old reel dent of Rarneston, died at Lincoln after a brief Illness of pneumonia. The body was taken to Rarneston for burial, the Masonic lodge of that place being in charge at the grave. Beatrice—At the annual meeting of the directors of the Beatrice Cham ber of Commerce, C. L. Wife of Columbus Bank Director Dies 0 Columbus, Neb., Feb. 22.—An ill ness ef three years caused the death of Mrs. Helen A. Goodrich, wife of Goodrich, president, of the Atlas Band company and director of the First National hank of Columbus. As Helen A. Riley, Mrs. Goodrich wag born In Geneseo, 111., August 25. 1875. Thirty-five years ago she came wjth her parents to Nebraska, the family locating at Albion. There she graduated from the Albion High school, later attending the state uni versity. On Keptembef- 7, 1898, she was married to Mr. Goodrich, who was associated with the S. S. Hadley hanking interests at Cedar Rapids. Neb. In 1915 they moved to Colum bus. where Mr. Goodrich established new business, the real estate line. Besides her husband, she leaves a daughter, her mother, nnd a brother. Charles B. Riley of Omaha. Funeral services were held at the Goodrich family home. The body was taken to Albion and burial was In the Albion cemetery.
