Glasgow, Oct. 17.—Scotland will wit ness a bitter liquor fight between now and the end of the year. Wets and drys have already put their forces in battle array, and are sparirfe neither money nor effort in an en deavor to win. In a similar fight three years ago the prohibitionists were defeated. On this occasion they are hopeful of suc cess, and this is making their adver saries work all the harder. The struggle takes place under the auspices of the Scottish temperance act. This provides that if the sanc tion of 10 per cent of the electorate is secured the town clerk of the dis trict is bound to institute a poll which will decide whether the locality favors: 1. Complete prohibition. 2. Modified sale of drink. 3. Unrestricted powers to saloons to sell liquor. In 1920 polling took place In 1,214 districts. Of these 868 were country districts, In 301 of which there were already no licenses to sell liquor, un der restrictions imposed by estate proprietors and for other reasons. There were left 561 districts In which polling was possible, and in 261 dis tricts polling took place. In the town area 311 out of a total of 346 had polls. Thus there was vot ing in 572 areas throughout Scotland. In the towns 28 districts voted "no saloons," 26 were for limitation, and the remainder for "no change.” In the country districts 14 were for "no saloons,” 9 for limitation and 238 for "no change.” ^ The result was that about <50 sa loons were liable to extinction. By appeals to the courts, however, these figures were subsequently considerab ly reduced. For the coming fight both sides have built up strong organizations and there is no lack of campaign funds. Already the streets are filled with election banners and posters, soap box orators occupy every street corner, and newspapers are deriving revenue from election advertising. MOROS KILL THREE TEACHERS By Aaaodatfd PrfM. Manila. Oct. 17.—Another sangui nary outbreak of Moros In Lanao province, Island of Mindanao, was reported here today, and aid of Unit ed States troops was asked by the provincial authorities. The advices said the Moros, charging on a school house at Lake Buluan last Sunday, killed three teachers and 10 mem liers of the Philippine constabulary. The troops slain included a lieuten ant, a sergeant and eight privates. Details of the encounter were lack ing early this afternoon. In recent months the military au thorities have been called on to sup press several outbreaks Fifty-eight Moros were killed in various battles since last May, but until the present incident casualties among the con stabulary had been nominal. The ha tred of the Moros has been directed at the constabulary, composed of Fil ipinos, rather than at the American administration and has been Inspired by religious fanaticism. COOLIDGE FAVORS SAVING FUNDS Washington, Oct. 17. — President Coolidge strongly favors a continua tion of his late predecessor's policy with respect to the saving of govern ment funds. He has written a letter of commendation to George W. Skil ton of the hureau of intefnal revenue, praising him for his efforts made to finish the last fiscal year without the purchase of new supplies, thereby turning back to the treasury funds appropriated for the purpose. Smoot Opposes Tax Revision. Washington, Oct. 17—Senator Smoot, republican, Utah, advised Sec retary Mellon today against any ef fort on the part of the Treasury de partment to seek revision of the tax laws at the forthcoming session of congress. The senator said the present Jaw ^ was working well and producing suf ^•fccient revenue. German Consulate Cloesd. St. Louis, Oct. 17.—Hugo Mundt, German consul in St. Louis, an nounced he had received a cablegram from Berlin directing him to close the local consulate Indefinitely on account of the economic situation In Ger many.
