Pari*, Dec. 11.—The husinena of the league of nations Is to make it possible for governments to act In unity in accomplishing things and not to tnke governmental machinery Into its own hands. Lord Robert Ce cil told the council today. The council was discussing the best means of carrying on its investiga tion into the slavery which still exists In many territories, and T^ord Robert warned It that the projected inquiry, the high aim of which Is the total abolition of slavery, should be conducted with the greatest caution.
